Punjab CTD detains eight ‘militants’ of banned outfits in Lahore, Sargodha

Punjab police’s Counter Terrorism Department (CTD) has claimed to have rounded up eight militants belonging to banned outfits in separate raids in Sargodha and Lahore, a CTD statement issued on Saturday said.

According to a statement issued by the CTD, law enforcement personnel and a CTD team arrested five suspects from Lahore and three from Sargodha.

It said law enforcers also seized explosives, detonators, and other related equipment that the suspects were allegedly planning to use in terror activities.

The CTD added that 382 combing operations were conducted with the help of law enforcement personnel during this week in which 59 suspects were arrested, while 18,020 people were checked.

Over the past few months, the law and order situation in the country — especially in KP and Balochistan has worsened — with terrorist groups executing attacks with near impunity across the country.

Since the talks with the TTP broke down in November, the militant group has intensified its attacks, particularly targeting the police in KP and areas bordering Afghanistan. Insurgents in Balochistan have also stepped up their violent activities and formalised a nexus with the outlawed TTP.

An attack by the outlawed Tehreek-i-Taliban Pakistan (TTP) on Karachi Police Headquarters was the most high-profile attack in the month of February. Similarly, a month before, a powerful suicide blast in a mosque in Peshawar Police Lines killed 84 people and injured many others.

According to a report released recently by Pakistan Institute for Conflict and Security Studies (PICSS), militant attacks witnessed a surge in the month of February this year, but the resultant deaths were down as compared to January.

The report said Punjab witnessed four militant attacks in which two people were killed and eight injured while 10 people were killed and 18 injured in three reported militant attacks in Sindh.

It said militants carried out 58 attacks during the past month in which 62 people were killed, including 27 civilians, 18 security forces personnel and 17 militants while 134 people were injured, including 54 civilians and 80 security forces personnel.

The database showed that for the first time after June 2015, the country faced 58 attacks in a single month. The upward trajectory of anti-state violence continued in February as 32 per cent more insurgents’ attacks were recorded compared with January 2023. However, the number of deaths declined by 56 per cent compared with January.

In February, the report said, Pakistani security forces further stepped up their actions against militant groups and killed at least 55 suspected militants. At least 75 suspected militants were also arrested from across the country. The majority of the suspects were arrested in Punjab and KP.

Although CTD and other LEAs are trained by SSG and other SF assets, their performance still gets affected by factors like command, equipment, and over all execution of required operations. Another reason why I never aligned with Zarvan on making a military outfit out of Police force with heavy or sophisticated weaponry is because the basic thinking of a soldier and a cop are very different. FC troops lie in between and while they are on policing duties, their operational domain is under a military officer while lacking all heavy weaponry to control collateral. This produces a rag-tag SF out of CTD and a Light Infantry formation out of FC.

In terms of heavy/modern weaponry, the drones or gunships or tanks or artillery fall under Military's domain while bombers and drones lie in PAFs domain. Drones are needed, so are gunships and transport helicopters which are not readily available to any policing force (CTD/Police/FC etc).

This hodge-podge of LEAs is not working out quite well.

Pak-US anti-terrorism dialogue begins today​

All is set to hold counter-terrorism dialogue between Pakistan and the United States on March 6-7 in Islamabad, the Foreign Office said Sunday.

Additional Secretary (UN&ED) Syed Haider Shah will lead the Pakistan delegation and the US delegation will be headed by Acting Coordinator for Counterterrorism Christopher Landberg.

“The dialogue is aimed at discussing common threat of terrorism, cooperation at multilateral fora and countering financing of terrorism,” the Foreign Office Spokesperson said in a press release today.

According to the spokesperson of the US Department of State, the inter-agency delegation will discuss a joint strategy to combat terrorism with their Pakistani counterparts.

The spokesperson said that Acting Coordinator for Counterterrorism Christopher Landberg will lead a U.S. interagency delegation to Pakistan March 6-7 to participate in the Pakistan-U.S. Counterterrorism Dialogue.

The United States and Pakistan will discuss the shared terrorist threats facing our two countries and develop policy-oriented strategies regarding cooperation in critical areas such as border security and

countering the financing of terrorism.

“They will discuss the ‘shared terrorist threats facing the two countries’ and develop ‘policy-oriented strategies’ regarding cooperation in critical areas such as border security and countering the financing of terrorism,” the State Department said.

The two-day dialogue would provide an opportunity for both sides to exchange views and share their experiences and best practices in the domain of counter-terrorism, it was added.

The development comes against the backdrop of increasing terror incidents in Pakistan and Washington’s assurance to help the country deal with the worsening law and order situation.

Both countries share the view that Afghan soil is being used for terrorism against Pakistan. The deteriorating relationship between Islamabad and Kabul is a result of the Taliban government’s failure to crack down on terrorists operating from Afghanistan.

The talks come amid tensions between the two countries following an arrest warrant issued against Pakistani prime minister Imran Khan by a court in Pakistan. However, the spokesperson of the US Department of State clarified that it was a problem for the Pakistani people to deal

with and not the concern of the US.

The United Nations had recently revealed in a report that the Taliban have failed to fight terrorists in Afghanistan.

The talks between the US and Pakistan are expected to form a plan of action to deal with the threats of terrorism and to improve cooperation between both nations.—NNI

The United States on Tuesday hinted at reviving some of the counter-terrorism initiatives of the post-9/11 era to assist Pakistan in tackling the renewed threat of terrorism posed by the banned Tehreek-e-Taliban Pakistan (TTP) and other groups.

The development came at the conclusion of the two-day counter-terrorism dialogue Pakistan hosted against the backdrop of a new wave of terrorism.

The two-day policy-focused meeting was chaired by the US Department of State Acting Coordinator for Counterterrorism, Christopher Landberg and Pakistan’s Ministry of Foreign Affairs Additional Secretary for the UN and Economic Diplomacy, Syed Haider Shah.

A statement issued by the US Embassy said that the dialogue provided an opportunity to discuss the counterterrorism landscape in Pakistan and the broader region, with a focus on areas where the United States and Pakistan can better collaborate to counter regional and global threats, improve cooperation, prevent and counter violent extremism, and combat terrorism financing.

“Both governments resolved to increase dialogue on these topics and continue discussing paths to restart or introduce counterterrorism programmes to assist Pakistan’s efforts to better counter all forms of violent extremism,” the statement added.

The statement suggested that the US wants to maintain counter-terrorism cooperation with Pakistan despite withdrawing troops from neighbouring Afghanistan in August 2021.

There were concerns that the US might completely abandon Pakistan after the exit from Afghanistan. Observers believe that the recent flurry of engagements appear to suggest otherwise.

The US statement said the counterterrorism dialogue underscores the deepening cooperation between the United States and Pakistan in a range of areas.

“These partnerships are being advanced through high-level bilateral meetings like the recently concluded Trade and Investment Framework (TIFA) Council Ministerial in Washington, DC, and the upcoming Strategic Energy Dialogue and Climate and Environment Working Group meetings in Pakistan,” the statement noted.

Punjab CTD arrests 12 terrorists linked to Al Qaeda, TTP

The Punjab Counter-Terrorism Department (CTD) arrested 12 alleged terrorists, belonging to the banned Al-Qaeda and Tehreek-i-Taliban Pakistan (TTP), it said in a statement released on Friday.

The statement added that they were arrested during a “covert operation” from three cities of the province, including Lahore, from where three “terrorists” were arrested “nearby a sensitive area”.

The CTD spokesperson said the “terrorist network wanted to conduct subversive activities in sensitive districts”.

Explosives and material used to make suicide jackets were also recovered from the alleged terrorists, the statement added.

The CTD said they were identified during the interrogation of 61 suspects. Investigations were under way after registering a case against them, it further said.

In the current week, 797 combing operations have been conducted, during which 159 suspects have been arrested, the CTD stated.

The CTD asserted: “No stone will be left unturned in making terrorist elements reach their end.”

‘Mastermind’ of Karachi police chief office attack killed in operation: CTD

The Sindh Police’s Counter-Terrorism Department (CTD) claimed on Monday to have killed the “mastermind” of the audacious attack on the Karachi Police Office (KPO) on Feb 17.

Last month, hours-long combat between terrorists and law-enforcement agencies — comprising Pak Army Special Service Group (SSG), Pakistan Rangers Sindh and Sindh Police — at the KPO located at Sharea Faisal had left five people martyred and 17 injured.

In a press release issued today, the CTD said that Aryadullah and his accomplice were killed in an operation near the Northern Bypass in the Mangophir area.

The identification of the other slain terrorist is underway, it stated, adding that two other terrorists were also arrested during the operation.

The CTD statement added that a search and clearance operation was being conducted in the area.

Dawn.com has also learnt that Sindh Information Minister Sharjeel Inam Memon will address a press conference in Karachi at 3pm today to brief the public on the CTD encounter.

It is pertinent to mention that the outlawed Tehreek-i-Taliban Pakistan (TTP) had claimed the responsibility for the Feb 17 attack on the KPO.

Three militants, who wore suicide jackets, were killed and three law enforcers and one civilian were martyred while 18 others, mostly police and Rangers’ personnel, were injured during the hours-long joint operation carried out by the police, Rangers and army personnel.

Later, Saddar SHO Khalid Memon had lodged a first information report (FIR) against the three militants, their facilitators and TTP spokesperson under Sections 302 (premeditated murder), 34 (common intention) read with Section 7 of the Anti-Terrorism Act and Section 3/4 of the Explosives Act 1908.

The investigation was later handed over to the CTD.
