Home Minister Ramalinga Reddy on Saturday laid the foundation stone for the City Armed Reserve (CAR) buildings on the 21-acre government land in Ullal, west Bengaluru on Saturday.

The Rs 10-crore project is expected to be completed in 15 months. The buildings include an administrative block with a conference hall, a motor transport office, a motor transport shed and a parade ground.

Speaking on the occasion, Reddy said Bengaluru was developing at a rapid pace. "City outskirts that were once hubs for criminals are part of the city now. The new CAR grounds in the west will instil a sense of security to thousands of residents in and around the area," he said.

Reddy said the priority of the state police was to ensure the safety of women and children.

Government last month approved Rs.25,000 crores package for Police Modernization, says Shri Rajnath Singh

The Union Home Minister Shri Rajnath Singh today asked the young police officers to brace themselves up for terrorist threats emerging from the cyber world. Addressing the Passing Out Parade of IPS Probationers at the Sardar Vallabhbhai Patel National Police Academy (SVPNPA) in Hyderabad, Shri Rajnath Singh said the world is today grappling with the menace of terrorism and extremism; internet is being used by organisations like the ISIS to spread hate. We are not untouched by this menace, he added.

The Union Home Minister, however, expressed satisfaction, saying our Intelligence and Security Agencies have been successful in countering these sinister designs. Central Government is all committed to strengthen the security structure of the country. He said we know that State Police Forces need Central Government help to tackle the present problems and all that might arise in future. We need to work towards Modernisation of Police Forces. Keeping this in mind our Government last month approved a Rs.25,000 crores package for Police Modernization, he added.

Shri Rajnath Singh said we will have to find a permanent solution for problems like terrorism and extremism. We are working towards that direction. In next five years we have to eliminate extremism, terrorism and communalism from the nation, he added.

Paying rich tributes to Sardar Patel, Shri Rajnath Singh said the National Police Academy (NPA) reminds us of Sardar Patel's love for the country and his commitment and dedication towards nation building. The foundation of national integration that Sardar Patel laid after Independence will continue to inspire us. Political Map of today's India is the result of Sardar Patel's effort. Sardar Patel was the architect of All-India Services which was meant to ensure integrity and unity of India; Indian Police Service is an integral part of it. All India Services not only provided a unified administrative structure but also helped in keeping the unity and integrity of India intact. Tomorrow is Sardar Patel's Birth Anniversary. Let us bow to the leader who was the main force behind unified India, he added.

Encouraging the young Police Officers, the Union Home Minister said the police should not be a brute force but it should be a civilised force. As young police officials you all can be role models for youth. And I believe that your hard work will play a major role in this.

Addressing the newly inducted IPS Officers, Shri Rajnath Singh said that in the initial years of your career, you all will work closely with the public. You will find that people have great expectation from police officials. The police service will provide you an ocean of opportunities. You will have to maintain professional and intellectual integrity while serving for the country.

Shri Rajnath Singh said that the people will come to you not for sympathy but empathy. You should maintain good conduct and behaviour during your service. To meet these expectations will be a challenge as well as a responsibility and opportunity too. Positive attitude and decisiveness will also play an important role in your working. While taking a decision, officials should always ask this question whether it is in favour of justice or not. I have seen that the officials possessing these qualities are respected by politicians and all sections of society. Honesty and Integrity should be most important for all of you. Never compromise with it. Hard work, positive attitude, honesty and justice along with right decision making are the four attributes that I want to dedicate to you. These qualities help you in building your reputation and this is your biggest capital, he added.

The Union Home Minister said India is ambitious but its aspirations have a strong cultural base. Shri Rajnath Singh said we all are contributing in making of the New India and you all have to be very important part of it.

Shri Rajnath Singh also announced the grant of Rs.5 Crore for Sardar Vallabhbhai Patel National Police Academy Welfare Fund from the Home Ministry Welfare Fund. On the occasion, the Union Home Minister inaugurated the new Library Complex of the NPA and took salute of an immaculately turned out Parade. He also presented trophies and medals.

Congratulating the medal winners, Shri Rajnath Singh said the biggest medal which you all can win will be the appreciation of your colleagues and the public.

136 Officer Trainees including five each from Bhutan and Nepal and four from Maldives completed 45 weeks of basic training at the NPA. The batch comprised of 22 Women Officers. Director, SVPNPA, Ms. D. R. Doley Barman, Executive Director, Nepal Police Academy, Additional Inspector General of Police Shri Devendra Subedi, Col. Rinzin Dorji of Royal Bhutan Police and Shri Ali Sujau, ACP of Maldivian Police Force and Senior and Retired Police Officers were present.

Vice President inaugurates the Vigilance Awareness Week, 2017

The Vice-President Shri M. Venkaiah Naidu inaugurated the Vigilance Awareness Week, 2017 here today.

The Vice President of India, Shri M. Venkaiah Naidu has said that we must ensure that the benefits of democratic governance reach every citizen in our country. He was addressing the gathering after inaugurating the ‘Vigilance Awareness Week’ with the theme “My Vision-Corruption-free India”, organised by the Central Vigilance Commission. The Minister of State for Development of North Eastern Region (I/C), Prime Minister’s Office, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh, the Cabinet Secretary, Shri P.K. Sinha, the Central Vigilance Commissioner, Shri K.V. Chowdary and other dignitaries were present on the occasion.


The Vice President said that we should go to the roots of corruption and strike at it. He further said that constant vigilance is required to see that the vast beautiful tree of our country is not eaten up by weeds and pests. The tree must be protected, preserved and nourished continuously by rejuvenating the entire eco-system, he added.


The Vice President said that Sardar Patel represents the best values in the Indian tradition so far as governance is concerned and he integrated the country and also was a shining example of integrity and probity in public life. He further said that we must draw inspiration from Sardar Vallabhai Patel’s messages and his life. His sense of realism and pragmatic approach to issues allowed him to face challenges and demonstrate his successful leadership qualities, he added.


The Vice President said that honesty and integrity are essential components of social capital. They add value to the economic capital and intellectual capital of any society and country, he added.


The Vice President said that procedures and implementation of laws should become more citizen-centric. Each citizen should be able to access quality services without harassment, undue delays and corrupt practices, he added.


The Vice President said that all out efforts should be made to improve the educational system to inculcate strong values, ethical conduct and commitment towards the welfare of the society at large. He further said that the Central Vigilance Commission is trying to promote “Integrity Club” in schools and colleges and this initiative will no doubt pay rich dividends in future.


Speaking on the occasion, the Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh said that under the leadership of Prime Minister Shri Narendra Modi, the Government has followed the principle of ‘Minimum Government, Maximum Governance’. Emphasising on the integrity, he said that the civil servants are the tools of governance and results cannot be achieved by bad tools. He said that the Governemnt has followed the approach so to have zero tolerance towards corruption and at the same time to provide protection to the honest officers. The Minister said that not only the magnitude of, but acceptability of such crimes also matters. He said that the ultimate goal of any successful society has to be the target of incorruptibility of society at all levels. He further said that the recent steps taken by the Government such as demonetization show its will, conviction and strength. He also highlighted other initiatives of the Government such as abolition of interviews at lower levels and self-attestation. Dr Jitendra Singh said that RTI portal has also been set up where RTI can be filed online from anywhere. He also complemented CVC for working towards preventive vigilance. He also said that we should resolve towards making India corruption-free by the year 2020.

Shri K. V. Chowdary said that the CVC has adopted multi-pronged strategy to fight corruption consisting of punitive measures, preventive measures and participative measures which are complementary to each other. The punitive measures alone do not yield serious results, he added. He said that the overall systems should be improved and possible reasons for delays should be identified. He also said that to give recognition to the reforms and good work done by organization in the field of punitive, preventive and participative vigilance, the Vigilance Excellence Awards have been instituted in two categories from this year onwards. He also said that the Commission is developing an Integrity Index based on bench marking of internal processes and controls within an organization as well as management of relationships and expectations of external stake holders. He further said that initially Integrity Index will be developed for 25 organisations including Government organisations and PSUs and will be replicated in other organizations also. This Integrity Index will be developed with technical support form IIM, Ahmedabad, he added. He said that “My Vision-Corruption Free India” has been chosen as theme of this year’s Vigilance Awareness Week and awareness programmes will held to educate masses on this theme.

The Vice President of India gave away the Vigilance Excellence Awards for good work done by officers and organizations in the field of punitive, preventive and participative vigilance.

Shri M. Venkaiah Naidu also released the e-leaning project of the CVC. A Booklet on “Preventive Vigilance Initiatives” was also released. During the function, a short film titled “The rise of a Corruption Free India” vigilance was also screened.

Earlier the Chief Vigilance Commissioner Shri K. V. Chowdary administered the Integrity pledge to the participants.

Recruitment of women in the police force is moving at a snail's pace with a meager 17,200 being drafted in 2016.

The 'Data on Police Organisations 2017' revealed that there are 1.40 lakh women personnel in state police forces in 2016, while it was 1.22 lakh in 2015. In terms of ratio, their numbers rose by just .18% in 2016 to 7.28% from 7.10% in 2015.

The report compiled by Bureau of Police Research and Development (BPRD) also said only 42,666 women were added in the five-year period from 2012.

Noting that paucity of female cops has a direct impact on the overall increase of crimes against women, the report acknowledged that adequate women police personnel is the way to stop women from becoming vulnerable to crime.

Like in previous years, it criticized the tendency to deploy women only in security checks and underlined the need to put them on frontline duty, pointing out that a mere 10.62% (14,892) women are in the rank of assistant sub inspectors or above.

The report also revealed that 1.25 lakh of female cops are either constables or head constables.

IPS Officer Trainees of 2016 batch call on PM


Over 110 Officer Trainees of the 2016 batch of the Indian Police Service, today called on the Prime Minister, Shri Narendra Modi.

Interacting with the Officer Trainees, the Prime Minister emphasized on the importance of subjects such as a human approach in policing; and technology. He recalled the sacrifices of over 33,000 police personnel, who have laid down their lives since independence, in line of duty.

The National Security Advisor, Shri Ajit Doval, was present at the interaction.

Young police officers should orient themselves for a multi-dimensional role in the era of technological growth: Shri Rajnath Singh

The Union Home Minister Shri Rajnath Singh has called upon young police officers to orient themselves for a multi-dimensional role in the era of technological growth. Addressing the 69th batch of Indian Police Services (IPS) Officers here today, he said that behavioural and attitudinal orientation is equally important as intellectual excellence. He urged the officers to solve people’s problems with sympathetic and empathetic behaviour towards them. He stressed that qualities of police officers in their career should invariably include honesty, integrity, hard work and constant striving for excellence in their day-to-day functioning. He said assuming responsibility with a sense of purpose to help public is quintessential to the job of an IPS officer.

Shri Rajnath Singh said that technology should be utilised in an optimal manner for the development of police functioning and to address people’s problem quickly and efficiently. Mentioning anecdotes from his experiences as former Chief Minister of Uttar Pradesh, Union Home Minister said that society’s perception towards IPS Officers should be positive and Officers should likewise develop a sense of sensitivity, protection and security towards public, so that they can discuss their problems and have their solutions with ease. He exhorted the officers to have a visionary leadership role in their future job responsibilities with an attitude of development. The Union Home Minister said that it is the essence of job satisfaction and long term growth of service holistically too.

Shri Rajnath Singh said that IPS officers should inculcate the habit of power delegation for motivation of their team members with proper monitoring and performance review on a regular basis. He said Governance with transparency and responsibility is the mantra of success.

The Bihar government has sanctioned 531 additional posts in the special security group (SSG), which provides security cover to serving chief minister and former CMs. The current strength of SSG, which is part of state’s intelligence security wing, is 155.

At 1, Aney Marg, the CM’s official residence, state of the art security devices such as tyre-killers, blocking bollards, under vehicle scanning system with centralized monitoring database, intrusion detection system with emergency alarms and turnstiles gate with biometric authentication and visitor management software, will be installed.

The modernization of security at the CM residence will cost Rs 6.96-crore.


The home department recently sought the creation of posts of two additional SPs, five DSPs, 13 inspectors, 28 sub-inspectors, three ASIs, 50 havildars and 300 constables, besides deployment of experts of bomb disposal squad, wireless wings and handler of sniffer dogs.

The additional numbers are sought in view of extensive tours within and without the state of CM Kumar and ex-CMs Lalu Prasad, Rabri Devi, Jitan Ram Manjhi and Jagannath Mishra.

Following the new recruitments, the department would have to incur an additional annual expenditure of Rs 32.18-crore on salary.

The state cabinet had approved the home department’s proposal to create 531 new posts in SSG under the Bihar Special Security Guards Act, 2000, to cater to the day-to-day security needs at Patna, Gaya, Ranchi, New Delhi and during the tours of CM, ex-CM and their families.

The process of recruitment and appointment of additional personnel will be taken up by the home department in the coming weeks.

The SSG was developed in 2011on the lines of the special protection group (SPG), which guards the serving and former PMs and their families. The SSG includes two IPS officials of inspector-general and superintendent rank.

Sources said the core security of the CM is handled by the SSG commandos, while the outermost periphery is manned by BMP-1 personnel. In addition, district police provides reinforcement at the outer circle.

Against the present sanctioned strength of 1.08 lakh policemen in Bihar, only 79,766 policemen are available, showing a vacancy of more than 29,000 policemen.

Says there are a host of forensic tools to solve cases
Chief Minister Pinarayi Vijayan on Saturday decried the tendency among a section of law enforcers to resort to third degree methods to solve cases.

Speaking at a passing-out parade of Special Armed Police Battalion constables here, Mr. Vijayan said the government has repeatedly stressed that it would not condone the use of torture as a policing tool.

'Reduced to ash heap of history'
The colonial age when the police were a tool of State repression has been reduced to the ash heap of history, he said.

In the scientific age, law enforcers had a host of forensic tools to solve cases. He also flagged up corruption among a minority of police officers as an issue of much concern for the government.

Talking about the growing police encounters in Uttar Pradesh, the chief minister said his government had given a free hand to the police to deal with criminals acting on its policy of zero tolerance on crime.

He claimed this was for the first time that criminals were in fear. “This is why criminals are now getting their bails cancelled while many others have surrendered to police or in courts not only in UP but in other states also,” he said.

Claiming that 1.46 lakh posts of police constables and sub-inspectors were lying vacant in UP, he said all the posts will be filled within next three years.

Around 47,000 of them will be filled by the end of this year only, he claimed.

“We will also reinstate the 54 PAC companies that the previous government had abolished.


When pointed out that controversies had been raised over the functioning of the force from time to time, he said the PAC was a commendable force.

Replying to a question from the audience as to what the government was doing to save women from domestic violence, the CM said, “The 75 rescue vans, one each in all the districts, had been deployed for this purpose, apart from launching the dedicated helpline

Your mandate is to uphold rule of law in our democratic polity, says President to IPS trainees

A group of officer trainees of the 69 RR (2016 Batch) of the Indian Police Service, from the Sardar Vallabhbhai Patel National Police Academy, called on the President of India, Shri Ram Nath Kovind, today (November 13, 2017) at Rashtrapati Bhavan.


Addressing the officer trainees, the President said the Indian Police Service is one of the pillars of our national administrative system. As members of an All-India Service, they will no doubt serve in individual states – but they will represent a national idea. Their mandate is to uphold a common concept of the rule of law and of our democratic polity. In that sense, they are guardians of not just public order and honest conduct – but of the majesty of the law. The President called upon the officers to discharge their duties without fear or favour, and without time delays. He stated that as professional civil servants, they should be unafraid to give the political executive honest and unbiased advice. Their holy book and their constant guide must be the Constitution.


The President said that technology is both a challenge and a tool for policing. While it expands avenues for crimes, technology also allows the police to do its duties with greater efficiency. It allows the citizen to interact with the police force – and even to lodge a complaint – from the comfort of his or her home and computer or mobile phone. He called upon the officer trainees to encourage this process. He stated that the ideal police system is one where the citizen gets his due service from the police without needing to visit the police station.

The issue of regularising Home Guards will be discussed with the government, says M. Mahender Reddy

Assuring to take policing in Telangana to the next level, DGP M. Mahender Reddy on Sunday said achieving uniformity in service delivery standards in all police stations in the State is one of his priorities.

He was speaking with media persons after assuming charge at his office in Lakdikapool here. The way policemen react when a complainant walks into a police station in Hyderabad and a police station in remote part of Adilabad could be different. It would be ensured that response of the police across the State would be the same in a given situation. “Service delivery standards need to be defined first for this,” the DGP said.

Technology would be used as a force multiplier. A surveillance camera can do the work of 100 policemen. The CCTV - Nenu Saitham (installing surveillance cameras involving communities) project in Hyderabad helped police contain incidence or detection of crime.

Presently, the city has 1.5 lakh cameras. Efforts are on to install 10 lakh cameras in three commissionerates of Hyderabad, Cyberabad and Rachakonda in coming days, he said. “This would be replicated across the State as flagship project,” Mr. Reddy said.

Special plans are on the anvil to involve all sections of society in community policing. Processes would be re-engineered to decrease work burden and improve work execution skills. Policemen would be encouraged to use mobile-based computing technology to work smart.

As the DGP referred to Home Guards and constables as “Home Guard officers” and “Police Constable officers” in his initial remarks, a scribe asked if they would be described as officers officially as well. “With the permission of the government, we will try to do so 100%,” he replied. Similarly, the issue of regularising Home Guards would be discussed with the government, he said.

Earlier in the day, a farewell parade was organised at RBVRR Telangana State Police Academy in honour of outgoing DGP Anurag Sharma, who was appointed Advisor to Home Department. Mr. Sharma thanked all officers and policemen for their cooperation during his tenure.

The new DGP observed that Telangana Police successfully faced naxalism, terrorism and communal challenges in the past three-and-a-half years. He was apparently referring to scepticism expressed by some that safety and security in ‘a small State’ with ‘small police force’ would be difficult when Telangana was carved in 2014.

Describing the Constitution as the only holy book that should guide police officers, President Ram Nath Kovind on Monday said the mandate of the officers was to uphold the common concept of rule of law and democratic polity.

“In that sense, they are the guardians of not just public order and honest conduct but of the majesty of the law,” Mr. Kovind said addressing a group of trainee IPS officers at the Rashtrapati Bhavan.

He said the IPS was one of the pillars of the administrative system and called upon them to discharge their duties without fear or favour and without time delays.

The President added that “professional civil servants should not be afraid to give the political executive honest and unbiased advice”.

Describing technology both as an enabler and a challenge to modern day policing, Mr. Kovind urged the officers to encourage the use of technology for greater efficiency.

“Technology also enables citizens to interact with the police force and even to lodge a complaint from the home using computer or mobile phones,” he said


The President pointed out that the ideal situation was when the citizens got his due service without visiting the police station.
