yes i want BD to buy all weapons from China maybe some not good or matured. better then some times what russia offers FYI i love russian weapons still :)

Yet, I find many a novice PDF member talking about ToT whenever there is a military hardware purchase by BD, as if transfer itself is enough to guarantee the producing. Some people here talk as if a primary school student can work on a Ph.D thesis. By observing the trend in the country, I can attest that BD basic skills will remain very weak even during the next few generations. I am talking here about the failure to setting up the proper institutions, organizations and system, under which the individuals can be turned into learners of technology.


You are being too pessimistic.

BD does not need a wholesale improvement in it's education system for it to be able to master advanced technology.
Look at Walton as an example. It is by far the best electronics company in the whole of S Asia and it spends money on R&D to develop it's own technology rather than assembly like a lot of Indian companies do. Even though India spends more on education it still cannot match BD tech in certan sectors like electronics. The reason this is so is because Walton does not need the whole of BD to be educated in order to recruit a few hundred engineers and few thousands of employees to assemble it's products. There are enough educated people in the 160 million BD population for Walton to obtain and develop the people it needs.
As far as military tech is concerned, yes certain BD posters are naive to think that BD can master advanced technology by obtaining ToT as BD does not even have a base in these areas. BD is right to focus on trying to build basic tech like low-level UAVs and trainer aircraft and then it can try to absorb ToT for more advanced technology. The whole process will take half a century or more but as long as BD government supports the military tech industry it will get there even if the education system is still not up there with the world's best.
BD skills will massively improve during the next few generations as the country gets richer and can then spend more of it's GDP on education. Development by itself will force BD to change it's education system in order to better compete with the rest of the world.

Whatever you say or expect, the basic thing is military technology is the application of mechanical, electrical or electronics technology. Even if the country produces enough engineering and science graduates, it will not work as a magic lamp if their works are not institutionalized in the private companies. It is the responsibility of the govt to provide work/project contracts to the companies. To do so, a country needs many highly qualified technical people to be also employed in the govt ministries. It is not happening in BD.

There also will be problems at the ministry level. The engineers there will have to learn about handling and distributing the work projects. And, I do not think that they can handle it without proper knowledge and experience. Note one thing, civil engineering is the oldest technology. So, please tell us why BD still needs foreigners to do even the tiniest of construction works in the country?

Look at the flyover column sizes in Dhaka. Why these are so large in size? It is because these were just constructed, but were not properly designed by the Army engineers. Why? It is because they just do not know how to do the pile and pier (pillar) design analysis. So, they have built oversize pillars expecting these not to be broken at ease, but at an exorbitant and unnecessary cost.

It is time we give importance to learning from the developed world. Civil engineering should be the first step in that regard. Note also, we cannot even produce lathe machines, let alone designing or producing mechanical components. So, why people should over emphasize the importance of military ToT. We still remain kindergarten students.

As an example, look at how much military tech that Pakistan has despite the fact that it's civilian tech is probably behind even that of BD.

Many of the developed countries had in the past developed their engineering people by asking them to develop and produce military equipment. This caused those countries to develop also their civilian related technology as a by product. Think of Germany. It focused on military technology and it developed also the technology of the civilian use.

It is easy for a government to provide money to a company to research and produce military-specific technologies rather than civilian ones. This is how both the sides develop. But, unfortunately for BD, it is not happening both in civilian and military technology.

Germany was the weak man of Europe until Kaiser became the Emperor in 1880s. Technology-centered Germany was built after that. But, he was supported by knowledge-oriented German society of that time. BD lacks knowledgeable people and a farsighted ruling class. So, it is asking the foreigners to sell even the sewing machines.
