Fixed on trial basis, gadgets will cover 4 high-security blocks

In a bid to prevent use of cell phones in the prison, two jammers have been installed and put on trial at the Vellore Central Prison for Men.

According to prison officials, the two jammers were installed on Monday. “The two jammers have been put on trial now. These will cover the four high-security blocks in the prison. The main aim of installing the jammers was to cover these high-security blocks,” an official said. There are a total of 22 prisoners housed in the four high-security blocks of the Vellore Central Prison for Men, he said, adding that this included the three life convicts in the Rajiv Gandhi assassination case – V. Sriharan alias Murugan, A.G. Perarivalan, Santhan.

“Good behaviour can win hearts and instill confidence among the general public” was the message of Governor Acharya Devvrat at the First Raising Day celebrations of Himachal Pradesh Police. Live up to the name of Dev Bhumi (Himachal) and create an atmosphere where the residents and tourists feel the difference, he said and added that behavior of the police is “make or break” for tourists coming to enjoy the scenic beauty of Himachal or with faith to visit religious places.

Speaking on the first Raising Day celebrations here today, the Governor exhorted the police personnel to learn lessons from the past and work in a friendly manner with full responsibility. He said that law and order always remained the foremost priority of any civilised society and therefore, the police had an important role to play. It was matter of satisfaction that police had been performing its duties with responsibility in every sector, he added.

The Governor regretted that despite development in every sector, the level of morality in the society had gone down. He called upon the individuals, parents, NGOs, social organizations and police to work for eradicating the problem of drug abuse, especially among the youth. “Eradicate the demons of peddling as people earning money by supplying drugs are the worst as they spoil generations and should be punished, he said.

He congratulated the police department for organizing its first Raising Day and also honored the outstanding sportsperson of the department, best battalion and best police station on this occasion besides releasing the book on First Raising Day. Highlighting the main activities and programmes being carried out by the police department in the state, DGP Somesh Goyal said that Himachal had been ranked first for implementing Crime and Criminal Tracking Network and System (CCTNS). He said that he had requested Director, CBI, to design a comprehensive course for investigation officers of HP Police and 30 police officers would be attending this training in this month.

Goyal said, “the happenings in the past four months have necessitated that we reassesses and reinvent our self as a service to the people and a conscious shift towards accountability to the civil society by ingraining “People First” in every members of the Himachal Police is being attempted.” A colorful cultural programme was presented by the jawans on the occasion. Former Governor of Nagaland and former state DGP Ashwani Kumar, Chief Secretary V C Pharka and senior police officers were also present on the occasion.

Union Home Minister Shri Rajnath Singh, speaking on the occasion of Hornbill Festival 2017 as Chief Guest. extended his greetings to the people of Nagaland. He commended the role of the State Government in raising Nagaland’s 15 India Reserve (Mahila ) Battalion and setting up of Women’s Police Stations in Kohima and Dimapur for empowering women. The Governor of Nagaland, Shri P.B.Acharya welcomed the Union Home Minister Shri Rajnath Singh on the 8th day of the Hornbill festival at Kisama village in Kohima, Nagaland today.

The Chief Minister of Nagaland, Shri TR Zeliang gave the welcome speech. The programme was followed by cultural dances, games and folk songs from various troupes of Nagaland. Later in the afternoon, the Union Home Minister inaugurated Thapa Indoor Sports Complex and a Sainik Sammelan at Assam Rifles Campus Sukhovi, Dimapur. He was accompanied by Lt. General Shokin Chauhan, Director General, Assam Rifles. Speaking on the occasion, he said that the sacrifices of the Security personnel cannot be valued monetarily and that there is immense contribution of women cannot be undermined.

A Radio Frequency Identification tag to track children under 14 years of age during the ongoing Mandalam-Makaravilakku festival season at Lord Ayyappa hill shrine was launched on Saturday by Kerala police and Vodafone.

All children under 14 years of age would be provided the RFID tags that will be hung on their necks at Pamba, ensuring their movement and location can be tracked till the time they return to Pamba from Sannidhanam, it said.

This initiative would help prevent incidents of children getting lost during the annual Sabarimala yatra and free the Kerala Police force time and efforts to focus on more important tasks on hand, it said.

Families travelling to Sabarimala with children under 14 years of age would have to visit the Kerala State Police office at Pamba and register to avail this service.

S. Sateesh Bino, Pathanamthitta District Police Chief and Karuppasamy, Special Officer Pamba, officially launched the RFID at a function in Pamba today.

Meanwhile, the hill shrine witnessed a heavy rush of pilgrims, who had to wait for hours to get darshan.

After many failed attempts in the last decade, the state police have finally introduced a winter jacket as part of the uniform for the force. The dark fawn coloured jacket is not just the first uniform jacket for the force, but it also brings equality in all ranks.

The jacket with same design, fabric and cost is to be worn by all, from the DGP to the constable. The police force can be seen wearing the new jacket these days.

IG (Provisioning) Gurpreet Deo said the colour and design was chosen over a long period from several available designs to bring uniformity. “We checked designs of jackets worn by various police and paramilitary forces.” The project started in July last year. The designer of the jacket is Prabhdip Kaur, an assistant professor with the Institute of Fashion Technology and Vocational Development, Panjab University.

She said she was happy to finally see the police force wearing the smart jacket. She said she had submitted a jacket design about five years ago also, but it could never see the light of day.

The IG said the need for a uniform jacket was felt as the force wore different jackets as per their choice. “Though most of them wore khaki jackets, the shade was always different. It was not giving a smart look to the force.

That is why we chose a uniform shade, dark fawn, which will be worn by all,” she said. The cost of each jacket is Rs1,500. “The amount is given as uniform allowance to police personnel,” she added.

Shri Kiren Rijiju addresses IAS officers at Lal Bahadur Shastri National Academy of Administration, Mussoorie

The Union Minister of State for Home Affairs Shri Kiren Rijiju addressed the IAS officers undergoing training at Lal Bahadur Shastri National Academy of Administration, Mussoorie today. While 180 officers have recently joined the service, nearly 80 officers are in mid-career training.

During his address, Shri Rijiju emphasized on the role of bureaucracy in nation building and strengthening and upholding of democratic values. He urged the officers to be humble, simple and sensitive to the needs of the people. Delineating the difference between achievement and success, he said that while getting into the elite service is an achievement, performing to their best ability for serving the people of the country and rising to their expectations is what success will count for.

The MoS (Home) informed about the challenges of internal security and the steps taken by the present Government in making efforts for declining trend in militancy and Left Wing Extremism. He also talked on the Act East policy of the Government and the focus of the Government in holistic development of North East as gateway to South East Asia.

Lastly, Shri Rijiju reiterated the importance of Bureaucracy in unity and integrity of India and reminded the IAS officers about the rising expectations of the aspiring nation and thus need for them to equip themselves with the requisite skills for taking up the challenge and serve the humankind with hard work, compassion and pure sense of service.

Accused were chronic ganja peddlers, say police; 24 mobile phones, a laptop and cash seized
In a major catch, the North Zone police arrested a 13-member cricket betting gang, which allegedly has links with the neighbouring States and some foreign countries.

Kingpin of the gang Pothula Purnachandra Rao, a history-sheeter, and six bookies were arrested earlier on similar charges, said Police Commissioner D. Gautam Sawang. The police seized 24 mobile phones, a laptop and ₹9,800 cash from them.

An engineering student Gurram Teju of Satyanarayanapuram in the city, who was allegedly addicted to cricket betting, reportedly committed suicide by jumping into the sea at Visakhapatnam recently, as he suffered huge losses. He was pursuing final B. Tech in Koneru Lakshmaiah University (KLU), the Commissioner said.

Mr. Sawang said Purnachandra Rao was operating a website for cricket betting, and created many bookies, through which money was collected from punters.

The accused were doing regular online betting through the main bookies, who were watching from the ground and other bookies through some Apps ‘cricket mazaa’, ‘crick buzz’, ‘cricket live line’ and many others.

Joint Commissioner of Police B.V. Ramana Kumar said the arrested include V. Pandu, M. Durga Prasad, and sub-bookies A. Pundari Kakshaiah, Shaik Ali Jaan, Y Srinivas, S. Trinadh, P Raju, K. Lakshman, P. Srinivas, V. Kalyan Chakravarthy, Md. Imran and P. Jagadish Anand, all natives of the city.

“We suspect that Purnachandra Rao, who was involved with the cricket betting mafia for the last eight years, visited China, Malaysia and other countries and has links with foreign bookies. The accused are chronic ganja peddlers and we are trying to find out the suppliers of the contraband”, said Deputy Commissioner of Police (DCP) T.K. Rana.

Fingerprint Identification Network System (FINS) to be used

The Red Sanders Anti Smuggling Task Force (RSASTF) will be tracking repeat offenders; those involved in smuggling activities regularly, via Fingerprint Identification Network System (FINS), RSASTF Head IG M. Kantha Rao said on Friday.

Addressing the media here, Mr. Rao said that they had already updated the database with details of 1300 operatives and that those of another 5000 of them, were being uploaded by the forensic department. “This would not only help us identify the repeat offenders but also reveal their exact details, including photographs, cases involved, past and present activities, location and much more (via aadhaar linkage, ruling out false information). Since the establishment of task force, we have been collecting the fingerprints and other details of smugglers/ operatives involved in illegal activities,” he added.

Mr. Rao said that, till date, they have arranged five tablet PCs with FINS, three of them with officials at Tirupati and one each at Kadapa and Kodur.

Logs recovered

Meanwhile, a combing party recovered eight red sanders logs from Lakshmipuram Cheruvu/Mekalabanda forest areas abutting Gurrala Bavi near Srivari Mettu, in the early hours of Friday. The officials, who stumbled upon few sets of footprints during combing, began searching in two groups.

An operative, reportedly hiding among bushes from the combing party, made a sudden dash and fled into deep forests. Evaluating that there could be more operatives, additional forces were deployed.

Increasing the strength of Rapid Action Force

Considering the increased demand of various State Governments for Central Forces to assist them in controlling riot and riot-like situations, Government vide order dated 21.9.2016 has approved raising 5 more Rapid Action Force (RAF) Battalions by converting 5 existing General Duty battalions of CRPF.

The existing RAF Battalions are located in Jharkhand, Uttar Pradesh, Madhya Pradesh, Gujarat, Maharashtra, Telangana, Tamil Nadu and Delhi.

Since 2013, Andhra Pradesh, Bihar, Haryana, Karnataka, Rajasthan and Tripura have requested for establishment of RAF in their States. The Key Location Plan of the new five RAF Bns are in the States of Haryana, Karnataka, Bihar, Rajasthan and Uttar Pradesh. Sanction for manpower for the five new RAF Bns have since been accorded. In respect of Rajasthan, sanction has also been issued for acquisition of 50 acres land at Jaipur (Rajasthan).

This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in written reply to a question by Shri Sanjay Seth in the Rajya Sabha today.

Status of MPF in States

Modernisation of State police forces is the prime responsibility of the States. The Government of India supplements the efforts of State Governments by providing central assistance to strengthen police infrastructure. To equip the security system with state-of-the-art technology in view of the increasing crimes in the country, the Government has approved an enhanced outlay under the umbrella scheme of “Modernisation of Police Forces (MPF)” with a total outlay of Rs. 25,061 crore. Under this umbrella scheme, a sub-scheme of “Assistance to States for Modernization of Police” with an outlay of Rs. 7,380 crore has been approved for the period from 2017-18 to 2019-20. This sub-scheme is in continuation of the scheme of Modernisation of State Police Forces under implementation since 1969-1970. Under this sub-scheme central assistance to States is provided for acquisition of security/ surveillance/communication equipments, modern weaponry, forensic equipments etc.

The Government has received requests from various States to provide more funds for MPF. In this regard, it is noteworthy that the entire fund allocated for the MPF scheme is allocated to States as per pre-decided ratio. As per the guidelines, there is thus no scope for additional allocation. In case of the States who do not furnish Utilization Certificates (UCs), funds of such states are pooled together and released to better performing States, i.e., States with no pending UCs.

Modernisation is an ongoing process. Under MPF, since 2000-01 to 2015-16, against a total amount of Rs. 15,808.92 crore released, the States have utilized Rs. 15,264.51 crore as on date, which is 96.55% utilization of funds released upto 2015-16. The States have undertaken various activities such as improved housing facilities for police personnel, construction of modern police buildings, acquisition of improved and advanced weaponry to maintain internal security, enhanced training facilities with latest training gadgets, improved communication network and computerization of police offices to increase their operational efficiency, investigation skills and improved service delivery. Towards development of capability of State Police Forces, as a part of CCTNS project, the Government of India has launched the Digital Police Portal on 21.08.2017, which provides facility to police officers for the purpose of investigation, policy making, data analytics and research through national database of crime records. Further, a sub scheme of “Assistance to States for Special Projects /programmes for upgrading Police infrastructure [Forensic Laboratories & Institutes and equipment]” with an outlay of Rs. 587 crore has been approved under which projects of police modernisation will be given central assistance. One of the components is “Assistance to North Eastern States for Special Projects/programmes for upgrading Police infrastructure, training institutes, investigation facilities, etc.” with a total outlay of Rs. 100 crore.

This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in written reply to a question by Smt. Rajani Patil and Shri P. Bhattacharya in the Rajya Sabha today.

Police recruits follow a novel approach of singing patriotic songs during training sessions
The catchy, invigorating opening lines of the classic Kannada film song ‘Apaara Keerthi Galisi Mereva Bhavya Naadidu’ (This is a great land glowing in its fame) rent the air at a most unlikely venue. It was being sung with gusto by 25 to 30 police trainees of the 3rd battalion of the Karnataka State Reserve Police (KSRP) as they marched with synchronised precision at a parade ground in Bengaluru.

The KSRP have adopted this novel approach as part of the rigorous training schedule of its new recruits to ease stress and enhance stamina. What’s more, it helps increase their lung power, which comes in handy in policing.

“Police training is known to be tough and rigorous and on a par with the army. Candidates need stamina and confidence to withstand the training. Music keeps them going and eases the schedule. The objective is to raise their stamina, maintain uniformity, and enhance team effort through discipline,” said Bhaskar Rao, Additional Director-General of Police, KSRP.

The exercise was first tried this October on the special women’s battalion that passed out recently. Candidates were asked to sing popular Kannada patriotic songs, which would go well with the training. The results showed that the recruits felt confident and were ready to go the extra mile, Mr. Rao added.

Singing aloud during the sessions also helped the recruits strengthen their vocal chords, a necessity for them as they are required to speak out loud while on duty to contain any eventuality, such as crowd control or during riots, he said. This practice is carried out during training in both the army and commandos.

“This gives the trainees a feel-good factor and calms the mind, and at the same time, helps in concentration,” said C.R. Chandrashekar, a city-based psychiatrist, pointing out how farmers working in the fields tend to sing songs, and women in villages hum folk songs at work.

Shri Kiren Rijiju calls for accelerating the pace of police reforms

The Minister of State for Home Affairs, Shri Kiren Rijiju has called for accelerating the pace of police reforms. Addressing the Inaugural Session of the “Visionary Summit” (Dr. Anandswarup Gupta Memorial Lecture Series), organised by the Bureau of Police Research and Development (BPR&D), MHA, here today, Shri Rijiju called for tangible results ahead of the All-India Conference of Directors General/Inspectors General of Police to be held at the BSF Training Academy at Tekanpur near Gwalior in Madhya Pradesh soon. The Prime Minister Shri Narendra Modi has called for reorientation of the Police Forces to face the new challenges, he added.

Underlining that training is integral part of Police Modernisation, Shri Rijiju called upon the BPR&D to focus on the setting up of the National Police University National Police Technology Development Center (NPTDC) at IIT Delhi and the National Police Information Technology Center (NPITC) at Bengaluru.

Pointing out that there is no room for complacency, Shri Rijiju said some sections have voiced concern over the erratic funding under the Modernisation of Police Force (MPF) programme since its devolution to the States. He also called for the institutionalization of an independent and effective Police Complaints Authority.

In his address, the Director General, BPR&D, Dr. A.P. Maheshwari said there is a need for social audit of how the Police responds to different situations. The BPR&D feels the Police should be more “people oriented”, he added.

“Visionary Summit” (Dr. Anandswarup Gupta Memorial Lecture Series) organized by BPR&D concludes

Dr Anandswarup Gupta Memorial Lecture series, 2017, the Visionary Summit, was held here today to commemorate the 47th Founder’s day of the Bureau of Police Research & Development. The summit was inaugurated by the Minister of State for Home Affairs Shri Kiren Rijiju earlier the day.

Underlining that training is integral part of Police Modernisation, Shri Rijiju called upon the BPR&D to focus on the setting up of the National Police University National Police Technology Development Center (NPTDC) at IIT Delhi and the National Police Information Technology Center (NPITC) at Bengaluru.

During the summit, Shri P. C. Halder, former DIB, spoke about the emerging challenges and the need for predictive policing. He highlighted the importance of data storage and data management in effective predictive policing. Legal issues, issues of privacy should also be considered before engaging in predictive policing. Ms. Satwant Atwal, IG, BSF presented the various initiatives taken by BSF in efficient border management through predictive policing. The key to the various challenges posed to police today can be through smart and safe technologies and not by increasing the number of police personnel at the border. Shri Alok Bansal, Director, India Foundation, deliberated on the necessity of cadre management at the lower rungs of police structure. He said that the BPR&D as a Think Tank must tackle various ideologies relating to terrorism and insurgency.

During the second session on Public Perception of Police and the need for Standardization in delivery of Citizen Centric police services, Shri Rajeev Rai Bhatnagar, DG, CRPF, spoke about the need to transform the police force to a citizen centric service. Shri Shekhar Gupta, Chairman, The Print said that in India, progress and reformation has taken place in all areas of governance except in the areas of Land and policing, welfare of policemen and police station infrastructure needs more attention.

Shri Amitabh Kant, CEO, NITI Aayog, during the concluding session on Neo-Policing Formats for Developing Incredible India and Smart Cities, said that for an innovative and sustainable Urbanization, the police must integrate themselves with the emerging smart cities. For an Incredible India, BPR&D must take the initiative in changing the perception of security scenario of India, prepare an index for ranking of states for their preparedness to counter crime, terrorism etc, engage in modernization of police forces etc. NITI Aayog would render all required assistance to BPR&D in these initiatives. Shri Sudhir Pratap Singh, DG, NSG, highlighted the important role of BPR&D as the think Tank to the Indian Police. Dr. A. P. Maheshwari, DG, BPR&D, said that BPR&D is collaborating with various stakeholders and knowledge partners in establishing itself as a Think Tank.

The event was attended by serving police officers, retired police officers, representatives from think tanks, Ministries etc.

Most of them had served in the combined district of Adilabad in the early days of their career

The recent call of duty from Adilabad district took some seven top police officers in Telangana, including its head of police force M. Mahender Reddy, on a trip down the memory lane. These officers, who are part of the who’s who in the uniformed force had in the early stages of career worked in the former composite district.

All the officers are overseeing peace operations in the Agency areas of Adilabad and Kumram Bheem Asifabad districts in the wake of the Adivasi-Lambada tribe rift though the mandate of a couple of them has just ended. All of them however, felt nostalgic on seeing familiar faces and places.

Memories revived

Inspector General of Police D.S. Chauhan, who was Additional Superintendent of Police (Operations) between May 1, 2001 and June 30, 2003 expressed joy at seeing his name engraved on a plaque related with inauguration of a renovated Police Mess in Adilabad town. And so was Rachakonda Commissioner of Police Mahesh M. Bhagwat, who enjoyed the longest stint in the district, first as Bellampally Additional SP in 2000-2001 and later as Adilabad SP between May 12, 2001 and June 15, 2004. “The plaque brought back memories of the days when we travelled the length and breadth of the district. I relived the highs and lows of that time meeting people with whom I had walked in the jungles,” Mr. Chauhan said.

Mr. Bhagwat was on a whirlwind tour of the district on December 17 along with the Director General of Police who himself had worked as Bellampally Additional Superintendent of Police between September 20, 1990 and July 14, 1991. Bellampally is now part of Mancherial district.

IG Anil Kumar had served as SP between November 6, 2006 and July 27, 2009. He recalled the backwardness of the district and inquired if the headquarters town has seen any development since then.

Active duty

Karimnagar Range Deputy Inspector General of Police P. Promod Kumar, now stationed at Utnoor, had succeeded Mr. Anil Kumar and was SP in Adilabad till October 17, 2011. Tarun Joshi, also involved actively in keeping peace in the tribal land here had served as Assistant SP in Adilabad town before returning as SP on November 17, 2014 and continuing till May 27, 2016.

Ramagundam Commissioner of Police Vikramjeet Duggal, now on peace keeping duty in Kumram Bheem Asifabad district which was a part of Adilabad district until over a year ago, was the last SP of composite Adilabad before joining his present post. He was among the first to arrive when violence broke out here.

The city police have lost track of nearly 2,021 history sheeters of 9,490, a Crime Records Bureau (CRB) report has revealed.

According to the CRB-2017 report, 6,340 repeat offenders have responded to police calls for inquiry, while 1,129 reprobates were in judicial custody. The remaining 2,021 lawbreakers have absconded.

Based on the crimes committed, the police maintain the list of offenders in A, B or C categories with their backgrounds and residential addresses. They control the criminals by keeping an eye on them.

If the criminals are active in their own areas, they would be categorised as A, while those committing crimes in different police limits would fall into the B category.

If the individual is violent and shows signs of growing into a criminal in his own right, the person finds himself in the C category. His name will be in the list for one year and would be removed if his behaviour remains good. In the event that the person commits even one crime, he will be moved to either A or B category.

If criminals in the A or B list continue with their violent activities, despite warnings by the police, they are sent to jail under the Goonda Act (the Karnataka Prevention of Dangerous Activities of Bootleggers, Drug Offenders, Gamblers, Goondas, Immoral Traffic Offenders and Slum Grabbers Act, 1985).

The police have booked seven repeat offenders in 2016 and 15 in the first 11 months of this year.

Police officials said there are 239 history sheeters - a list of criminals who continued to break the law despite serving a prison sentence - in the city.


According to them, there are 3,622 A-listed criminals, 4,081 B-listers and 1,787 C-listers.

Former Intelligence Bureau (IB) special director Rajender Kumar, who was once charged by the CBI in the Ishrat Jahan encounter case, on Friday asked Union home minister Rajnath Singh for legal protection for intel-based undercover operations.

Kumar put the question immediately after Singh finished his 30th IB endowment lecture here wherein he spoke about various policing challenges before the country and how to meet them.

“Chief and number two officer in an investigation agency outsourced their probe to an officer who is a traitor and… (prestige) of IB was torn apart. Sensitive call records were made public. Don’t you think there should be a law to protect undercover operations of intelligence agencies?” said Kumar.

As the crowd comprising top police and IB officials of the country started clapping, the home minister said the topic needs discussion. “I will discuss it with you,” Singh told Kumar.

Kumar was one of the four IB officials chargesheeted by the CBI in connection with the encounter of 19-year-old Ishrat Jahan in Ahmedabad in 2004. But when the NDA came to power in 2014, Union home ministry decided not to give nod to the CBI to prosecute Kumar citing lack of enough evidence and thus stalling the trial against him.
