I work for One of the Top Digital Agencies in the World.....These guys dont even know how tough it is to hire good Technology folks.....H1B program is going nowhere?anyway coming back to H1B - there is no chance in heck that H1B requirement can be reduced or eliminated. Atleast under H1B the workers are physically in the USA, pay taxes in the USA and do not get retirement benefits. I think they do not also get any social security / medicare benefits as they are long gone (or naturalized) before retirement age.
If H1B is eliminated, a majority (but not all) such jobs will simply be moved offshore - meaning no taxes to the USA and money simply going out.
But most importantly it is absolutely true that we do not have sufficient number of correctly qualified people atleast in IT to stop H1B.
