USA became a super power with the capability to project power long away from its shores because it kept its neighbourhood peaceful and friendly, that helped them to project power elsewhere.

The reason why China will always remain a regional power because in contrary to the USA, China is making its neighbourhood volatile and unfriendly towards it, and some of its neighbours are big and powerfull enough to screw its global ambitions.
