Sure, it's good to learn new languages. But there is a difference between knowing other languages, and having those other languages as your de-facto language of Government and official communication.
English got deeply penetrated in India, it was not possible to remove it but never massively westernized our country like Chinese
What about your Hongkong and Macau.
Hong Kong and Macau are two tiny islands. China itself was never colonized.
And the Chief Executive of HK uses Chinese to address his fellow citizens as well. Not English like Manmohan Singh does.
