COAS Gen. Kayani Urges Less Spending on Defence

Pakistan total direct-Indirect defence budget is $9 Billion whereas budget on development(infrastructure, social services like healthcare, education) is just $3.35 Billion that's too difficult to achieve in current fiscal. In India defence budget is $42 Billion or 1.9% of GDP but spending on infrastructure projects alone is at 10% of GDP in current fiscal 2012-13

Watch this video Pakistan has just 300 Billion Pakistani Rupees ($3.35 Billion.) left to invest on development purpose that's too seems impossible to achieve.

Development can't take place if the country is not secure.

and if the Army doesnt spearhead this INITIATIVE, the civilian over-sized, over-staffed, infefficient and fiscally/politically un-disciplined government wont feel the pressure to do the same....in the interests of devoting more funds to development projects - new ones as well as ongoing ones that have been suspended.

first of all, the army's job isnt to protect projects; nor is its job to protect prisons or police stations...that's the POLICE job. They need to be better trained, better equipped to deal with these law & order problems. Army cant always be at a million different places at one time.

will the government act to provide safety and security for its citizens or must the army always assume the job?

at the same time, the country can't be secure if there is no evenly spread out development.....it's always the poor who are brain-washed to do the work of the devil.
 
he also said that everybody knows why we are here at Siachen, (because the bloody enemy advanced into our lands)

you should read up a bit mate . siachen was never a part of Pakistan or India . it was considered no mans land . its when we discovered you guys wanted to put your people up on the high ridges did we preempt the situation.
 
Why doesn't Mr.Kiyani start with him self and give up on the agricultural land given to him by the Army. I am sure that if all these ''Mighty brave warriors of Islam'' Generals, put an end to receiving these agricultural lands, Army can generate of lot of revenue from that property.

The commercial ventures of the army are simply treated as any other commercial projects in this country. By this definition it would mean something like that if the army is running a gas station, it's getting the fuel from contractors at lower rates, or the land procured for the constructing of Askari Bank or agriculture lands etc. was subsidized etc, but guess what, it didnt!

Moreover, a huge amount of revenue is generated for the govt through these projects in the garb of the taxes these projects deposit. Yes, all of these projects are taxed in the normal manner!

Army contributed Rs 146.8 Bn against budget allocation of Rs 146 Bn for year 2009/10. I dont have the more recent figures at hand.

and meanwhile, government run railways and PIA are running at losses and in precarious state.....
 
The headline in Dawn doesn't seem to support Kayani's speech, which is more like an appeal for India to lower its defense budget so Pakistan can do the same. Note his emphasis on "negotiation" and buzz-phrases "we would like to spend less on defence" and "so that everybody can concentrate on the well-being of the people".

Kiyani isn't talking about the possibility unilateral moves by Pakistan, only mutual ones. That effectively gives India a veto on Pakistani development policy: for India to keep Pakistan messed up it need change nothing India is doing already, or else make a few more aggressive noises and Pakistani military spending will either stay at the current level or even rise. With Pakistan's prisons falling to guerrilla assaults it's only a matter of time before the level of Pakistani spirit declines further and the country sink into chaos.

What is wrong with the Generals getting farm lands? After living dangerously, they probably aspire to live peacefully as agriculturists, which is fair enough. And maintain themselves financially in retirement, Army pensions are'nt too great.

Even swords can be beaten into ploughshares.

put israel on a leash first because their unilateral moves will cause US to scaleback on its own defence cuts! you arent in position to talk

and besides - you come from the mindset that Pakistan must act uniliaterally and set aside its own security concerns. Well budget cuts or no cuts, we will never scale back on our security. More funds should be routed towards the training of police so that they can protect the prisons from militant onslaughts

it's unfortunate that NATO (which controls and basically administers Afghanistan) is unwilling or unable to stop TTP militants from seeking safe-haven in Afghanistan -which has become an increasingly troublesome country for Pakistan.

That just about sums it up quite succinctly.

actually I wouldnot bother about "peanuts" sort of issues millions and millions thats no money...., But I would rather like to know Kiyani's brother, how he has become next Malik Riaz !!!!

well using the same logic, 60% of your countrymen and women are living in dire poverty and yet you allot a MUCH greater % towards defence over human development - and this is especially true as of late.

unfortunately, it's your country that always fuelled arms races in the region

unfortunately if it does , its we who will indirectly or directly be affected . a country in chaos is one thing, but when its a nuclear armed one its another story .
i doubt south block want to see Pakistan descend into chaos . its will be a headache of unimaginable proportions to us .

Ignoring your unnecessary crudeness, would you please care to explain how this statement is incomplete or skewed?

India has worked long and hard to put Pakistan in a disadvantaged position on many fronts. Why should, or indeed would, it change those policies now?

You are exaggerating the data, I won't claim India as a Utopia but things are managed better, development budget is still higher in India than defence budget, infact infrastructure budget alone is 4 times of Defence budget.

In Pakistan Defence budget is 2.5 times what spend on Development purpose. Out of $30 Billion budget just 10% of it left to spend on infrastructure, health services, education then it shows a big crisis for Pakistan.
