Germany wasn't Fascist and neither was Japan. Of the three major Axis powers, only Italy was Fascist. The other two were Imperial Japan and National Socialist Germany. Fascism is a political and economic system. Because Fascism has become synonymous with evil thus everyone assumes its okay to label anyone and any country they hate/disagree with as "fascist" without even looking into the definition/meaning of the word.

The irony here is that Communist Soviet Union was an ally of "Fascist" America and the other Western powers during WWII.
