It may not be that high , one thing is certain , had India not come under colonialism , that she would hv achieved 100% literacy rate before 1900 , like any other independent self ruled country at that time e, g Japan.

There are successful countries that do it in their own language. What is south Asian going do with English language in his own country, you are not European or part of European union to benefit from it properly. I know many people in pakistan that speak good English but what can you do with it ? it divides the population from the those that cannot speak it from those who speak it. It is bad to make a foreign language official when you have your own, at least the elders will understand the education system rather look clueless because a foreign language is taught. It should be taught as a second language.
