The Telangana Police have begun a comprehensive survey of criminals and repeat offenders across the state to prepare a database that will help identify and track them in future.

Called “Sakala Nerasthula Samagra Survey”, the exercise is aimed at geo-tagging the criminals and their addresses so that when any offence is reported, the field police officer can narrow down the suspects using the available database.

All police officers, right from the lowest rank up to the Director General of Police, have fanned out across the state to collect data on offenders with a criminal history in the last 10 years. DGP M Mahender Reddy appealed to the public to assist the police in locating offenders and documenting their details.

Information related to offenders, such as their modus operandi, place of residence, photographs and fingerprints, has already been collated. The details have been sent to police stations where their addresses are located. All details are to be uploaded to the crime data analytic tools of the recently-launched mobile app, TSCOP. The DGP said the officials would carry out physical verification of the criminals’ addresses and activities, irrespective of the fact whether they had committed crime within their police station limits or elsewhere.

Each police station would constitute teams to go in the field, trace offenders and geo-tag their details. The data collected would include photographs, fingerprints and other details of criminals and their associates, with special focus on repeat offenders.

The exercise would enable police officers keep a continuous surveillance on criminals and monitor their activities by accessing real-time information while on field duty. Technology tools like Big Data Analytics would be used to proactively predict and prevent crime in addition to detection of crimes that had already occurred.

Chief Minister Capt Amarinder Singh today sought Rs 50-crore grant for police modernisation from Union Home Minister Rajnath Singh. He also demanded two companies of the Central Reserve Police Force (CRPF) to replace the Indian Reserve Battalion (IRB) in Punjab’s prisons, where his government has already initiated sweeping reforms.

The Chief Minister made this demand during a luncheon meeting with the Home Minister and Governor VP Badnore at the latter’s residence here today. The Chief Minister stressed that as a sensitive border state, Punjab needed a high-level security network, with a modern police force and fool-proof security in jails.

A government spokesperson said Rajnath Singh assured all possible help and also congratulated Punjab Chief Minister Capt Amarinder Singh for his government’s success against gangsters and criminals in the state, particularly in the context of the recent gunning down of most wanted gangster Vicky Gounder in an encounter.

The spokesperson said the meeting focussed on matters related to internal security, with thrust on cooperation between the Centre and state to maintain peace and stability in the region.

Besides Media Adviser to CM Raveen Thukral and DGP Suresh Arora, Captain Amarinder was accompanied by Chief Secretary Karan Avtar Singh and Principal Secretary Tejveer Singh.

Chief Minister Manohar Lal Khattar has stated that the state police force will get 6,000 personnel and 600 patrolling vehicles in the coming months. The Police Department will have 30 per cent women personnel.

Addressing the new recruits of the 84th batch at the Police Training Centre, Sunaria, today, the Chief Minister maintained that the state government would launch a new project, named Haryana-100, by this November. “Following the commissioning of the Rs 450-crore project, round-the-clock patrolling will be ensured across the state and a police party will reach the crime scene within 15 minutes of being informed,” he said.

Addressing the new police recruits, the CM stated that the police was the face of the government. He exhorted the police personnel to work in a manner that the criminals were apprehensive of the consequences of their deeds.

He said 6,000 to 8,000 police personnel would be inducted into the state police force every year to clear the backlog. The recruitment process would be fair and transparent.

Haryana DGP BS Sandhu, said the fresh recruitment process would be initiated this month. Personnel ranging from the ranks of constables, women constables, sub-inspectors and DSPs would be recruited, he said.

Rohtak range Inspector-General of Police Navdeep Singh Virk proposed the vote of thanks. Minister of State for Cooperatives Manish Grover, Rohtak DC Dr Yash Garg and SP Pankaj Nain were also present.

More than 1700 SPECIAL JUVENILE POLICE UNITS established in the country

More than 1700 Special Juvenile Police Units(SJPUs) have been established in the country. Each district and city in the country has atleast one SJPU. The Police officers of the Special Juvenile Police Unit are trained by their respective State Governments and State Police Academies. A module for training of Indian Police Services officers has been incorporated by National Police Academy. National level training programmes are also organized by National Institute of Public Cooperation and Child Development (NIPCCD). National Commission for Protection of Child Rights (NCPCR) has taken up an exercise for preparing uniform Training Manuals.

701 Juvenile Justice Boards (JJBs) Established in the country

There are 701 Juvenile Justice Boards (JJBs) in the country which are supported under the Integrated Child Protection Scheme (ICPS) of the Ministry of Women and Child Development. The primary responsibility of setting up the JJBs vests with the State Governments/UT Administrations concerned. Section 4 (1) of the Juvenile Justice (Care and Protection of Children) Act, 2015, provides that the State Government shall constitute for every district one or more JJBs for exercising the powers and discharging its functions relating to children in conflict with law and this is an on going process.

107 complaints received on SHe-box till date

Ministry of WCD issued advisories to all States/UTs to ensure effective implementation of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act.



In order to ensure the effective implementation of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, the Ministry has launched an online complaint management system titled Sexual Harassment electronic –Box (SHe-Box) for registering complaints related to sexual harassment at workplace of all women employees in the country, including government and private employees. So far, 107 complaints have been received through portal 'SHe-box'. All concerned authorities have been requested for appropriate resolution.



Ministry of Women and Child Development had issued advisories to all States/UTs Government to ensure effective implementation of the Act. The Ministries/Departments in Government of India have also been advised to ensure the compliance of the Act from time to time.Ministry of Corporate Affairs along with the industry bodies, Associated Chambers of Commerce & Industry of India (ASSOCHAM), Federation of Indian Chambers of Commerce and Industry (FICCI), Confederation of Indian Society, Chamber of Commerce & Industry (CCI), and National Association of Software and Services Companies (NASSCOM) have also been requested to ensure effective implementation of the Act amongst their members in private sectors.



The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 mandates all the workplace which include any department, organisation, undertaking, establishment, enterprise, institution, office, branch or unit which is established, owned, controlled or wholly or substantially financed by funds provided directly or indirectly by the appropriate Government or the local authority or a Government company or a corporation or a co-operative society having more than 10 workers to constitute Internal Complaint Committee (ICC) for receiving complaints of sexual harassment.The Act cast an obligation upon all the employers to constitute Internal Complaint Committee. Section 23 of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 casts responsibility on the appropriate Government to monitor the implementation of this Act.



Apart from the above, the Ministry has empanelled Institutes/Organizations for imparting training programmes/workshops in different parts of the country under Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.

Many are holding positions much below their rank, like vigilance officers

The Ministry of Home Affairs (MHA) directive to the State government not to “over-utilise” the State Deputation Reserve could provide a reprieve to many IPS officers who are serving in ex-cadre posts, particularly to those holding positions much below their ranks.

According to a senior police official, Tamil Nadu is perhaps the only State where a majority of Superintendents of Police (SPs) in districts are not IPS officers. Cadre post means a position reserved for IPS officers and State Deputation Reserve is a quota where IPS officers can be posted to ex-cadre posts. In Tamil Nadu, of the three cadre posts in the rank of DGP, the Director, Directorate of Vigilance and Anti-Corruption, is held by an ADGP rank officer.

“State Deputation Reserve is over-utilised since many IPS officers are posted to ex-cadre posts. This doesn’t happen anywhere…we have senior IPS officers serving in posts like Vigilance Officers in Electricity Board, Aavin, Transport Corporation etc,” a senior police official said.

For instance, a DGP who is a recipient of the President’s Police Medal for Gallantry has been serving in the Tamil Nadu State Transport Corporation as its Vigilance Officer for over six years. The corporation, already reeling under huge losses, has to bear the salary and establishment cost of the officer, which would be much more than its own Managing Director’s, the official said. However, police sources say the State has powers to create temporary posts to promote and accommodate IPS officers for a period of two years without the concurrence of the Centre. The Centre has now given concurrence for promoting one DGP, two ADGPs, six IGPs, seven DIGs and eight SPs (Selection Grade).

A day after the MHA’s letter to the Chief Secretary, the State government issued orders notifying that 12 officers in the rank of SP belonging to the 2004 batch of IPS were fit to be promoted as Deputy Inspector General of Police (DIG).

Detection most effective deterrent against crime: Shri Rajnath Singh

Union Home Minister addresses the 71st Raising Day Parade of Delhi Police

Union Home Minister Shri Rajnath Singh has said detection is the most effective deterrent against crime. Addressing the 71st Raising Day Parade of Delhi Police here today, he directed the Delhi Police top brass to update the crime control strategy. Calling upon the police force to acquaint themselves with the latest technology, Shri Rajnath Singh said forensics is a key factor in criminal investigation. The Government is adding more forensic laboratories in the national capital and with the Crime and Criminal Tracking Network & Systems (CCTNS) soon to be made fully operational, it will add to the capabilities of the Delhi Police, he added.

The Union Home Minister lauded the Delhi Police for their recent success in nabbing the wanted terrorist Junaid who had been eluding arrest for more than a decade and the rescue of a kidnapped child. He appreciated the community policing and Intelligent Traffic Management System among other success stories of the Delhi Police. Having given away awards for the Best Police Stations, Shri Rajnath Singh said the grading of Police Stations, as recommended during the Annual DGPs Conference, will result in healthy competition.

Citing the example of how Police in the Latin American city of Bogota, capital of Columbia, once known as the murder capital, brought a turn around and made the city safe, Shri Rajnath Singh said with effective strategy crime graph can be checked almost 70% even in metros like Delhi and Mumbai. No criminal dare escape the police net, he added.

The Union Home Minister said as Delhi is the capital of India, Delhi Police is seen by our countryman not just as a State Police but Police of the entire nation. Given the fact that it is seen as a police of entire country, people have lot of expectation from the Delhi Police. This requires Delhi Police to put extra effort and they need to be extra alert and cautious, he added.

On the occasion, the Union Home Minister gave away police medals and took salute of an impressive Parade. He announced a Rupees 5 crore contribution towards the Martyrs’ Fund of the Delhi Police.

“Total 21 high-quality pistols along with eight live cartridges of .32 bore have been recieved,” said P.S. Kushwah, DCP (Special Cell).

OFB have supplied around 600 pistols to Delhi Police.

A Jammu and Kashmir Legislative Council panel on Tuesday suggested creation of separate police range for Ladakh region and a women police station for Kargil district, after reviewing the functioning of the home department.

The department-related Standing Committee, which met here under the chairmanship of MLC Surinder Kumar Choudhary, also directed removal of encroachment on government land located around police and security installations, an official spokesman said.

He said the committee held detailed discussion on the functioning of various wings of the police department, pin-pointed certain gaps and called for addressing them to further improve functioning.

It observed that in view of a vast catchment area, there should be a separate police range for Ladakh region to ensure efficiency in the system, the spokesman said.

He said the committee also suggested creation of a women police station for Kargil district of Ladakh region.

The issues related to the encroachment on government land located around police and security installations at various places also figured prominently and the committee directed that necessary steps be taken to clear the same, the spokesman said.

He said modernisation of police department, building of infrastructure, creation of more manpower, policy of transfer and posting of police personnel in Ladakh region and creation of more executive police posts in Ladakh region were also discussed during the meeting.

Emergency routes identified to rush people to hospitals

The law enforcement would on Friday use aerial drones, surveillance cameras, and plain-clothes officers to police Attukal Pongala.

The police anticipate a massive inflow of devotees from Thursday. Many would spend the night in the vast festival area that falls within an 8-km radius of the temple. Hundreds would pitch camps on roadsides and pavements.

City Police Commissioner P. Prakash said the police faced a mammoth task to ensure security. More than 4,200 officers would be deployed in two shifts from Thursday to maintain law and order, regulate traffic, and ensure public safety. A sizeable number of them would be women enforcers.

The police have commandeered a fleet of ambulances and opened emergency routes to rush injured persons to hospitals.

Fire safety
The police have directed major hospitals in the district to ready themselves to admit mass casualties. The law enforcement has also deployed a large squadron of fire engines, around 60, each attended by a police officer with a wireless set to respond quickly to fire outbreaks. The administration has given much thought to fire safety.

It has banned devotees from offering Pongala in the vicinity of fuel depots and warehouses containing inflammable material.

Quick reaction team
A quick reaction team of women police commandos has been deployed inside the temple zone. A platoon of ‘Thunderbolts,’ the Special Weapons and Tactics Team (SWAT), would support them.

On the crime prevention front, the police have indexed the photographs of persons, including women, arrested on charges of child lifting, pick-pocketing, and chain snatching in the Attukal area in the past five years. Many of them were from other States. Hence, the police have sought officers from neighbouring States to help them identify troublemakers.

The police would focus primarily on child safety. Their primary task would be, as in the past years, to reunite lost children with their guardians. There would be a separate counter for the lost-and-found property.

Officers’ issues
The police have also appointed a welfare officer to attend to the complaints of officers, chiefly policewomen, on duty. He would take care of their mess and bivouacking needs.

Modern Weapons to Tackle Terrorist and Maoist activities

Modernisation of Police Forces is a continuous process and their requirement of modern weapons keeps evolving over time. The Central Armed Police Forces (CAPFs) are provided with latest state-of-the-art weapons as per their requirement to tackle the terrorist and maoist activities in the country. For further modernisation of the CAPFs, a Modernisation Plan-II for CAPFs is under implementation.

So far as State Police Forces are concerned, they are primarily the responsibility of the States. However, the Government of India supplements the efforts of State Governments by providing central assistance to strengthen police infrastructure. To equip the security system with state-of-the-art technology in view of the increasing terrorist and naxalite activities in the country, the Government has approved an enhanced outlay under the umbrella scheme of “Modernisation of Police Forces (MPF)” with a total outlay of Rs. 25,061 crore. Under this umbrella scheme, a sub-scheme of “Assistance to States for Modernization of Police” with an outlay of Rs. 7,380 crore has been approved for the period from 2017-18 to 2019-20. This sub-scheme is in continuation of the scheme of Modernisation of State Police Forces. Under this sub-scheme central assistance to States is provided for acquisition of security/surveillance/communication equipments, modern weaponry, forensic equipments etc.

This was stated by the Minister of State for Home Affairs, Shri Hanraj Gangaram Ahir in a written reply to a question in the Rajya Sabha today.

Foundation stone laid for redevelopment of Government Press

Shri Hardeep S.Puri, Minister of State (I/C) for Housing & Urban Affairs while laying the foundation stone of the Redevelopment of Government of India Press, Minto Road has stated that modernisation and upgradation is necessary to keep up with changing times. In this process, the project to modernize the Government of India Press located at Minto Road has been taken up. Smt.Meenakshi Lekhi, MP(Lok Sabha), Shri Durga Shankar Mishra, Secretary, Ministry of Housing & Urban Affairs and senior officers of the Ministry were also present on the occasion.


Government of India Press, Minto Road was established in the year 1931 and caters to the printing needs of both houses of the Parliament during session, important Gazette Notifications, Ordinances and Budget related materials. The Press is run in double shift in routine and three shifts during the Parliament sessions. The Press is proposed to be modernized with state of the art technology and machineries after getting it re-developed through CPWD. The sanctioned cost of the total project is Rs. 338.56 crores out of which Rs. 100.00 crores has been earmarked for plant and machineries.


After modernization, the quality of printing will be at par with international standards and the press would be able to do expeditious printing for both the house of Parliament. The capacity shall also increase to 166 crores A5 pages from the current level of 60 crores A5 pages. The multi-colour offset and digital printing would be available on demand.


The new building shall have 2 basements and seven upper floors with constructed area of 50,445 sqm. The new press building shall be a modern eco-friendly, centrally air-conditioned building with solar power generation, energy efficient LED fittings, waste water recycling and double glazed windows for thermal comfort.


CPWD has planned the construction of the new building in such a way that the press shall remain fully functional during construction time. CPWD has already started the work in EPC mode and the press shall be ready by January, 2020.

“Women are catalysts of change”: Union Home Minister

The Union Home Minister Shri Rajnath Singh has said women are the catalysts of change in our society. Addressing the gathering after giving away the Young Women Achievers Awards 2017-18, organised by the Federation of Indian Chambers of Commerce and Industry (FICCI), here today, Shri Rajnath Singh said a country cannot rise if half its population remains unequal. No force can stop India’s emergence as a developed country with such a vast capable, efficient and talented women workforce, he added.

Citing the provision of 33% reservation for women in the Police Forces, the Union Home Minister said their representation in the CAPFs is increasing at a fast pace now. He said the Government has effected several structural and procedural changes to encourage women entrepreneurship. Shri Rajnath Singh said the Government has directed maximum institutional financing facilitating loan approvals for Women, Dalits, Backward and weaker sections. With women empowerment, a New India will emerge in five years, he added.

All Police officers should be re-trained on various aspects of sexual offences

Smt Maneka Sanjay Gandhi writes to Chief Ministers of all States/UTs highlighting necessary steps for dealing with sexual offences

In a letter addressed to Chief Ministers of all the States/UTs, Smt. Maneka Sanjay Gandhi, Union Minister for Women and Child Development has outlined various steps to be taken by the States/UTs in preventing and curbing the crimes against women and children. Some of the steps mentioned in the letter are:

  1. All police officers should be re-trained on various aspects of sexual offences particularly those related to collection and preservation of evidence.
  2. Instructions may be issued to all police officers that utmost priority is to be given to complete the investigation of cases of sexual offences against children strictly as per the timelines of Law.
  3. State Governments must take strict action against those police officers who are found to be obstructing the investigation or colluding with the perpetrators of such cases.
  4. A quick and timely professional investigation is the only method in which a potential offender can be deterred but this can be done only by the states as the police department is the state subject. Forming a special cell only for sexual offences or specially for sexual offences on children, would be a significant step in this regard.
The Women and Child Development Minister offered help to State Governments in establishing Forensic Laboratories in states which can be used for forensic analysis of evidence in the investigation of sexual offences.

The WCD Minister has requested the states to generate awareness among the children in using the e-box set up under POCSO with child-help line number 1098. The Minister also highlighted that till date 175 One stop centres for women affected by violence have been set up by the Ministry of Women and Child Development. One Stop Centres are to help those women who have no access to either police or medical facilities or are not able to visit a police station in times of distress.

The letter also stressed that Section 21 of the POCSO Act may be invoked in all cases wherever failure to report or record is noted. Section 21 states that any officer who fails to report or record the commission of an offence under section 19/20 of the Act is liable for punishment.

The WCD Minister called for suggestions from the state Governments on dealing with the crimes against women and children.
