اسلام آباد (ویب ڈیسک) ملک میں جاری انتہائی اہمیت کے حامل پاک چین اقتصادی راہداری پروجیکٹ پر تیزی سے کام جاری ہے اور اس مخصوص ایشو پر وزیراعلیٰ خیبرپختونخوا کی غیر ضروری اشتعال انگیزی پر چین نے پاکستان کو اپنی تشویش سے آگاہ کر دیا ہے۔
جنگ نیوز نے اپنے ذرائع کے حوالے سے کہاہے کہ چین کے سفارت خانے نے اپنے تحفظات سے پلاننگ کمیشن کو آگاہ کیا گیا ہے۔ اسلام آباد میں تعینات کچھ سینئر چینی سفارت کاروں نے حال ہی میں پیدا ہونے والے تنازعات پر تبادلہ خیال کیلئے پلاننگ کمیشن کا دورہ کیا۔ رابطہ کرنے پر پاک چین اقتصادی راہداری کے پروجیکٹ ڈائریکٹر میجر جنرل (ر) ظاہر شاہ نے دی نیوز کو بتایا کہ چینی حکام نے پروجیکٹ کے انتظامات دیکھنے والی حکومتِ پاکستان کی سب سے بڑی ایجنسی سے رابطہ کرکے اپنی تشویش سے آگاہ کیا۔ پروجیکٹ ڈائریکٹر کے مطابق پروجیکٹ پر تیزی سے عملدرآمد کیلئے چین مناسب ماحول چاہتا ہے۔ انہوں نے اپنے تحفظات سے آگاہ کیا۔
ذرائع کا کہنا ہے کہ وزیراعلیٰ خیبرپختونخوا کی جانب سے یہ سخت بیان دینے، کہ اگر پاک چین اقتصادی راہداری پر صوبے کے تحفظات دور نہ کیے گئے تو کوئی انتہائی اقدام کیا جائے گا، کے بعد چینی حکام نے پلاننگ کمیشن سے رابطہ کیا۔ پریس کانفرنس کے دوران وزیراعلیٰ خیبرپختونخوا نے کہا تھا کہ ”میں وفاقی حکومت کو خبردار کرتا ہوں کہ اگر پاک چین اقتصادی راہداری پر صوبے کے تحفظات دور نہ کیے گئے تو ہم انتہائی اقدام کریں گے، اور آپ (وفاق) دیکھیں گے کہ ہم کیا کرتے ہیں۔“ قومی اہمیت کے حامل اس پروجیکٹ کے خلاف سخت بیانات کا سلسلہ جاری رکھتے ہوئے خٹک نے یہ بھی کہا کہ اگر وفاق نے پروجیکٹ کے روٹس میں صوبے کو مناسب حصہ نہ دیا کہ خیبرپختونخوا صوبے سے اس پروجیکٹ کو گزرنے نہیں دے گا۔ انہوں نے متنبہ کیا کہ اگر کے پی کے کو اس پروجیکٹ سے کوئی فائدہ نہ ہوا تو کوئی اور بھی اس پروجیکٹ سے فائدہ نہیں لے سکے گا۔ یہ کہتے ہوئے انہوں نے سوچا ہی نہیں کہ صوبے کے چیف ایگزیکٹو کی طرف سے اس طرح کے سنگین بیانات سے چینی سرمایہ کاری کو نقصان پہنچ سکتا ہے۔
اس کے بعد وزیراعلیٰ کے پی کے نے بند دروازے کے پیچھے وفاق کے ساتھ معاملے پر مذاکرات کا راستہ اختیار کرنے کی بجائے دیگر سیاسی جماعتوں کے رہنماﺅں کو اپنے ساتھ ملایا تاکہ عوامی سطح پر اس پروجیکٹ کے خلاف شورش پیدا کی جا سکے۔ پلاننگ کمیشن کے ماہرین کی رائے ہے کہ وزیراعلیٰ خیبرپختونخوا کے تحفظات عمومی طور پر غلط فہمیوں پر مبنی ہیں اور بے بنیاد ہیں۔ ذرائع کا کہنا ہے کہ وفاق صوبوں سے توقع رکھتا ہے کہ وہ اپنے صنعتی اور اکنامک زونز کے حوالے سے بہترین اور مضبوط تجاویز پیش کرکے زیادہ سے زیادہ فائدہ اٹھانے کی کوشش کریں گے۔ جس وقت وزیر اعلیٰ کے پی کے یہ اصرار کر رہے ہیں کہ صوبے کو صرف ہائی ویز کے سوا کچھ نہیں مل رہا، اس وقت میڈیا رپورٹس سے اندازہ ہو تا ہے کہ وفاقی حکومت نے پہلے ہی صوبوں، اسلام آباد کیپیٹل ٹیریٹری اور گلگت بلتستان میں 27 ایسے مقامات کی نشاندہی کی ہے جہاں پاک چین اقتصادی راہداری کے تحت خصوصی اقتصادی زونز قائم کیے جا سکتے ہیں۔ 27 میں سے 8 مقامات خیبرپختونخوا میں ہیں۔
