Biometrics, face scanners to replace registers across Maharashtra police stations

Excellent. This needs to be implemented simultaneously in all states with central assistance. Not to mention all these databases need to be linked with NIA, CBI and ATS databases and be accessible by the Home Ministry at any given time.

To make it more robust, a concrete Cyber security programme needs to back all this up.

Shri Ravi Shankar Prasad inaugurates National Conference for Young SPs of States/UTs and Commandants of CAPFs

The Union Minister of Electronics & Information Technology and Law & Justice, Shri Ravi Shankar Prasad inaugurated the National Conference for Young SPs of States/UTs and Commandants of CAPFs here today. The two-day Conference is being organised by Bureau of Police Research & Development (BPR&D), Ministry of Home Affairs.

Speaking on the occasion, Shri Ravi Shankar Prasad said that the young officers must be aware of the transformation taking place in India. He said that the schemes and initiatives of the Government are framed in such a manner that citizens are empowered to lead a better quality of life. The Minister highlighted about ’Digital India’ programme and said that the aim of the programme is to bridge the digital divide and the focus is more towards poor sections of society. He said that digital empowerment is not sufficient, unless there is digital inclusion. Technology should be affordable, inclusive and development oriented, he added.

Shri Ravi Shankar Prasad said that social media is picking up pace in India and police system must upgrade itself with advances in digital technology. He urged the officers to use social media platforms to communicate the right information. He also said that training of officers in cyber security must be given utmost priority. He expressed hope that the officers will gain knowledge from this two-day conference and practise the lessons learnt here, in their professional lives.

During the conference, the Minister also released a book titled ‘National Police Research Repository’.

Shri Rajiv Jain, Director, Intelligence Bureau said that he has high hopes from the young officers and he is sure that they will achieve greater heights in their future.

Dr. Meeran C. Borwankar, DG, BPR&D said that this is for the first time that such a conference is being held. She said that for effective policing, the police and CAPFs must make good use of two partners, citizens and technology. She said that from DG level to beat constables, the concept of taking community along, is being followed. On behalf of Central Government, DG, BPR&D said that MHA is doing its best to increase the technological inputs in the training programmes.

During the inaugural session, three presentations were given to showcase the use of best practices in policing by using technology.

The conference included sessions on topics like Technology for Police, Operations and Technology and Police-Media Interface.

Dr. Ashok Jhunjhunwala, Advisor to Minister of State for Power, Shri Piyush Goyal will address the Valedictory Session tomorrow.

Union Home Minister reviews implementation of the decisions taken during the Annual DGPs Conference

The Union Home Minister Shri Rajnath Singh here today reviewed the progress of implementation of the decisions taken and directives issued during the Annual Conference of DGPs of State Police, CAPFs and CPOs held at Hyderabad from Nov.25-27, 2016. The MoS (Home) Shri Hansraj Gangaram Ahir, Home Secretary Shri Rajiv Mehrishi, Shri Rajiv Gauba, OSD, MHA, and Director, IB Shri Rajiv Jain attended the meeting along with other Senior Officers.

The progress of ongoing schemes in the field of technological upgradation of Police Forces, cyber security, counter-radicalization initiatives, reforms of Criminal Justice System, improvement of Police Stations and better coordination between various State Police Forces were some of the subjects which were reviewed at the meeting. The Union Home Minister emphasized that the Police Forces need to focus on Community Outreach Activities aimed at youth, women and weaker sections in order to project a better image of the Police Forces. He also reviewed the progress of the implementation of the directives given by the Prime Minister during the Conference.

The progress of implementation of the pending recommendations of the 2015 Conference held at Kutch (Gujarat) and 2014 Conference held at Guwahati (Assam) were also reviewed at the meeting.

The Conference of DGPs and IGPs of Police Forces is held every year wherein various policy issues connected with national security and maintenance of law and order are deliberated upon in-depth by the police leadership of the country. For last three years the Conference is being held outside Delhi and the Prime Minister and the Union Home Minister have been attending the deliberations.

Dr. Ashok Jhunjhunwala delivers addresses the Valedictory session

The two-day National Conference for Young SPs of States/UTs and Commandants of CAPFs concluded here today. Dr. Ashok Jhunjhunwala, Advisor to Minister of State for Power, Shri Piyush Goyal delivered the Valedictory Session at the conference. The two-day Conference was organised by Bureau of Police Research & Development (BPR&D), Ministry of Home Affairs. The conference was inaugurated by the Union Minister of Electronics & Information Technology and Law & Justice, Shri Ravi Shankar Prasad yesterday.

While delivering the Valedictory address, Dr. Ashok Jhunjhunwala said that technology will play a major role in taking India forward. He expressed his happiness that young officers are making efforts in this direction. He said that the officers should keep learning new things throughout their lives, as the knowledge becomes obsolete very fast in today’s world. He also suggested that the police officers should work with the engineering students which will help them in updating their knowledge about the new technologies. The police officers will be able to influence the students and this will help the students to get an exposure to the functioning of police, he added. Dr. Jhunjhunwala also said that data analytics will also play an important role to detect all kinds of crimes. Speaking about the security of IT system, he said that police should try to develop constant monitoring system to keep track of the transactions.

Speaking on the occasion, DG, BPR&D, Dr. Meeran C. Borwankar said that young officers should be involved in the trainings so that the latest inputs on technology can be shared. She said that technology is an enabler, but the real drivers are the young officers who will implement it. The knowledge and expertise of these young officers can be of great importance, she added.

The resolutions of the National Conference of Young Superintendents of Police (States/UTs) and Commandants of CAPFs included: the Police Heads at district level to evolve mechanism in consultation with State Police Chief to communicate and disseminate information with public through social media; cyber training and cyber security training for Police Personnel of all ranks on new emerging issues like cyber crime, Cryptocurrency, Dark web and tapping the internet monitoring capability in law and order situation; creation of Cyber Forensic Lab at state level; special drive against the offenders of sexual offences against women on social media; prudent data handling and analysis for effective policing; better understanding of data privacy law; National Centre for Excellence of Technology for Internal Security (NCETIS), IIT Bombay working on 13 different projects related to internal security, all States/UTs/CAPFs liaise with this Centre for acquisition of technology being developed by them; states/UTs/CAPFs to coordinate with National Standing Task Force for Technology (NSTFT) for technology related issues; all police personnel follow the laid down processes without any exception, these processes to be reviewed periodically to facilitate delivery of Citizen Centric Services and a better informed police-media relationship.

The two-day conference included various sessions on Technology for Police, Operations and Technology, Police-Media Interface, Delivery of Citizen Centric Services and Syndicate Group discussion & presentation.

National Workshop on Enforcement of Intellectual Property Rights



The Cell for IPR Promotion and Management (CIPAM), a professional body under the aegis of the Department of Industrial Policy & Promotion (DIPP), Ministry of Commerce & Industry, Government of India, is organizing a three-day workshop on Enforcement of Intellectual Property Rights (IPRs) from 22nd – 24th August, 2017, in New Delhi.


Shri Rajnath Singh, Union Minister of Home Affairs, will grace the occasion as the Chief Guest in august prescence of Smt. Nirmala Sitharaman, Minister of State (I/C), Commerce & Industry, and Shri Kiren Rijijiu, Minister of State, Home Affairs at the inauguration of the workshop.

Enforcement agencies like police, Customs, as also the prosecution wing, have a major role to play in effective enforcement of IPRs in the country. Creating awareness about IPRs amongst officials of these agencies, while strengthening the enforcement regime, will also assist them in handling cases relating to IPRs in their day to day activities.

This workshop will help enforcement agencies across the country understand and appreciate the importance of their role in IPR enforcement. It will also act as a platform for the officials to share their experiences, exchange best practices and better inter-agency coordination with respect to enforcement of IPRs.

Additionally, a workshop was conducted at Sardar Vallabhbhai Patel National Police Academy, Hyderabad, for IPS officers from all States and the neighboring countries of Nepal, Bhutan and Maldives.


Trainings have also been conducted at North Eastern Police Academy (NEPA), where officials from nine states participated. CIPAM aims to conduct such trainings across the country in future as well.


IPRs have now been made a part of the training calendar at Sardar Vallabhbhai Patel National Police Academy, Hyderabad, and North-Eastern Police Academy, Meghalaya.


Earlier this year, the Ministry has also launched a toolkit for police officials across the country to help them deal with IP crimes, specifically Trade Marks counterfeiting and Copyrights piracy.

Union Home Minister launches the Digital Police Portal under CCTNS project

Various organs of Criminal Justice System including Police, Courts & Prisons, to be linked with CCTNS database: Shri Rajnath Singh

The Union Home Minister Shri Rajnath Singh has said the Ministry of Home Affairs will undertake steps to integrate the various organs of the Criminal Justice System such as the Police, Courts, Prisons, Prosecution, Forensic Laboratories, Finger Prints and Juvenile Homes with the Crime and Criminal Tracking Network & Systems (CCTNS) database. Launching the Digital Police Portal under the CCTNS project here today, he said this Interoperable Criminal Justice System (ICJS) will be a useful resource for all stakeholders including the policy makers.

Shri Rajnath Singh said the Digital Police Portal will enable citizens to register FIRs online and the portal will initially offer seven Public Delivery Services in 34 States & UTs, like Person and Address Verification e.g. of employees, tenants, nurses etc, permission for hosting Public Events, Lost & Found Articles and Vehicle theft etc. Besides, the portal will enable restricted access to law enforcement agencies on topics such as Antecedent Verification and make assessment of FIRs.

Shri Rajnath Singh said at present out of the 15,398 Police Stations under the CCTNS project, 14,284 Police Stations are using CCTNS software. Out of these 14,284 Police Stations, 100% FIRs are being generated under this software in 13,775 Police Stations. The Union Home Minister said the pace of implementation of the CCTNS project is satisfactory in all States. He said that out of 15,398 Police Stations across the country, connectivity is enabled at 13,439 Police Stations. Out of 36 States/UTs, 35 States/UTs are sharing CCTNS database containing seven crore records that includes 2.5 crore FIRs, he added. Shri Rajnath Singh said the MHA has released Rs.1,450 crores, out of which Rs. 1,086 crores has been spent by States/UTs.

The Union Home Minister said the CCTNS portal will provide investigator the complete record history of any criminal from anywhere across the country. He said the software offers Google-type Advance Search engine and analytical reports. Shri Rajnath Singh said the portal offers 11 kinds of search and 44 types of reports. Recently, the software was used to trace few mentally challenged women from Tamil Nadu in Uttarakhand and reunited with their families, he added.

Ministers of State for Home Affairs, Shri Hansraj Gangaram Ahir and Shri Kiren Rijiju, besides Director, Intelligence Bureau, Shri Rajiv Jain, DGs of CAPFs and Senior Officers of MHA and NIC were present during the function.

Speaking on the occasion, the Union Home Secretary Shri Rajiv Mehrishi said the CCTNS portal will form the backbone of the Criminal Justice System and this database will be subsequently linked with the Ministry of Road Transport and Highways (MORTH) database on vehicle registrations.

Addressing the gathering, the OSD, MHA, Shri Rajiv Gauba said the CCTNS portal will be a huge game changer, force multiplier and revolutionize the way Police works in the country. He laid stress on the data accuracy and completeness of the database to make it a success.

National Workshop on Enforcement of IPRs inaugurated in New Delhi

Union Minister of Home Affairs, Shri Rajnath Singh inaugurated the three-day workshop on Enforcement of Intellectual Property Rights (IPRs) today, in the august presence of Commerce and Industry Minister Smt. Nirmala Sitharaman and Minister of State, Home Affairs, Shri Kiren Rijiju.

Addressing the Workshop Shri Rajnath Singh said that counterfeiting and piracy activities give rise to serious organized crimes. Such activities finance criminals and terrorists who deal in counterfeit goods to launder illegal money. He said police officials should be therefore equipped with proper knowledge and training, so as to curb and restrain IPR violations, at the very outset.

The Union Minister of Home Affairs announced that IPR training modules would be introduced in police training institutes and academies across India to familiarize and sensitize our police forces on IPRs.

Smt. Nirmala Sitharaman said that the World Intellectual Property Organization (WIPO) in collaboration with CIPAM is setting up two Technology and Innovation Support Centres (TISCs) in Punjab & Tamil Nadu for technology and innovation support. She emphasized that people need to understand the ways to create and protect their intellectual property for a secure future.

Shri Kiren Rijiju, Minister of State, Home Affairs, called upon people to respect others’ intellectual property and talked about creating a strong IPR enforcement mechanism in the country.

This workshop will help enforcement agencies across the country understand and appreciate the importance of their role in IPR enforcement. It will also act as a platform for the officials to share their experiences, exchange best practices and better inter-agency coordination with respect to enforcement of IPRs. Besides people from enforcement agencies, many IP professionals, lawyers, law students and people from industry associations are also participating in the workshop.

Shri Rajnath Singh inaugurates YUVA – a skill development programme

YUVA is Delhi Police initiative under Pradhan Mantri Kaushal Vikas Yojana

The Union Home Minister Shri Rajnath Singh inaugurated the YUVA – a skill development programme and an initiative by Delhi Police under Pradhan Mantri Kaushal Vikas Yojana, here today.

Speaking on the occasion, Shri Rajnath Singh said that these kind of initiatives improve the image of the police among common man. He said that it is a big task that Delhi Police has opened skill development training centres in the police stations. He said that the 21st Century India will also like to see Indian police in this form only. The Home Minister said that core policing is important for any police, but at the same time the police should also adopt people-friendly measures and increase their social interaction. He also thanked the Ministry of Skill Development and Entrepreneurship for the YUVA project.

Shri Rajnath Singh said that the Police should engage with the youth who are prone to drug addiction and other crimes. He expressed happiness over the fact that efforts are being made that about 70-80% youth under this project get employment. He further said that it is the collective responsibility of the police and the society to bring the youth of the country on right path. He appreciated the fact that Delhi Police has started this project with the same objective in mind.

Addressing the gathering, the Minister of State for Skill Development & Entrepreneurship (Independent Charge) Shri Rajiv Pratap Rudy said that under the guidance of Prime Minister Shri Narendra Modi, the skill development has increased the employability among the youth. He said that the system in the country needs to be such that it gives enough importance to the skills possessed by any individual. He added that many skills are in huge demand world over and our youth can tap this opportunity, if groomed properly.

Speaking on the occasion, Lt. Governor, Delhi, Shri Anil Baijal said that the Government is making efforts to reorient the working of Delhi Police. He also emphasised that the police should establish connect with the youth and community. He also said that the YUVA programme is a big initiative to make youth employable.

The Delhi Police Commissioner, Shri Amulya Patnaik also emphasised on the need of social service along with prevention of crimes. He said that due to this project, a lot of alienated youth can be brought into the mainstream.

The ‘YUVA’ initiative by Delhi Police aims to connect with youth by upgrading their skill as per their competencies. It will help them to get a gainful employment under Pradhan Mantri Kaushal Vikas Yojna under the Ministry of Skill Development. Delhi Police has tied up with National Skill Development Corporation (NSDC) and Confederation of Indian Industry (CII) for providing mass job linked skill training for the selected youth. National Skill Development Corporation shall be providing skill training to the youth under ‘Pradhan Mantri Kaushal Vikas Yojna’ (PMKVY) and CII will provide job linked training through its Sector Skill Councils who are connected to industry and thereby provide job guarantee.

A detailed exercise was conducted in all 13 districts of Delhi Police to select the youth in the age of 17-25 years for this training belonging to categories such as School dropouts, Juvenile offenders, Victims of crimes and families in dire state due to incarceration of the bread earner of the family, mostly from the underprivileged colonies.

So far, 2,269 candidates have been selected to be trained by 36 training partners in 45 skills in the next three months. A total of 32 police station buildings have been identified where Skill Development Centers would be opened at the earliest.

The youth coming for skill training in a police station building will be a huge step in building up their confidence and faith in police organization and will go a long way in building a positive image of police in the long run.

Indian Police contingent makes a record breaking haul of 321 medals during the recent World Police & Fire Games held in the US

A 101-member Indian Police contingent has returned with a record breaking haul of 321 medals from the World Police & Fire Games held in USA earlier this month. The contingent bagged 151 Gold, 99 Silver and 71 Bronze medals in the seven events they participated in the Games held in Los Angeles, California, from August 7-16, 2017. It is a rarest of the rare occasion where each team member won a medal irrespective of individual or relay events in which they participated.

In these games, about 8,000 and more sportspersons from 68 countries from all over the world took part in about 83 events whereas Indian Police contingent participated only in seven sports events i.e. Athletics, Archery, Wrestling, Boxing, Judo, Swimming & Shooting and gave their best performance breaking earlier records. As in the past, the Government of India sanctioned an amount of Rs. 50,000/- for Gold, Rs. 45,000/- for Silver and Rs. 40,000/- for Bronze medals along with a certificate of participation in each event (Individual & Relay events).

The All India Police Sports Control Board will organize a felicitation function for the team members for their performance at the international arena. During the felicitation function of 2015 World Police & Fire Games on August 07, 2015, the Union Home Minister Shri Rajnath Singh had mentioned that the Indian Police Contingent must come back with not less than 300 medals in 2017 World Police & Fire Games and the target was achieved successfully.

Shri Rajnath Singh inaugurates the new HQs building of Bureau of Police Research and Development (BPR&D)

The Union Home Minister Shri Rajnath Singh inaugurated the new HQs building of Bureau of Police Research and Development (BPR&D), Ministry of Home Affairs here today.

While inaugurating the building, Shri Rajnath Singh appreciated the efforts of BPR&D and the NBCC for timely completion of the project. He appreciated the ambiance and positive environment and hoped that it would motivate the staff working here to perform better. He agreed that the pay structure of certain ranks of deputationists is anomalous and requires to be corrected. The Union Home Minister also agreed that MHA will consider the request of BPR&D for incentive of 30% like other training institutions so that more officers would join the organization willingly.

The Union Home Minister also awarded the Union Home Minister’s Medal for best Police Trainer to Shri Sulkhan Singh, DGP, UP. He also gave away Police Medals to the officials of the BPR&D, namely, Dr. Nirmal Kumar Azad, Inspector General, NPM, Shri Sanjay Sharma, PSO (W), Dr. S. Dr. Meeran C. Borwankar, DG, BPR&D outlined the achievements of the BPR&D in the fields of research and modernization of the Indian Police. Shri V.H. Deshmukh, Director Administration, introduced the latest initiative of BPR&D, i.e. e-Ustad Trainig e-Portal which was launched by the Union Home Minister. Shri Rajnath Singh also released the volume on “Data on Police Organization as on 1.1.2017”, flagship presentation of the BPR&D.

Highlighting the features of the newly constructed building, Dr. A. K. Mittal, CMD, NBCC said that the new headquarters building has been constructed at the cost of Rs. 100 crore approx. by the National Buildings Construction Corporation (India) Limited. This building has modern facilities, such as, state of the art auditorium with seating capacity for 250, 9 big and small conference/syndicate halls, modern library to house 3.5 lakh books, hostel facilities equipped with industrial kitchen having, 52 twin seater rooms. The BPR&D headquarters is fully air conditioned and follows green building norms and has rain-water harvesting system. The campus has sufficient green belt. BPR&D including the NCRB block has a total strength of more than 500 employees, for whom modular workstations have been provided. It has state of the art cafeteria equipped with industrial kitchen and officers lounge.

Dr. Kiran Bedi, Lt. Governor, Puducherry, Shri Rajiv Jain, Director IB, Chief of various CPOs/ CAPFs and other dignitaries were also present on the occasion.

Rajnath’s announcement comes in the wake of the killing of six police personnel in Achabal area of Anantnag district on June 16.
The Centre has allocated funds for the purchase of bullet-proof vehicles for Jammu and Kashmir Police personnel, Home Minister Rajnath Singh said during his interaction with cops in south Kashmir’s Anantnag district on Sunday.

His announcement comes in the wake of the killing of six police personnel, including SHO Feroz Ahmad, in Achabal area of Anantnag district on June 16. The slain SHO had requisitioned a bullet-proof vehicle in view of the danger posed by militants in south Kashmir, but was not provided one.

“We have allocated funds for purchase of bullet-proof vehicles for Jammu and Kashmir police,” Mr. Singh said in Anantnag, 52 kilometres from Srinagar.

The Home Minister also said the Centre has approved funds for opening a trauma centre for police personnel and lauded them for working in the “extremely challenging conditions” in the Valley.

He paid tributes to the sacrifice made by ASI Abdul Rasheed and constable Imtiyaz who were killed in militant attacks in south Kashmir recently.


“Their supreme sacrifices have been made for Kashmir. We are proud of the police personnel. You are working in extremely challenging conditions here. I do not have words to praise the bravery of our brave personnel from Jammu and Kashmir police. Even the Prime Minister has praised your courage,” he said.

Underlining the priority attached by the Centre to Kashmir, Singh said no other home minister had ever visited the state so frequently. “I have come to the state the fifth time within an year or so.”

The Home Minister said he had come with an open mind and was willing to interact with anyone who wanted to help in resolving the problems facing Kashmir.

Mr. Singh will interact with CRPF personnel in Anantnag and is scheduled to chair a security review meeting here later in the day.

An unmanned aerial vehicle deployed for security for Immanuel Sekaran’s death anniversary, at the taluk police station complex on Sunday in Paramakudi.

The district police who sweat it out to maintain law and order during the Immanuel Sekaran death anniversary and Thevar Jayanthi received shot in the arm with the Madras Institute of Technology (MIT) of Anna University making available an unmanned aerial vehicle (UAV) with a “target tracking system”.

After deployment of the UAVs became part of the security arrangements for the two events in the district since 2012 – a year after violence broke out resulting in the killing of six people in police firing – the Centre for Aerospace Research (CAR) of the MIT had been helping the police with UAVs to manage the crowd and avert trouble as it emerged.

If the CAR team came out with a high-definition camera in the UAV last year to capture even the registration numbers of vehicles, the team, headed by Mr. K. Senthil Kumar, director, CAR, MIT, has brought in an innovative ‘target tracking system’ this year.

“The system, which has taken two years to develop, will be extremely useful to the police to track the movement of mischief mongers,” he told The Hindu. After locking the targeted person, the camera in the UAV would track the person’s movement within a radius of five km around the town, he said.

‘10 X camera’

On Sunday, a four-member MIT students’ team, headed by M. Muthu, a postgraduate avionics student, helped a police team to test-fly an UAV fitted with ‘10 X camera’ at the Taluk Police Station here. Deputy Inspector General of Police (DIG) Pradip Kumar witnessed the flying and images beamed to the control room.

The policemen, trained by the students, would operate the vehicle and the students would operate their standby UAV in case of emergency, Mr. Muthu said. The vehicle, with vertical take-off and landing facility, could be airborne for about 45 minutes and cover a radius of 5 km, he said. It would make six sorties on Monday, he added.

The police, on its part, have put in place a portable surveillance video transmitting system (PSVTS) to telecast the happenings at the memorial site live to top police officials with the help of the dome camera installed at the memorial.

Officers above the rank of DSP would watch live in their mobiles the happenings at the memorial. The police have also installed 52 CCTV cameras in Paramakudi town and 21 static cameras at strategic points and along the route.
