if you could just arrest the people sympathizing in the comments, lot of progress can be made in the investigation.

They wont, imagine if an American openly proclaimed his support and love for terror outfits or terrorists, the FBI and DHS would instantly be on his/her case and have his/her life and career ruined. In Pakistan you have people openly proclaiming their love and support for terrorists like Bin Laden and Baghdadi or the BLA all over Facebook and not a damn thing happens to them, and these people leaving comments and posting such are mostly very educated and well settled people in our society (government workers, lawyers, school teachers, professors, you get the gist).
