Yeah I'm familiar with the concept of "moderate islam" and zalmay khalilzad's wife Cheryl Benard also wrote an article for rand about the war for hearts and minds of people. In that article she mentioned the outline on how to promote moderate islamic ideology. There is an effort to demonize islam and label it "radical" so that muslims will try and change from within. you already see this happening even after this heinous attack.
