Two-day First National Conference on “Uniformed Women in Prison Administration” concludes

Ms. Lalitha Kumaramangalam, Chairperson, National Commission for Women (NCW) addressed the Valedictory Session of the first National Conference on “Uniformed Women in Prison Administration” here today. Ms Kumarmangalam said a lot needs to be done to improve the prison infrastructure and to make it more women-friendly. She said that 50% reservation should be made for women in recruitment in prison and correctional services.


She was appreciative of the fact that more than 90 delegates from all across the country attended the conference and actively participated in discussions to arrive at conclusions and recommendations to solve as many problems of women officers in prison administration and correctional services as possible. She was keen on extending her support in implementing the resolutions and recommendations of the conference. She hoped that such conferences will continue to be organized in future as well.


The Minister of State for Home Affairs Shri Kiren Rijiju inaugurated the Conference yesterday. Coinciding with Hindi Diwas, Shri Rijiju felicitated Shri R P Singh, ADG, CRPF and Shri M P Bhardwaj, Retd. Joint Director, Rajya Sabha Secretariat, for contributing original book in Hindi on the topic “New Technology and Police” for training of police personnel and for translation in Hindi, respectively.


During the two-day Conference a panel of distinguished speakers, comprising Smt. R Sreelekha, DG Prisons and Correctional Services, Kerala, Prof. G S Bajpai, National Law University, New Delhi and Prof. Sabiha Hussain, Jamia Milia Islamia, New Delhi addressed the following issues –


1. Bangkok Rules and Role of Woman Prison Officers.

2. Role of Woman Prison Officers in Rehabilitation of Prisoners.

3. Gender Neutrality among Prison Officers – A Woman’s Perspective

4. Prisoners with Special Needs (Juvenile, Transgender and Senior Citizen): Duties of Prison Officers


Syndicate discussions were held on the following themes -


1. Are Woman Prison Officers getting mainstream duties?

2. Difficulties in balancing family and work environment of Woman Prison Officers.

3. Training needs of Woman Prison Officers and Correctional Staff.

4. Is there need for change of uniform for Woman Prison Officers?


Different panels submitted a report of their discussions. One group felt that Work Satisfaction = Family Satisfaction. It advocated separate toilets and changing rooms, creches and child support facilities and appropriate accommodation in prison premises. Some flexibility of working hours was recommended for pregnant women officers and in other special cases.


The syndicate group on Training recommended a Detailed Training Needs Analysis with empirical data. It proposed detailed SOPs for handling emergency situations, like – Medical emergency, Escape, Murder, Riot, Hunger Strike, etc. Exposure is required at All-India level to learn from good practices from other states. Regular Refresher Trainings on Unarmed Combat, Stress Management, Motivation & Leadership Skills. The Staff-inmate ratio also needs to be increased as per the Mandela Rules and the UN Minimum Standard Rules for Treatment of Prisoners


The two-day Conference for women officers in the ranks of Jailors to Deputy Superintendent of Prisons in States and UTs was organised by the Bureau of Police Research and Development (BPR&D), Ministry of Home Affairs. Dr. M. C. Borwankar, DG, BPR&D and senior officers were present on the occasion. Shri Sudhir Yadav, DG Prisons, Tihar, Shri V K Singh, DG Prisons, Telangana and Shri R P Agrawal, DG Prisons, Meghalaya were among the dignitaries who deliberated during the two-day conference.

The State government has decided to introduce biometric attendance system for the Secretariat employees from Saturday.

The Chief Minister, the Chief Secretary, and every employee working in the Secretariat has to mark his or her attendance through the biometric system.

“The biometric attendance will come into force from Saturday,” Mr. Naidu said on Friday.

“Through the biometric attendance system, the government intends to record the working hours. It also wants to bring every department under e-Pragati. Every Tuesday, the progress and effective implementation of e-Pragati would be reviewed,” he said.

The government has observed that the level of absenteeism is quite high. In a study, it found that about one-third of the employees were absent during May.

Since then, the government has been contemplating taking corrective measures to improve the attendance. In a bid to enforce full attendance in the Secretariat, the government has been toying with the idea of biometric watch. But the employees have been resisting it.

Most of the employees haven’t shifted their families to Vijayawada or Guntur. They have been shuttling between Hyderabad and Amaravati. As a result, the Secretariat often turns empty by noon every Friday and the employees turn up late on Monday. Also, one finds vacant tables in many offices in the Secretariat. The employees keep off their desk on one pretext or the other.

The Centre has increased strength of Rapid Action Force (RAF) by adding five new battalions to tackle the increasing cases of public disorder and communal violence in the country.

This is the first time in RAF’s history that it will receive a reinforcement of such magnitude after it was formed in October 1992. The paramilitary force is the specialised riot-control wing of the CRPF and mainly deals in controlling communal disturbances and violent agitation across the country.

According to a senior paramilitary officer, five battalions from the CRPF are currently being trained to be part of RAF, which till now comprised 10 battalions, each with more than 1,200 personnel. “The new battalions will don the RAF uniform in January 2018,” said Seema Dundia, DIG, RAF.

Five battalions of RAF became functional during 1992 and the remaining five in April 1994 following which no new battalions were raised keeping the number of RAF at nearly 12,000 personnel.

While the paramilitary force had requested the Centre for additional manpower on previous occasions, it was only earlier this month that the request got a green light from the Centre.

“The move will have a major effect on the capabilities of our forces,” said inspector general of RAF, KS Bhandari, who in February last year had spoken about raising five more battalions.

Other officials of RAF speaking to HT said the force has had an impeccable record in containing violent situations, especially communal riots. In fact two months after its formation, the RAF was at the forefront of tackling communal violence that erupted after the demolition of Babri Masjid.

A senior CRPF official said the move gains significance owing to the “incidents of mob violence” the country has been witnessing in the recent times. An RAF document highlighting the need for more manpower also cites the recent riot like situations as one of the main reasons for raising more battalions.

“The present RAF disposition has been found wanting more RAF units given the diverse nature of problems that are unfolding in recent times,” reads the document with HT. According to the document, the five battalions are currently being trained at Jaipur, Meghalaya, Varanasi, Patna and Siliguri.

A senior officer of RAF told HT that the five states in which the new battalions are likely to be posted are New Delhi, Haryana, Rajasthan, Uttar Pradesh and Bihar.

Controlling communal riots is however not the only duty RF performs. Other tasks include law and order duty, festival and election duties, agitation and PM/VVIP duties.

Cabinet approves umbrella scheme of Modernisation of Police Forces

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi, has given its approval for implementation of umbrella scheme of "Modernisation of Police Forces (MPF)" for years 2017-18 to 2019-20. The financial outlay for the scheme over the three year’s period is Rs.25,060 crore, out of which the Central Government share will be Rs.18,636 crore and the States’ share will be Rs.6,424 crore.

Salient Features:

o Special provision has been made under the Scheme for internal security, law and order, women security, availability of modern weapons, mobility of police forces, logistics support, hiring of helicopters, upgradation of police wireless, National Satellite Network, CCTNS project, E-prison project etc.

o Under the umbrella scheme, central budget outlay of Rs.10,132 crore has been earmarked for internal security related expenditure for Jammu & Kashmir, North Eastern States and left wing extremism affected States.

o Scheme of Special Central Assistance (SCA) for 35 worst LWE affected districts has been introduced with an outlay of Rs.3,000 crore to tackle the issue of underdevelopment in these district.

o An outlay of Rs.100 crore has been earmarked in the North Eastern States for police infrastructure upgradation, training institutes, investigation facilities etc.

o Implementation of this scheme would bolster the Government's ability to address challenges faced in different theatres such as areas affected by LWE, Jammu and Kashmir and North East effectively and undertake development interventions which will catalyze in improving the quality of life in these areas and help combat these challenges effectively at the same time.


o New initiatives are being introduced to provide assistance to States for upgradation of police infrastructure, forensic science laboratories, institutions and the equipment available with them to plug critical gaps in the criminal justice system. Police Stations will be integrated to set up a national data base of crime and criminals’ records. It will be linked with other pillars of criminal justice system such as ‘prisons, forensic science laboratories and prosecution offices.

o The umbrella scheme also provides for setting up of a State-of Art forensic science laboratory in Amravati, Andhra Pradesh and upgradation of Sardar Patel Global Centre for Security, Counter Terrorism and Anti Insurgency in Jaipur and Gujarat Forensic Science University in Gandhi Nagar.

It is expected that the umbrella scheme, "Modernisation of Police Forces (MPF)" will go a long way to boost the capability and efficiency of Central and State Police Forces by modernizing them.

The Union government will support the States under a new umbrella police modernisation scheme for three years until 2019-20 and ₹25,060 crore will be allocated for this programme. The Centre will provide 80% of the financing and the State the rest.

This was stated by Union Home Minister Rajnath Singh on Wednesday.

This decision, taken by the Cabinet Committee on Security (CCS), will take forward internal security, law and order, women's safety, modern weapons' procurement, logistics support, hiring of helicopters, upgrade of police wireless, national supply network and e-prison project. It will cover the northeastern States, Jammu and Kashmir and Left-wing extremism affected States.

The CCS has authorised the Home Minister to sanction projects in the northeastern States, who have got additional allocation of ₹100 crore.

Four initiatives under this scheme will, at a cost of ₹928 crore, strengthen the criminal justice system and make investigation and prosecution effective.

Earlier, there were 17 small schemes that were synergised and approved by the CCS.

The Union Cabinet has approved a ₹25,000-crore internal security scheme to strengthen the country’s law and order mechanism and mordernise the police forces, Home Minister Rajnath Singh said on Wednesday.

The Cabinet Committee on Security (CCS), headed by Prime Minister Narendra Modi, gave its approval for the implementation of the umbrella scheme, Modernisation of Police Forces (MPF), for 2017-18 to 2019-20.

“This is the country’s biggest ever internal security scheme. The financial outlay over the three-year period is ₹25,060 crore, out of which the Central government’s share will be ₹18,636 crore and the States’ ₹6,424 crore,” Mr. Singh said at a press conference here. Special provisions had been made under the scheme for internal security, law and order, women’s security, availability of modern weapons, mobility of police forces, logistical support, hiring of helicopters and e-prison among others.

Leg-up to infrastructure

The Home Minister said a Central budget outlay of ₹10,132 crore had been earmarked for internal security-related expenditure for Jammu and Kashmir, northeastern States and those affected by left wing extremism (LWE). A scheme for special Central assistance (SCA) for 35 districts worst hit by LWE had been introduced with an outlay of ₹3,000 crore to tackle the issue of underdevelopment. Driven by a desire to give back to the city he grew up in, Rakesh (name changed) decided to join the police force in Bengaluru after his engineering degree. He was recruited as a constable a few years ago, but the corruption and long hours, with little support, proved to be starkly different from his dreams.

As his friends move up the corporate ladder, Rakesh is frustrated, but unable to forgo the ₹50,000 he gave as indemnity bond at the time of recruitment. If he quits before five years, he forfeits it. For sub-inspectors, the bond was set at ₹1 lakh.

Now, however, the Home department has doubled the bond amount. From September 1, newly-recruited constables must pay ₹1 lakh, and sub-inspectors ₹2 lakh. The money will be returned only after five years of service.

“Increasing the indemnity bond will help reduce attrition,” said Raghavendra H. Auradkar, head, recruitment and training division of the State Police Department.

Across the State, young, disillusioned recruits are seeking greener pastures. In 2004, only 0.8% of constables and sub- inspectors left before putting in five years. Last year, the figure soared to 40%.

Faced with a shrinking force, Director General and Inspector General of Police, R.K. Dutta, in a September 1 circular noted that the Home Department was not only wasting time and resources recruiting and training personnel, but depriving desirable candidates of a slot. While officials feel increasing the indemnity bond will serve a purpose, the rank and file are not convinced.

Ramesh Kumar (name changed), a post-graduate working as a constable in Bengaluru is trying to change his profession, even though he will lose his bond money.

“It’s not the job that I’m unhappy with, but the attitude of higher-ups. The constant humiliation and verbal abuse is demotivating,” he said.

Lapsing from idealism to bitterness and regret, he is now preparing for the civil service exams, and is open to working in the corporate sector. The Police department found most recruits who had left to be highly qualified with graduate and even post-graduate degrees. “Many were biding their time and using our training as a launch pad for jobs in security in the corporate sector,” said a senior police officer.

The Open House organised by the city police as part of the Police Martyrs’ Week drew huge crowds here on Sunday where the department had put up for display weapons, bomb disposal equipment, finger printing equipment and communication gadgets.
 
J & K police cadets show their skills during a passing out prade at Police Training School at Manigam in Ganderbal district of central Kashmir on Wednesday. As many as 696 trainees doned the J&K police uniform after the successful training at the school.
