CISF first CAPF to go cashless for fuel needs, to save Rs 12 lakh annually

The country’s front line security force against terror threats at civilian airports and strategic nuclear and aerospace installations, the CISF, is working without a regular chief for over a month as the Centre is yet to appoint a Director General (DG).

The about 1.80-lakh personnel strong force has been without a regular DG since January 22 after serving chief OP Singh was repatriated to his cadre, on the request of the Uttar Pradesh Government, and appointed the state’s director general of police (DGP).

The process of decision-making and making large policy moves in the force has slowed down owing to the absence of the designated chief, official sources said.

“This is not a healthy precedent at all and it is happening again and again in the Central Armed Police Forces (CAPFs). This shows that the government has utter disregard for the importance of such an important paramilitary force,” retired IPS officer Prakash Singh told PTI.

Singh, who has served as the DGP of the Uttar Pradesh and the BSF, has been an advocate for police reforms in the country and the Supreme Court, acting on his petitions, had issued guidelines on the subject.

“Not only policy making and decisions but the entire organisation suffers in the absence of a full-time chief. I do not know what’s the problem in appointing a regular CISF chief when there is a pool of eligible IPS officers available to choose from,” he said.

Sources in the Union Home Ministry said the process of appointing the CISF chief is ongoing since the last month.

“It is not at all good to keep a large and important paramilitary force like the CISF headless for such a long time.

“Last year, the government appointed the new CRPF DG after a delay of two months, during which the force suffered two major reverses in anti-Naxal operations,” a senior official in the security establishment said.

The CRPF lost 38 troops in two deadly Maoist ambushes in Chhattisgarh’s Sukma district when it was without a regular chief, and after these incidents senior IPS officer RR Bhatnagar was quickly appointed the new DG.

“Do we keep the defence forces headless like this? The CAPFs are a very vital cog in the internal security establishment and such delays should be avoided,” a senior paramilitary officer said.

The Central Industrial Security Force (CISF) guards 59 civil airports of the country apart from a number of vital and strategic installations in the nuclear energy and aerospace domain and is a very active force operationally.

A number of government buildings such as central ministries in Delhi, power plants and coal mines across the country are also under its security cover. — PTI

Security Consultancy to Private Schools

CISF has informed that they offered consultancy services to 60 schools/school chains such as Kendriya Vidyalaya Sangathan, Navodaya Vidyalaya Society, Delhi Public School Society, Tagore International School Delhi, Schools under Govt of NCT of Delhi, Ryan International Schools, Podar Schools Mumbai, Doon School Dehradun, Rishi Valley School, Scindia School Gwalior, Mayo College Ajmer, Lawrence School Sanawar etc. Response has been received from 29 schools, which, interalia, include the Doon School, Podar International School Mumbai, VIBGYOR Group of Schools Mumbai, La Martiniere Kolkata, La Martiniere Lucknow, Daily College Indore, Scindia School Gwalior, Oakridge International Schools Hyderabad, St. Xavier’s Institution Kolkata etc.



CISF has started offering consultancy to schools recently from November, 2017.



This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in a written reply to question in the Lok Sabha today.

CISF AC (Exe) limited Departmental Competitive Examination, 2018

On the basis of the results of the written part of CISF AC (Exe) Limited Departmental Competitive Exam, 2018 held by UPSC on 04.03.2018, the candidates with the under mentioned roll numbers have qualified provisionally for Physical Standards/Physical Efficiency Tests and Medical Standards Tests.

The Central Industrial Security Force (CISF) will intimate to the candidates about the date, time and venue of the Physical Standards/Physical Efficiency Tests and Medical Standards Tests to be conducted by them. In case any candidate, whose roll number figures in this list, does not receive any intimation regarding the same, he/she may contact the CISF Authorities, immediately.

The marks and other details related to examination shall be available on the Commission’s web site within 30 days from the date of publication of the final result i.e. after conduct of interview etc. and would be available on the web site for a period of 30 days.

Candidates are also advised to intimate the change in their address, if any, to the CISF authorities at HQ: - DG, CISF, Block No. 13, CGO Complex, Lodhi Road, New Delhi-110003.

To provide security to the Unique Identification Authority of India (UIDAI) data centre at Manesar in Gurugram, the Central Industrial Security Force (CISF) took over the charge of security of the building on Friday.

The building will be guarded by 159 CISF personnel to protect it against possible terror strikes or other threats.

“The CISF personnel deployed at the building will be headed by a deputy commandant rank officer. They will provide armed security cover to the facility round-the-clock,” said assistant inspector general Hemendra Singh.

Special vehicle-borne quick reaction teams of commandos will also be stationed at vantage points to charge in case of an attack or sabotage-like activity, he added.

UIDAI was set up to develop and implement the necessary institutional, technical and legal infrastructure to issue unique identity numbers, popularly known as Aadhaar, to Indian citizens.

Union Home Minister calls for better coordination and infusing new technology for aviation security

Shri Rajnath Singh inaugurates International Aviation Security Seminar

The Union Home Minister Shri Rajnath Singh has called for cooperation among all stakeholders to ensure foolproof aviation security. “I advise all stakeholders in the aviation sector especially the BCAS and the CISF to infuse new technology for aviation security and ensure a judicious blend of trained human resources and modern security infrastructure”, said Shri Rajnath Singh in his inaugural address at the International Aviation Security Seminar here today.

The two day seminar, organised by the Central Industrial Security Force (CISF) in its Golden Jubilee Year, has the theme, “Global cooperation: Secure Aviation.”

Underlining the terrorist threats to the aviation sector, Shri Rajnath Singh said, “Civil Aviation security continues to be an extremely challenging task as the sector remains an important target for terror outfits. The terrorists always look for opportunities where they can draw the maximum attention and media coverage.”

“Use of innovative methods to launch attacks on aviation sector are already in plenty. The case of Shoe Bomber in 2001, use of liquid explosives in London (2006) and the case of Underwear Bomber in Amsterdam 2009 clearly indicate that the terrorists are pushing the limits and even their underpants to hit the aviation sector,” he added.

Advocating global best practices in aviation security, Shri Rajnath Singh said, “We should adhere to stricter implementation of internationally agreed guidelines and norms. Introduction of updated, advanced technology in all airport processes would enhance our security capabilities. The Governments and aviation agencies have to increasingly think about newer methods to tackle conventional and unconventional threats.”

Underlining that there is not the slightest space for relaxation in aviation security, the Union Home Minister said the strength of any chain is determined by the strength of its smallest unit. Therefore, the security of these smaller airports should never be ignored.

“The security of these smaller airports should never be ignored. The Brussels and Istanbul airport attacks have shown the vulnerability of airports especially from the city side and it highlights new threats to aviation facilities,” he said.

Stating that India has witnessed massive expansion in the aviation sector, Shri Rajnath Singh said we have been constantly upgrading our security strategies and ensured its alignment with the changing threat perception.

“Keeping the threat of aircraft hijacking by terrorists, India has reviewed its legislation and preparedness towards such exigencies. The new Anti-Hijacking Act, 2016 gives effect to The Hague Convention of 1971 and the Beijing Protocol of 2010,” said Shri Rajnath Singh. “The new Anti-Hijacking Act is a testimony to our government’s concern for expedient measures to be taken during hostile acts of seizure or exercise of control of aircraft which jeopardize the safety of persons and property,” he said.

Shri Rajnath Singh said the government is serious in terms of strengthening aviation security and regulatory oversight.

“As a matter of policy, unlike TSA (Transportation Security Administration) in the US which is also into physical security, our government has taken a conscious decision to separate the functions of security regulator from those being performed by regulated entities in the aviation ecosystem. This insulation addresses the fundamental problem of conflict of interest encountered in the regulatory framework,” he said.

The Union Home Minister said the overarching goal is to enhance global security by implementing uniform security measures around the world, a goal that cannot be achieved without an unwavering commitment from all quarters.
