This occurs to me that private organisations may be put to a good use for Pakistan!!
The thing is that the rule applied to a country's militia doesnt apply to these private defence contractors & they are rather free to violate CONGRESS agendas. I have seen many documentaries & films (The International & Iron Man) in which this private organistions only think of making money; the technical reason is that they are not totally patriotic.
Seemingly enough they look like a USA company but no the people they recruit belong all over the world & dont really have to be USA citizen!!
This culture differences can be exploited by our Intel no negotiate some advance technology transfers from private hands whose sales aren't discussed in WHITE HOUSE.
So I think probably our Intel must do one thing to keep in safe mode. Get their own personnel personally involved in this Xe; & see if they are really paving a pathway for terrorism or not. Better still ISI can work in collaboration with them & if they refuse!!
Just kick them out, before you being kicked
 
In many new PC games, game developers giving idea of PRIVATE MILITARY ORAGANISATIONS or PRIVATE MILITARY CONTRACTORS who signed contract with different countries to protect their borders from enemy attacks.

So, the idea present in games will be the idea on which Westren think tanks are doing research.

May be in near future, this will be true as Americans are signing contracts with PMO to protect their troops from attacks!!!!! ( strange that army also need army to protect them )!!!!!!!!!!!!!!!!!!!!!!!
 
Huge cache of arms recovered in capital​



The capital police raided the house of the owner of a private security agency that provides security to the US embassy in Islamabad and its diplomats, and seized a large cache of arms and ammunition in the wee hours of Saturday.

Captain (retd) Syed Ali Jaffer Zaidi, who owns and runs the security agency in the name of Inter-Risk Security (Private) Limited, escaped and could not be caught during the raid on his F-6/1 residence.

The arms and ammunition were, however, dumped in the servant quarter of the official residence of an officer of a civilian led top spy agency, the sources disclosed. Meanwhile, some sources claimed that the Ministry of Interior had revoked the license of Inter-Risk.

Zaidi, whose company provides security to embassies of USA, France, Brazil, Japan and some European countries, was reportedly indulging in suspicious and unlawful activities, the police said, quoting intelligence agencies.

Police authorities have recommended the cancellation of the license of the Inter-Risk Security Company for violating the terms and conditions as laid down for private security agencies. The recommendations have been sent to the chief commissioner, Islamabad, and also to the Ministry of Interior, the sources disclosed.

Senior Superintendent of Police (SSP), Islamabad, Tahir Alam Khan, confirmed to this correspondent the report about recovery of arms and ammunition from Capt (retd) Zaidi’s house.

The SSP also confirmed that the police would ask the authorities to cancel the license of Inter-Risk Security Company.

Meanwhile, police sources said that a joint team of the Capital police, headed by SP (CID) Kamran Adil who was also holding additional charge of SP (City), raided the house (65/2-E, Street-35, F-6/1) of Capt (retd) Zaidi with area magistrate Kamran Cheema at 2.15 am and searched his house thoroughly. DSP (Rural Circle) Jamil Hashmi, ASP (City Circle) Muntazir Mehdi, SHO (Kohsar) Inspector Rana Muhammad Akram, SHO (Aabpara) Inspector Abdul Majid and large contingent of armed police were part of the raiding party.

The police sources said that the house of Capt (retd) Zaidi was searched in the presence of his sons, Syed Hassan Ali Zaidi and Syed Muhammad Raza Zaidi, under the supervision of area magistrate and some quantity of arms and ammunition, including 7mm rifles and pistols hidden in different parts of the house, were recovered. The police arrested two suspects, Tauqir Hassan, son of Saif Ali, resident of Narowal, and Muhammad Khan, son of Sher Zaman, resident of Fateh Jang, from the house but Capt (retd) Zaidi managed to escape.

Police sources said that the arrested suspects disclosed that Capt (retd) Zaidi had dumped a huge quantity of arms and ammunition in the rented servant quarter of the house of a serving officer of a federal government intelligence agency. On the tip-off, the police party raided the servant quarter and recovered huge cache of arms and ammunition, including 61 Repeaters of 12-bore, 9 pistols of 32-bore, 7mm rifles and a 2-bore pistol with thousands of bullets of different calibers.

The police kept searching the house and servant quarter till 5.15 of Saturday morning, the police said.

Kohsar police have registered a case against Capt (retd) Zaidi under Sections 13/20/65 of Arms Ordinance and 461, 471 and 420 PPC and sent teams to hunt down the prime accused.

The FIR (#379) said that sons of Capt (retd) Zaidi could not produce licenses of the prohibited and non-prohibited bore arms on demand.

Earlier, the Capital city police conducted a raid on a secret training centre being run by Capt (retd) Zaidi under the cover of Care & Craft, an automobile workshop located in front of Harmain Flour Mills.

SP (Rural Zone) Tahir Ayub Khan confirmed that the training centre was being run secretly.

Meanwhile, the police sources said that the police could not recover any arms from the training centre as training was suspended for unknown reasons. The sources said that most modern facilities were provided to the personnel under training. They added that sophisticated arms were provided to under training people during shooting practice at a firing range near Sihala.

The Ministry of Interior has issued directives to the law enforcing agencies to monitor the activities of security agencies allegedly involved in suspicious and unlawful activities. Meanwhile, intelligence agencies have provided a list to the establishment, including Inter Risk Security and DynCorp, with recommendations to cancel the permits, an intelligence agency source told The News.

Meanwhile, Islamabad Traffic Police issued a press release on Saturday about the seizure of arms cache. It said that the raid was conducted jointly by police and administration. The press release said that most of the rifles were tampered with.

AP adds: US Embassy spokesman Rick Snelsire said the US contract with Inter-Risk to provide security at the embassy and consulates took effect this year. It is believed to be the first US contract for the firm, said Snelsire, who did not have a figure for its amount.

“Our understanding is they obtained licenses with whatever they brought into the country to meet the contractual needs,” he said.

Online adds: The raid came after it was revealed that the Interior Ministry had issued licenses of highly sophisticated assault rifles to the Inter-Risk company with prime minister’s special permission.

US Ambassador Anne W Patterson had held meetings with Prime Minister Gilani and the Interior Minister Rehman Malik for approval of the licenses.

Although, the weapons are owned by the US embassy, they are to be carried by Inter-Risk personnel. The Inter-Risk had signed a contract with the US embassy in April to provide security to American employees of the US embassy in Pakistan.

As you said that there is no secret move, then could you explain that why Americans bringing more than 1,000 ppl as an embassy staff?

It shows that they have very strong interests in this region.

A country like Pakistan ( not that much big nor Americans have too much work in their embassy ) where they are bringing these ppl are of what use????

This is the point we have to think and find reasons ( not that which american embassedor give infront of media )!!!!!!!!!

Last week, the investigators of one of the country’s leading intelligence agencies visited the newly-appointed female editor and demanded she furnish concrete evidence of her newspaper’s claims of US security contractor Blackwater operating in Pakistan.

The security officials, during a meeting that lasted more than an hour-and-a-half, found that she kept changing the names of the people who had provided her with the information when asked to substantiate her claims on Blackwater’s alleged presence. A senior official who accompanied the investigators became very agitated by the claims, asking the editor to make sure she checks her facts before she publishes or comments on any reports.

No ties: The officials also told the editor to refrain from claiming close ties with the intelligence agencies and claiming – as she did recently during a television programme - that her point of view was mirrored by the military or intelligence leadership. The sentiment has been echoed by the military leadership, which has criticised the tendency of a certain section of the media to attribute its claims to sources within the military or intelligence services. Why blackwater? Who knows - I don't know but I do know that the "poor woman" editor has some explaining to do - She has malaigned Pakistani govt agencies by ascribing to them positions they do not hold and the paper in question, must be helped be the paper it once was.

Well i can answer that quite simply... Yes ofcourse the American's have an interest in Pakistan and the region, but it is not to use "Blackwater or Whatever" to take over Pakistan.

No!... It is the opposite, by flushing in US$ via USAID, education programs via US DOS and the like, winning the hearts and minds of the common folk of Pakistan with programs such as JSI PAIMAN.

Most of the staff you are mentioning are Auditors, Consultants and Specialists attached to USAID, yes of course some of them are Risk Assessors and Security Professionals but even if all 1000 were Ex Delta or Black Ops it would not pose the level of threat as presented in the Pakistani Media.

The reason you have a large number of American Staffers in Pakistan, simple ( Accountability for the amount of money the US send to Pakistan)

Pakistan is the second largest recipient of US Agricultural Aid annually measured at US$ 115 Million (Second only to Afghanistan). So it is justified that they like any responsible donor would like to keep tabs on where and how their money is spent.

In todays warefare terminology, the quantity is not the key role, but the quality ( training, weapons, mobility, etc. )

I think if 200 ~300 american delta force or any other Special forces personel would come to Pakistan for any reason, this is a direct threat to Pakistan security.

You ask to stop demanding money from USA, then in this case we also have to stop the OPERATIONS ongoing in NORTH WEST PAKISTAN, so if we do that, then what will be the outcome every body knows.

Please provide a quote for how many times the Islamabad Police have arrested Americans with Dangerous weapons. Read my other post on Inter Risk, Interrisk did not import any weapons all weapons recovered were local made except for 1 7mm rifle which was of Russian origin all weapons were Semi Auto or Pump Action .12 Gauge.

Keep Living in Fantasy land and avoiding the bigger picture, its exactly what the media want you to do.. Anyway, its not really of any concern to me... All the best.

Why the US security company was raided

ISLAMABAD: Inter-Risk, a Pakistani private security agency that has already faced two police raids during the recent few days including the one conducted in the wee hours of Saturday morning and is also booked for keeping huge quantity of automatic imported weapons, is the local partner of the US based DynCorp in Pakistan and has security contract with the US embassy.

A letter written by the US Ambassador Anne W Patterson to Interior Minister Rehman Malik on March 30 this year confirms her government’s security contract with DynCorp International and their Pakistani sub-contractors Inter-Risk (Pvt) Ltd, and Speed Flo Filter Industries. She also used her influence on the Government of Pakistan to get prohibited bore arms licenses for Inter-Risk.

In her letter, a copy of which is available with The News, the US ambassador sought this special favour from the Interior Minister Rehman Malik to enable the Inter-Risk to operate in the territorial limits of Pakistan. The same security agency is, however, now found by the authorities to have been involved in extremely suspicious activities. The Islamabad police have lodged a formal FIR against Inter-Risk and its head Captain (retd) Ali Jaffar Zaidi, who had escaped from his house when the police raided it on Saturday morning.

A couple of days back, Zaidi, however, confirmed it to Umar Cheema, senior staffer of The News Investigations Wing, that the US embassy in Islamabad had ordered the import of around 140 AK-47 rifles and other prohibited weapons in the name of Inter-Risk. Zaidi also told Cheema that the payment for the weapons would also be made by the embassy.

US embassy spokesman Richard Snelisry, when approached, confirmed that the US has a contract with Inter-Risk to provide security to the US interests in Pakistan. He said that he did not know about any letter having been written by his ambassador to the Government of Pakistan for grant of prohibited bore licenses to Inter-Risk. He, however, said whatever the US embassy is doing in Pakistan, is doing so with the complete knowledge of the Government of Pakistan and while strictly adhering to the law of the land. This correspondent though did not ask the US embassy spokesman about the legality of the US drones attack in Pakistan.

When asked if it is the US embassy that is importing prohibited sophisticated weapons on behalf of the Pakistani security company and is also making payments in this respect, Richard said, he does not know about that but insisted, “If we did that, we would have done it with the complete knowledge of the Government of Pakistan,” he said.

“There is nothing secret to what we are doing here,” he said.

Interior Ministry spokesman and Additional Secretary Raja Ahsan, when approached, said that he does not know as to what action is being taken against Inter-Risk as he has yet to seek the details of the Islamabad police raids against the security agency. He, however, said that he was not aware of any letter written by Ms Patterson to Interior Ministry for grant of prohibited bore licenses to Inter-Risk. Off the cuff Ahsan ruled out such a possibility where any foreign embassy uses its influence to get such arm licenses for any local individual or agency. He said that the prohibited arm licenses were granted only with the permission of the prime minister and following the request of the individual or company requiring the same.

When asked about suspicious activities of Inter-Risk, he said that he had not yet been informed of any such activity of the security company, which he said was given license to operate following clearance by the intelligence agencies.

This correspondent also made efforts to contact Interior Minister Rehman Malik but he was not available for comment on an issue that brings the US embassy interests in clash with the interests of Pakistan, particularly in the recent repeated incidents of what were generally described as “Blackwater” activities in Islamabad.

In her two-page letter Ms Patterson addressed to Rehman Malik, the US ambassador, while sharing her security concerns, particularly about the US Consulate in Peshawar and referring to the common objectives and shared visions between the two countries for the Frontier province and tribal areas of Pakistan wrote: “Recognizing that the responsibility of your ministry and provincial law enforcement is not limited to the Consulate but remains confronting the miscreant elements directly and everywhere, the US Government has entered into a commercial contract with Dyncorp International and their Pakistani sub-contractors Inter-Risk (Pvt) Ltd, and Speed Flo Filter Industries to provide specialized security support for our Consulate in Peshawar. I feel this contractual arrangement will allow your security forces to focus on their priorities and at the same time allow us the ability to continue Consulate operations with an appropriate level of security support. Our security plan will incorporate both the commercial security personnel and the NWFP Police contingent already dedicated to supporting the Consulate.

“To accomplish the goals of our commercial contract, I am requesting your approval for a No Objection Certificate (NOC) for Dyncorp International, Inter-Risk (Pvt) Ltd., and Speed Flo Filter Industries to provide security services for the US government. More urgently, we request your intervention to facilitate granting Inter-Risk (Pvt), the requisite prohibited bore arms licenses to operate in the territorial limits of Pakistan and as soon as possible.”

As earlier reported by The News, activities of certain members of DynCorp are closely watched by security agencies which suspect them of having been involved in espionage. It was because of its suspected activities detrimental to the interests of Pakistan, security agencies opposed the issuance of visas to more than 50 personnel of DynCorp.

But still they were issued visas by the Pakistani mission in Washington despite reservation of some security agencies but following a direction coming from the highest levels in the government. Prior to this, the report said, several dozens of DynCorp personnel were already present in Pakistan. Now the latest developments of police raids, FIR etc against Inter-Risk, has furthered the suspicion about the DynCorp, which according to sources may soon be requested to wrap-up operations and go-back.

well, as you know i am living in thailand, i already was contacted by some of my US ex-army friends, to be hired by a contractor for the security stuff in pakistan, when i tried to ask them about, structure of the job, they break out the contact?
so surly, something wrong is going on!
