Gulistan-Jatrabari most expensive flyover

The 11km Gulistan-Jatrabari elevated motor way has become the most expensive flyover in the country as its construction costs about Tk 200 crore per kilometre, experts said.

The cost of the much-hyped fly-over, constructed by the Orion Group, a private builder, has escalated to Tk 2,053 crore, over three times than Tk 670 crore it was estimated to cost in 2005.

Bangladesh University of Engineering and Technology teacher Shamsul Hoque told New Age that the cost of building the Gulistan-Jatrabari flyover was expensive when compared to the construction costs of other city flyovers.
He said that the construction of the recently inaugurated Kuril flyover as well as that of the Shahjalal International Airport-Mirpur flyover stood at Tk 100 crore per kilometre.

‘Definitely the construction cost of the Gulistan-Jatrabari flyover is almost double,’ he said. ‘The government should look into whether the construction cost of the Gulistan-Jatrabari is the most expensive in this part of the world,’ he added.

US firm likely to get contract without bid bond

The energy division on Monday approved a proposal of a US firm for setting up an LNG terminal at Moheshkhali in the Bay of Bengal waiving a condition of paying the bid bond and allowing it to pay 41.5 per cent less performance guarantee, officials said.The decisions came from a meeting headed by the energy division secretary Md Mozammel Haque Khan.

According to the bid document, the US firm Astra Oil and Excelerate Energy is supposed to pay $20m in performance guarantee, 10 per cent of the investment to the project, they said. Earlier, Astra quoted in its proposal that it would need to invest about $200m for setting up the terminal but agreed to pay $11.7 million in performance guarantee.

When asked, Petrobangla chairman Hossain Monsur told New Age that Astra was in a bidding process with Petrobangla for implementing the project. But since there were a few deviations from the bid conditions in Astra’s proposal, the government would implement the project under Speedy Supply of Power and Energy (Special Provision) (Amendment) Act 2012, he said.

Orion imports Mercedes, Prado to oversee flyover
The Orion Group has sought almost duty free import of luxury vehicles to oversee the construction of Mayor Hanif Flyover, the main part of which was already opened last month for vehicular movement.

The National Board of Revenue officials told New Age that the group had repeatedly asked the revenue board to release the vehicles including one Mercedes Benz and a couple of Toyota Land Cruiser Prado at only 3 per cent duty.

The Orion Group officials told the NBR that they would use the vehicles for overseeing the construction of the flyover.The group constructed the city’s first toll based flyover on built, owned, operate and transfer basis for the next 25 year according to its deal with the Dhaka City Corporation.
The group has already created controversy by charging higher tolls from the vehicles using the flyover that led the High Court to ask the government to explain the legality of the toll collection.
There are six pick ups and three wreakers the group imported along with the luxury vehicles late last year when 60 per cent of the flyover was completed.

27 Dec, 2013 সুশাসনের জন্য নাগরিক (সুজন) জানিয়েছে, দশম সংসদ নির্বাচনে প্রতিদ্বন্দ্বিতাকারী প্রজাতন্ত্রের গুরুত্বপূর্ণ দায়িত্বে নিয়োজিত ৪৮ জন প্রার্থীর আয় গড়ে ৫৮২ শতাংশ বেড়েছে। এর মধ্যে ডেপুটি স্পিকারের আয় বেড়েছে চার হাজার ৪৩৫ শতাংশ।

03 Jan, 2014 ক্ষমতাসীন দল আওয়ামী লীগের প্রভাবশালী সংসদ সদস্য ও নেতাদের গ্রাসে চলে গেছে ঢাকার ১ দশমাংশের সমপরিমাণ জমি। এদের সংখ্যা মাত্র ৮ জন। ৫ জানুয়ারির নির্বাচনে অংশ নেয়া প্রার্থীরা নির্বাচন কমিশনে সম্প্রতি তাদের সম্পত্তির যে হিসাব দিয়েছেন তা পর্যালোচনা করে এই তথ্য পাওয়া গেছে। এই ৮ জন সংসদ সদস্য ও আওয়ামী লীগ নেতার সম্পত্তির ব্যাপারে এক তদšত্ম প্রতিবেদনে জমির প্রতি তাদের লালসার কথা উল্লেখ করে বলা হয়েছে গত ৫ বছরে এসব আওয়ামী লীগ নেতা যেভাবে পেরেছেন এক রকম জমির ওপর আগ্রাসন চালিয়েছেন।

৫ বছর আগে ২০০৮ সালের নির্বাচনী হলফনামা অনুযায়ী এই ৮ জন আওয়ামী লীগ নেতার মোট জমির পরিমাণ ছিল মাত্র ৭১.৪১৭ একর। আর বর্তমানে তাদের জমির পরিমাণ ৩,৫০৮ একর। অর্থাৎ গত ৫ বছরে তাদের জমির পরিমাণ বেড়েছে ৩৪৩৬ একর। তবে কেউ কেউ বলছেন, নির্বাচনী হলফনামায় এসব আওয়ামী লীগ নেতার জমির যে পরিমাণ প্রকাশ করা হয়েছে প্রকৃত পরিমাণ এরচেয়ে আরো অনেক বেশি।

ACC drops 3,000 graft cases

The Anti-Corruption Commission has dropped 3,053 graft cases in the last two years whilst proceeding with only 521 cases, ACC statistics show. Many of the cases dropped involve Awami League leaders or people associated with the party, commission officials have told New Age.

At the same time, the commission is continuing with cases filed against Bangladesh Nationalist Party leaders.

According to officials, the commission had dropped cases involving some senior ruling Awami League leaders or others linked to the party, from corruption allegation in 2013. In 2013, the commission cancelled two cases against HBM Iqbal, who allegedly had embezzled public money abusing his power. The cases were filed in 2002.

The commission also had relieved Abul Hasnat Abdullah of two graft cases. The cases were filed in 2002, over allegation he had achieved illegal wealth.

Muhiuddin Khan Alamgir was also relieved of a graft case in June 2013. He allegedly had misappropriated about Tk 94 crore from the 2001 national census project while he was the state minister for planning. The commission filed the case against him in 2007.
The commission in 2013 also relieved former state minister ATM Giasuddin Ahmed, former lawmaker Abdul Kader Khan, the prime minister’s assistant personal secretary M Abdul Matin and former police superintendent of Chittagong Iftekhar Ahmed.
