It is not that simple to produce submarines and missile ships "at home" in Egypt.
The issue is not technology or technical manpower or intelligence or engineering capability. The issue is simple availability of CAPITAL. It is very expensive to set up the facilities, machinery et cetera to make submarines & missile ships. It requires huge capital investments. Any capital diverted toward such activities would be capital not available for other production that may be more beneficial to Egypt's economy.
So it is all a question of capital availability, capital costs and efficiency of capital assignment or allocation.
Of course, 10-20 years from now, if Egypt's economy keeps growing, Egypt may be in a better position to start building its own ships & submarines......
