It's not about UN or public. It's about destroying enemy network. We are having a pretty good run so far although much remains to be done. Agents trained and sent by nations to create havoc in enemy countries hardly come in forefront, they recruit pawns from local area to work for them. However, in some cases agents trained by nations do make direct contact and get caught through their pawns or their own cover is blown.

Your theory is completely wrong on few accounts, thus you Cannot be trusted on your words.

1. Your theory is wrong because the Intelligence agency brings down the whole network, not just one spy.

When it comes to catching spies, more than half of their mission or aim is already known to the enemy agency who is on their tail. This is achieved by monitoring their movement and their recruited pawns, tapping their communication etc for days/weeks/months/years. When the time is right and all known associates/ recruited pawns have been identified, the enemy agency makes a move and captures the whole network. By this time, almost everything is known about the mission of the spy and they are reported on TV.

2. The real spies are Reported, sometimes on TV and mostly to their own intelligence agency

The spies who are caught do sometimes make it to TV after their whole network is caught. Mostly they are reported to their own parent intel agency so they can be exchanged for information or exchanged for prisoner spies.

The low cadre spies or the ones whom even parent agency doesnt own, are usually reported on TV and their fate is doomed. In many cases the spies of RAW caught are first informed to Indian High Commission or other authorities of India, even RAW for exchange of info/prisoners but mostly RAW doesnt own them and after that they are given to media.

3. Reporting of spies on TV makes not only the enemy to think twice before sending in a spy again but also for the spies for opting to operate in Pakistan and it hurts the local recruitment process because TV is a propaganda tool which works against masses too.

4. This is the most important and rare. Many spies who are caught start working as double agents for RAW and ISI both. They are now fed with wrong information to be sent to the enemy. These are the ones who have families on both sides of the border. They are brought up on TV and their families come in crosshairs if they fail to comply.

5. Intelligence agencies have many other motives for bringing caught spies on TV, but their timing of exposing the enemy spy on TV is usually a crucial message sent to the enemy intel agency or diplomatic missions.
