This should have been done long time back. In fact instead of developing smart cities existing under developed cities should be upgraded so that urban migration should stop and people already migrated should consider moving back to their home town. Karachi and Lahore are flooded with people with an infrastructure unable to support the population. This influx into megalopolis has to stop before the system collapses. By providing basic good quality infrastructure to remote areas, especially agricultural area would help in agricultural growth also. Those areas where agriculture cannot be promoted should be given privileges of tax exemption by setting up industrial zone. (depending on what can be produced int eh area economically).

With an existing population of 200 million with majority of them in rural areas there is a massive potential in Pakistan for urban development.

Actually it is the NS opponents who are holding gun on each other , where as NS is still in PM office for the 3 time and defeating his opponents in all by elections and local bodies.

Dude even Islambad is getting F'ed up. I never saw poor people walking around in Islamabad, but my recent visit I saw people crossing roads carrying kids.

So.in your opinion, poora shouldn't be allowed in Islamabad. And it should be reserved only for the elite classes.

How to design cities? It required many engineers ... Issue is there is no good engineering universities in Lahore/Karachi and Islamabad

How to design new city from scratch!!

City building has always a challenging job , its time design new cities in Pak.

Principles:

1. The city should be self-sufficient when it comes to food & energy.
2. The city has to avoid fossil fuels.
3. The city has to be about people & dynamism. There has to be room for spontaneity.
4. Culture has to be everywhere. A city without culture is a dead city.
5. The core emphasis will be the streets - the arteries of a healthy city. Instead of mere transportation, the streets will focus on happiness, connections & sparks (will cover it below).

Cultural elements: The city would be divided into 100 parts and finer details of each part would be designed by an architect from a different culture. There would be Mayan, Indus valley, Chinese, Gothic, Islamic, Parisian, Tamil, Mali and Egyptian styles among others. Statues and paintings from that culture would decorate the streets of that part. Each part of the city would have a culture of its own and provide a healthy rivalry.

Transportation: The city would have no cars or buses. The city would be built longitudinal with underground trains running end to end (sort of Manhattan shaped). The last-mile transportation will be through bikes (that can be rented for free) and golf-cart sized automated vehicles. These vehicles would be available on-demand through your mobile device. It will drop you at the nearest metro station. You will be metered per usage (less than $0.05/mile - cost of electricity).

Roads & Streets: The roads in the city - especially in the central parts shall be narrow (no more than 50 feet wide). Big roads split people on the side and weaken the city. Roads close to the water bodies will be replaced with canals.

Walls & painting:
Given the absence of cars (with just automated vehicles), roads can be used for festivals and cultural stuff. Walls close to the major roads should be reserved for community painting. If you have Chinese new year, paint it all with dragons. If it is Diwali, fill it with lamps. Bring on the dynamism. A community that has a creative room and always on streets keeps crime off the streets and peeing on the streets. The painters would be possessive enough to keep their painting area clean & safe ;-)

Food: Surface area will not be wasted at all.Thus, almost every piece of land - rooftops, roadsides and empty lands should be used for organic farming. The community gardens will be used by the neighbors - providing both fresh produce & community interaction. The cool air from these farms will make air conditioning unnecessary.

Education: The city would have a massive university teaching almost every field of human endeavor. The city would be powered by the intellectual horsepower of this university. Every sidewalk square would be a gathering of intellectuals.

Homes: Homes would be completely configurable nano machines. Thus, I could move the whole wall if necessary or change the color when needed. The furniture would all be integrated. People would spend time "programming" physical spaces within their homes. Each home would display the creativity of the inhabitant.


Public spaces: People should have ample space to sit close to the streets and play. With strong glasses for windows, don't worry about children playing ball. If a sculptor needs to build, do it close to the sidewalk. Use the walls to paint. Bring the people out of their homes and TVs. All public places would make it mandatory to switch off cellphones (just like an Opera). If you want to talk on the phone and is a non-emergency, you have to find an indoor place.

Lighting: The street lights would be all over the city, but would be on only when a person is nearby (detected by radio signals from a mobile). This way the city would have less light pollution, the lights would not be worn out too soon & there would be less power usage.

Energy: The city would produce its energy through solar, biomass and nuclear (ideally fusion if we can get there). No fossil fuels can be used by any of the industries.

Water usage: The city should recycle all water (from rainwater to drainage from homes).

Efficiency: The city would pick stars from those who are highly efficient (in any activity). Efficiency would be a prime sport. Just like moving a ball from one end to an another, people would compete on the best way to do stuff.

Density: The central has to be fairly dense. The transportation systems should force people to be on the streets meeting each other. A city where things are excessively spaced will not provide the spark. There is a reason why people flock to Manhattan, London, Mumbai and other places.



Zoning: The central rectangle of the city will be zoned - with commercial, industrial and retail zones. The outer rectangle would be mixed-used with a mix of commercial and residential fixtures. All government facilities will be moved to the corner. There must be green spaces - but not too much. The reason is that too much green space within a city will cause the city to sprawl - putting strain on surrounding ecosystems & forcing alternate transportation (counterintuitive, hah).

The right balance:
The city should strike the right balance between technology & culture. Technology should be implicit & out of sight. It should not come in the way of people's interactions. No visible power lines or rail tracks. No use of mobile phones in public spaces. Not excessive use of lighting where unnecessary.

In the same way, there has to be a right balance between community & privacy. Inside homes people should have ample creative room to design & be unique. Outside homes there must be stress on the community. Incentives should be there for people to spend enough time doing both.

ISLAMABAD - The government is going to develop 45 new cities across the country to effectively tackle the influx of rural population to urban centres and upgrade the living standard of people in the under-developed areas. The initial survey for ‘Smart Cities Project’ has already been completed.

Sources in the government confirmed to The Nation that Prime Minister Nawaz Sharif is so keen to materialise the project that he is himself monitoring the progress and taking reports from Planning, Development and Reforms Minister Ch Ahsan Iqbal on regular basis.

On the direction of PM’s direction the ministry had engaged a firm of international repute for the conduct of initial feasibility and survey of the project across the country and proposed sites for some 17 smart cities in Balochistan, 12 in the Punjab and eight each in Sindh and Khyber-Pakhtunkhwa.

When contacted the officials in Planning Division informed that while conducting the survey it was kept in mind that the new cities should be located in the remote and under-developed areas of all the four provinces.

The aim is to bring the people of these areas at par with the developed cities of the country and also check the growing migration of the people from these areas to the developed parts, where the civic infrastructure was already unable to take the burden of the growing population.

They that the idea behind developing these cities is to provide quality living standard to the people of these remote areas in their own vicinity where they would have quality health, education and other civic facilities.

Share of Urban Population in Pakistan has increased from 32 % of the population in 1998 to 40% today; if current trends of rural to urban migration continue, this share will exceed 50 % in 2025. Currently, nine cities have populations exceeding 1 million each, and 75 with populations between 100,000 and 1 million. Pakistan’s existing cities contribute 78% to the country’s GDP and 1% increase in urbanisation leads to a 1.1% increase in the economic growth rate.

But population influx is badly straining the existing urban centres. The inability of the cities to absorb, comfortably accommodate, and meaningfully employ rural-to-urban migrants exacerbates social and ethnic tensions between ‘native’ and ‘migrant’ segments, besides creating a host of other problems.

With the development of new cities the burden of people’s influx to the major centres of the country for jobs, education, health cover and better living standard would reduce. The law and order situation would be effectively managed in these new cities as the government would make sure that the population of these new urban centres do not exceed one million.

Sources in the government said that all these smart cities would be linked to the motorways and main roads and it would be make sure that the distance of these cities from main motorways and main highways would not be more than one hour drive.

As these new cities would be planned one it would be ensured that the markets, parks, hospitals educational institutes should have ample capacity to cater to their requirements, the sources added.

Officials in the Planning Division informed that initially one model smart city would be established in each province for which they have already sought suggestions and proposals from the provincial governments and would initiate on ground work by next year provided the readiness of the provincial governments.

These officials said that they would preferably establish the new cities in the calamity hit areas so that the people of these devastated areas could be brought at par with the developed areas of the country.

It was further informed that a number of national and international firms in the field have shown great interest in the project and the government is considering making it public-private joint venture by engaging some local or international construction companies.
