The F-35 can defeat the F-22. There has been some legacy fighters (F-18) that were able to get kills over the F-22 although the kill ration was overwhelmingly one sided in favor of the F-22. The F-35 in some cases is better than the F-22, in terms of some avionics features.

The F-35 has a radar advantage over the F-22, being able to jam it efficiently.

However, the main workhorse aspects of air-to-air combat, such as stealth shaping, speed, thrust-to-weight-ratio, are not up to the standards of the F-22.

The F-35's laser weapon is (1) not installed yet, and (2) is only for blinding the enemy, not to destroy it.
Heck, some websites even claim the J-10B and other Chinese jets have laser weapons and anti-stealth radar.

And BTW, the top speeds and specifications are classified for the J-20 and the Snowy Owl as well.

Japans military capabilities are limited to a 'defense force', and from my observations/opinion Japan welcomes the US military presence due to tensions with neighboring countries.

Not welcomed but definately necessary for that to protect them on their border disputes with china,rusia and south korea.
