If BD wants to participate in a geopolitical gambit to make China's life miserable, don't you think China would not and should not return the favor? I have yet to see a single Chinese poster criticizing the CCP in a constructive way, not one ever. This is statistically impossible as it defies the bell curve. Posters from BD, Pakistan and India are always complaining about the Govt performance or the lack of it , same can't be said about Chines posters. Only other explanation maybe that Chines posters have a hive mind mentality.
CCP been in power for 70+ years. The first 30 years CCP rule was horrifying to say it nicely, however some Chinese posters act as if CCP can't do any harm. BD has not signed up to quad. Let them do it first. Obviously the ambassador give the statement to clear China's position in the matter.

His statements were more aimed at india and the pro india lobby in BD. At this moment, BD are pursuing the non aligned strategy. Which is exactly what China wants. So why complain?

Sober analysis.
The ambassador's public statement was helpful in keeping Bangladesh neutral, and Bangladesh could use it to ward off some of the pressure from US India .

It was kind of like a Grandaddy statement - which is not a bad thing and like I mentioned in one of my previous post, the Chinese will make judgements because of the relationship and because they see fit to.

Todays assertive China is not the China of ten years ago. We will see in the not too distant future China attaching political conditions to trade, economic assistance, loans, investments, and start forming more formal alliances.

Just to add to my previous post I doubt US is an actual threat to China, it is China itself. Soviet Union collapsed under its own weight. What poses more threat to China is the looming demographics, which is negative population growth currently standing at 1.3 . China needs to be at 2.1 fertality rate to be at replacing rate, China is far below than that.

I like to see how CCP comes out of this conundrum.

Weak or Strong is a relative description of strength position. Compared to the US -- the culprit of this geopolitical bully game, China is weak on many fronts. Contrary to a lot of analyses, I do not buy the view that China is more assertive or aggressive (depends who's speaking), than in the past but China needs to play the geopolitical game the US has laid in front of it. If a bully three or four times the size of you decides to force you play a game, you can't say no. That's exactly the situation in the last couple years.

In negotiations with Trump last year, I could tell China wasn't ready to play the game. Liu He basically signed a modern version of unequal treaty with the US. As I predicted then, US will not stop hitting China in the stomach and on the head until China kneels down or falls down into pieces. So that turned out true. The sanction on Huawei extended to other Chinese companies and industries, mud slinging turned up a couple knots, massive weapon sales to Taiwan seem non-stopped, winks were thrown at the Taiwan DPP to infuriate China, HK riots, then Xinjiang etc. Xi finally learns the US will not stop at signing an unequal treaty. US in fact wants China to break into several pieces so that China is engulfed in riots, unrests, and even civil wars.

Now that Xi learns of the Uncle Sam's intention (doesn't matter who's in the White House), China will play the geopolitical game. Signing Iran into a 25-year treaty is a starting step. Hitting Australia is another. Then the latest move -- support the Palestinians build their own state. You will see more moves from China this 2021 year.

পররাষ্ট্রমন্ত্রী আবদুল মোমেন-সহ আমাদের হাসিনা সরকারের নিশীথ ভোট বিষয়ক সমস্যা আছে সবাই জানি। এছাড়া এমনই আরো অনেক সমস্যা ছাড়াও এর উপর এসে পড়েছে লাভে টিকা কিনতে গিয়ে ঠগের পাল্লায় পড়ে পাবলিকের সামনে সরকারের ইজ্জত খোয়ানো! ভারতের টিকা নিলে নাকি রথ দেখা কলা বেচা দুটাই হবে, ঠগের দেখানো নগদ এমন লাভের লোভে পড়ে এখানে সরকারের চরম বেইজ্জতি অবস্থায় পড়েছিল।
মূল বেইজ্জতিটা অবশ্য ছিল এই যে, এরপর সরকারের হাতে কোন ব্রান্ডেরই কোন টিকা নাই, কোন উতপাদনকারি-দাতা নাই। যদিও ক্ষুন্ধ চীন আছে কিন্তু ‘সরি’ বলে তার গালমন্দ শুনে হলেও রাগ ভাঙাতে পারতে হবে! এককথায় কোন ভায়াবল সোর্সই নাই, ছিল না দুনিয়াতে যে নতুন করে সরকারের টিকা সরবরাহকারি হতে পারে। তাও যখন আবার করোনার দ্বিতীয় ঢেউ এসে গেছে। বিরাট গল্পে গগন ফাটিয়ে দেয়া ভারত গ্লোবালি সবাইকে টিকা দিবে, টিকা কূটনীতি করবে – কিন্তু শেষে গোমুত্র এর উপর ভরসাকারি ভারত হয়ে গেল সে।

এই ভন্ড ভারত, দেখা গেল আমাদেরকে দূরে থাক, শুধু ভারতের সব পাবলিক সবার জন্য টিকা উতপাদনেরই অযোগ্য। কারণ তার কারখানার সেই উতপাদন ক্যাপাসিটিই শুরু থেকেই নাই ছিল না। অথচ সবাই মোদীর চাপাবাজিতে বিশ্বাস করেছিল। সেরাম কোম্পানির মূল ও মোট উতপাদন ক্যাপাসিটি কত তা কেউ চেক করে নাই। ফলে তারা আগাম বাংলাদেশের টাকা নিয়ে নিজ কারখানার উতপাদন ক্যাপাসিটি বাড়িয়েছে ঠিকই কিন্তু আমাদেরকে টিকাও দেয় নাই, আমাদের টিকা নিজেরা ব্যবহার করেছে। আবার টাকাও ফেরত দেয় নি। আমাদের সরকার কমপ্লিট প্রতারিত অবস্থায়!
বলা যায়, হাসিনাকে গত ১৪ বছরে বহুবার চীনের সাথে নানান ইস্যুতে ডিল করতে হয়েছে, করতে পেরেছেন কিন্তু কখনও এত নিচা নামতে হয় নাই। নিচে ঝুকে কথা বলতে হয় নাই। এবার হয়েছে। কারণ বাস্তবত দুনিয়াতে বাংলাদেশের জন্য চীনই একমাত্র সমাধানদাতা অবশিষ্ট ছিল । চীন নিশ্চিত করেছে আমাদের টিকার প্রাপ্যতা ও সাথে বিনিয়োগ, টেকনিক্যালিটি ইত্যাদি যা যা লাগে সব যোগাড় করে দিবে। মনে হচ্ছে হাসিনার ইজ্জত চীন রক্ষা করে দিতে যাচ্ছে। হাসিনার কাছে এর চেয়ে বড় পাওনা আর কী!
তবু সর্বশেষ, ঘটনার শেষের দিক থেকে বলা শুরু করলে বলতে হয়, কয়েক ঘন্টা আগে সাংবাদিক সম্মেলনে মোমেন বাংলাদেশের মিডিয়া্র কূটনীতিক জগতকে একটা ভাল শিক্ষা দিয়েছে। একেবারে তুলে আছাড় মেরে দিয়েছেন। কারণ কেউ কোন দেশ কোনদিনই বাংলাদেশকে কোয়াডে যোগ দিতে অফার করে নাই। কোয়াড নিজেই যে ম্যাচুরিটিতেই এখনও যায় নাই, তাই। এই কঠিন সত্যির খবর না নিয়েই আমরা ……।
অতএব এসব কথিত সাংবাদিক-কূল তার সামনে কতটা নাদান তাই তিনি দেখিয়ে দিয়েছেন। হয়ত এই শিক্ষা তাদের জন্য পাওনা ছিল। এটা ইতিবাচক হবে। এখন তিনি যদি দয়া করে একটা ইস্কুল খুলেন আর মিডিয়ার সম্পাদকেরা যদি তাদের কথিত কূটনীতিক কর্মিদের সেখানে পড়তে পাঠান তাহলে মনে হয় আমরা সবাই একটা রাস্তা খুজে পাব! পেতেও পারি!
খুব অল্প কথায় বললে, প্রথম আলো ও তার রিপোর্টার প্রথম থেকেই দাবি করেছিল, “যুক্তরাষ্ট্রের নেতৃত্বাধীন ভারতসহ চারটি দেশের কৌশলগত অনানুষ্ঠানিক নিরাপত্তা সংলাপ বা কোয়াড নিয়ে চীন তার উদ্বেগের কথা” – এটাই নাকি বাংলাদেশকে আনুষ্ঠানিকভাবে চীন জানাতে এসেছিল। চীনা প্রতিরক্ষামন্ত্রীর ২৭ এপ্রিলে বাংলাদেশে কয়েক ঘন্টার সফরে নাকি তাই ঘটেছিল।
যদিও প্রথম আলোর ঐ রিপোর্ট পড়ে মনে হয় নাই যে “কোয়াড কী” সে সম্পর্কে রিপোর্টার জানেন বা খবর রাখেন।
যেমন ধরেন, ১। কোয়াড নিজেই কী এতটুকু সংগঠিত যার অন্তত একটা নিজস্ব ফাংশনাল সেক্রেটারিয়েট আছে?.জবাব হল – এটা অতদুরে সংগঠিত পারে নাই এখনও। কেবল বাইডেন আসার পর এই প্রথমবার কোয়াড এক যৌথ বিবৃতি দিতে সক্ষম হয়েছিল। অথচ কোয়াডের জন্ম নাকি ২০০৭ সালে, কেউ বলে এরও আগে।
২। কোয়াড কী সামরিক জোট না বাণিজ্যিক না স্টাটেজিক – না কি সবকিছু? এই ব্যাপারটা কী চাররাষ্ট্রের মধ্যে সেটেল্ড? তারা নিজেরা কথা শেষ করতে পেরেছেন নিজেদের মধ্যে? না, বরং এটা একেবারেই অনালোচিত। ফলে একটা সিদ্ধান্তে আসা দূর কা বাত। আর এটা সামরিক জোট হতে চাইলে ভারত সম্ভবত সবার আগে বের হয়ে যাবে, সেই সম্ভাবনা আছে।
৩। সবচেয়ে বড় প্রশ্ন, কোয়াড রাষ্ট্রগুলো কী নিশ্চিত তারা এই জোটকে বাড়াবে, মানে পঞ্চম কোন রাষ্ট্রকে ভিতরে নিবে? জবাব হল, তারা নিজেরা চারজনই যেখানে নড়বড়ে কে কতটুর থাকে ঠিক নাই, আবার কোয়াড নিজেই অস্পষ্ট যে সে কতদুর যেতে চায় সেখানে পঞ্চম রাষ্ট্রের যোগদান নিয়ে আলাপ কোথা থেকে হবে? এমন কথা বলার মানে এরা তো মফস্বলি সাংবাদিক হওয়ারও যোগ্য না।
তাহলে একেবারেই কী বাংলাদেশকে কেউ কোয়াড নিয়ে অফারই করে নাই? হা ঠিক তাই। মোমেন শতভাগ ঠিক বলছেন। “যে প্রতিষ্ঠানের (কোয়াড) কথা বলেছেন, সেই প্রতিষ্ঠানের লোকজন আমাদের কাছে এখনও অ্যাপ্রোচই করে নাই”। তাহলে?
কোয়াড নাকি ইন্দো-প্যসেফিকঃ
এমনিতেই ইন্দো-প্যসেফিক নিয়ে জোট বা আরেক উদ্যোগ যেটা আছে ওর সাথে আবার এই কোয়াডের সম্পর্ক কী তা স্পষ্ট নয়। এখনও পরিস্কার করে নাই তারা কেউ। আর গত বছর ট্রাম্পের উপপররাষ্ট্রমন্ত্রী স্তিফান বিগান অক্টোবরে যে বাংলাদেশ সফরে এসেছিলেন তখন ইন্দো-প্যসেফিক উদ্যোগে যুক্ত হওয়ার জন্য অফার করতে পারে বলে কথা শোনা গিয়েছিল। কিন্তু বিগান ঢাকার পৌছানোর আগের দুদিন ধরে মন্ত্রী মোমেন মিডিয়ায় যে কামান দেগেছিলেন সেটা থেকে সবকিছু আমাদের বুঝতে পেরে যাওয়া উচিত। তিনি আমেরিকাকে উদ্দেশ্য করে মিডিয়ায় বলেছিলেন – (অ্যামেরিকার স্তিফান এসে অফার দিলেও) আমরা কোন সামরিক জোটে যেতে পারব না, অস্ত্র কিনতে পারব না। কেবল অবকাঠামো খাতে যদি ঋণ দিবার মুরোদ থাকে (যা অ্যামেরিকার নাই) তাহলে কিছু আলাপ হতে পারে। এই ছিল তার সার কথা। আমার পুরান লেখায় দেখতে পারেন। এভাবে সরাসরি আর ফ্লাট এক অবস্থান আর প্রকাশ্যে তা মুখের উপর টাঙিয়ে রেখেছিলেন তিনি।
তাহলে কী অ্যামেরিকার সাথে “ব্যাপারস্যাপার” বলে বাংলাদেশের কী কিছুই ছিল না, নাই? হা, অবশ্যই আছে। মূল কথায় তা হল, বাস্তবতা হল গ্লোবাল অর্থনৈতিক নেতা হিসাবে আমেরিকা হেরে যাচ্ছে চীন উঠে আসছে। এই পটভুমিতে আমেরিকা-চীনের দ্বন্দ্বে কোন কোন রাষ্ট্র চীনকে ফেলে আমেরিকার পক্ষে যাবে এরই একটা ভাসা ভাসা জোটের ধারণা অবশ্যই আছে। ভাসা ভাসা বলছি এজন্য যে জাপান, অষ্ট্রেলিয়া ও ভারত এই তিন রাষ্ট্রই এখনও চীনের সাথে বাণিজ্য সম্পর্কের ইস্যুতে চীনকে একেবারেই ত্যাগ করে ফেলে আসতে রাজী তা একেবারেই না। তারা কেউ সিদ্ধান্ত নেয় নাই, নেওয়াটা বাস্তবেও খুবই কঠিন। বরং বলা যায় “অ্যামেরিকার দিকে চললাম” এমন সম্ভাবনার কথা ঝুলিয়ে রেখে এটাকে প্রচ্চন্ন হুমকির মত ব্যবহার করে তারা চীনের বিরুদ্ধে অ্যামেরিকার দিকে বা ভাইসভারসা উলটা আমেরিকার থেকে আরো বাণিজ্য বা অন্য-সুবিধা আদায়ের পক্ষপাতি। এবং তা পেলে একেবারেই অ্যামেরিকাকে হাত ছেড়ে চীনের সাথেও জুড়তে পারে। সে সম্ভাবনাও বাদ দেয়া যায় না।
আবার কোয়াড সামরিক জোটে রূপ নিতে গেলে সবার আগে ভারত বের হয়ে যাবে। এছাড়া বঙ্গোপসাগরে এখন আমেরিকা, চীন আর ভারত তিনপক্ষ যার যার নিজের অবস্থানের পক্ষে একা দাড়ানোর দিকে পরিস্থিতি যাচ্ছে। মূল কারণ আমেরিকান সেভেন্থ ফ্লিট বঙ্গোপসাগরে মোতায়েনের ইচ্ছা। তাহলে ইন্দো-প্যসেফিক বা কোয়াড – কিসের কী? তা আর থাকে বা টিকে থাকে কোথায়?
এছাড়া আরো কিছু মুখ্য তথ্য হল, শেখ হাসিনার অবস্থান তো লুকানো নয়। ২০১২ সালের পর থেকে হাসিনা আর কখনও অ্যামেরিকার প্রশাসনের সাথে কোন ডিল বা বিশেষ সম্পর্কে যান নাই এবং সম্ভবত কখনও যাবেন না। কারণ তিনি তাদের উপর আস্থা রাখেন না, বিশ্বাসভঙ্গকারি মনে করেন। তবে অবশ্যই হাসিনা এসব কথা লিখে উচ্চারণ করে বলেন নাই, কাজে বুঝিয়েছেন। যেমন স্তিফান বিগানের সফরে!
এখন উপরে ধারাবাহিকভাবে যেসব খবরের কিছু লিখলাম সেসব খবরগুলো যিনি রাখেন নাই, যা লুকানোও নয়, – এখন আপনারাই বলেন তার কী কূটনীতিক পাড়ায় থাকা উচিত। এককথায় বাংলাদেশকে কোয়াডে যোগ দিবার প্রসঙ্গই যেখানে নাই, আতাপাতাও নাই সেখানে প্রথম আলোর চীনা প্রতিরক্ষামন্ত্রীর বরাতে এতসব দাবি করার অর্থ কী? যদিও আপনারা বাংলাদেশ, আমেরিকা-ভারতের দিকে চলে যায়েন না – টাইপের আবছা কথাবার্তা তো হতেই পারে। যদিও মনে হয় না, তা আনুষ্ঠানিক কিছু হবে না। কারণ মূলকথা এর কিছুই এখনও ম্যাচুইরিটি পায় নাই।
তাহলে চীনা রাষ্ট্রদুত কোয়াড নিয়ে এত কড়া কথা বললেন কেন?
বলেছেন এজন্য যে পড়ে পাওয়া সুযোগ দেখেছেন, তাই। আর তার তা এবার তুলে নিলে চীনের লাভ দেখেছেন, তাই।
যেমন আমাদের সাংবাদিকেরাই নিশ্চিত করেছেন বাংলাদেশ নাকি কোয়াডে ঢুকার অফার-দাওয়াত পেয়েছে। এটা ধরে নিয়ে তারা সব কথা বলে গেছেন। যদিও বাস্তবত আসলে এটা যদি টাইপের কথা। কথাটা বায়োবীয় হয়, মানে যদির কথা নদির পাড়ের হয় তাহলে এই সুযোগে দুটা কথা বলার সুযোগ চিনা রাষ্ট্রদুত দেখবেন তো নিবেনই না কেন! যেমন চীনা রাষ্ট্রদুত বলল ধরেন, দেখেন টিকা নিয়ে ভারত আপনাদের প্রতারিত করেছে। কাজেই আপনারা বাংলাদেশ কিন্তু, আমেরিকা-ভারতের দিকে যায়েন না – এটাইপের আবছা কথাটা যদি তিনি এই সুযোগে স্পষ্ট করে বেটার বলতে পারেন যে – কোয়াডে যোগ দিলে বাংলাদেশের সাথে চীনের দ্বিপাক্ষিক সম্পর্কটা ক্ষতিগ্রস্থ হবে (কথাটা সত্যিও বটে); তো রাষ্ট্রদুত সেসুযোগ নিবেন না কেন? কারণ, মনে রাখবেন চীনা রাষ্টদুত নিশ্চিত করছেন না যে আমরা কোয়াদে ঢুবার অফার পেয়েছি কী না। এটা নিশ্চভিত করছি আমাদের সাংবাদিকেরা……; রাইট! কাজেই এতে রাষ্ট্রদুতের দায় কী?
এককথায় বোকা সাংবাদিকেরা অজান্তে চীনা রাষ্টদুতকে সুবিধা করে দিয়েছেন আর তিনি তা নিয়েছেন!
আবার সাংবাদিকেরা যদি মনে করেন চীনা রাষ্ট্রদুতের মুখ থেকে এইকথা বের করে দিয়ে অ্যামেরিকার কোন বিশাল লাভ করে দিয়েছেন তারা তাহলে সেটাও ভিত্তিহীন ধারণা। কারণ আমেরিকানদের এসব কথা অজানা থাকার কোন কারণ নাই!
তাহলে?

পররাষ্ট্রমন্ত্রী আবদুল মোমেন-সহ আমাদের হাসিনা সরকারের নিশীথ ভোট বিষয়ক সমস্যা আছে সবাই জানি। এছাড়া এমনই আরো অনেক সমস্যা ছাড়াও এর উপর এসে পড়েছে লাভে টিকা কিনতে গিয়ে ঠগের পাল্লায় পড়ে পাবলিকের সামনে সরকারের ইজ্জত খোয়ানো! ভারতের টিকা নিলে নাকি রথ দেখা কলা বেচা দুটাই হবে, ঠগের দেখানো নগদ এমন লাভের লোভে পড়ে এখানে সরকারের চরম বেইজ্জতি অবস্থায় পড়েছিল।
মূল বেইজ্জতিটা অবশ্য ছিল এই যে, এরপর সরকারের হাতে কোন ব্রান্ডেরই কোন টিকা নাই, কোন উতপাদনকারি-দাতা নাই। যদিও ক্ষুন্ধ চীন আছে কিন্তু ‘সরি’ বলে তার গালমন্দ শুনে হলেও রাগ ভাঙাতে পারতে হবে! এককথায় কোন ভায়াবল সোর্সই নাই, ছিল না দুনিয়াতে যে নতুন করে সরকারের টিকা সরবরাহকারি হতে পারে। তাও যখন আবার করোনার দ্বিতীয় ঢেউ এসে গেছে। বিরাট গল্পে গগন ফাটিয়ে দেয়া ভারত গ্লোবালি সবাইকে টিকা দিবে, টিকা কূটনীতি করবে – কিন্তু শেষে গোমুত্র এর উপর ভরসাকারি ভারত হয়ে গেল সে।

এই ভন্ড ভারত, দেখা গেল আমাদেরকে দূরে থাক, শুধু ভারতের সব পাবলিক সবার জন্য টিকা উতপাদনেরই অযোগ্য। কারণ তার কারখানার সেই উতপাদন ক্যাপাসিটিই শুরু থেকেই নাই ছিল না। অথচ সবাই মোদীর চাপাবাজিতে বিশ্বাস করেছিল। সেরাম কোম্পানির মূল ও মোট উতপাদন ক্যাপাসিটি কত তা কেউ চেক করে নাই। ফলে তারা আগাম বাংলাদেশের টাকা নিয়ে নিজ কারখানার উতপাদন ক্যাপাসিটি বাড়িয়েছে ঠিকই কিন্তু আমাদেরকে টিকাও দেয় নাই, আমাদের টিকা নিজেরা ব্যবহার করেছে। আবার টাকাও ফেরত দেয় নি। আমাদের সরকার কমপ্লিট প্রতারিত অবস্থায়!
বলা যায়, হাসিনাকে গত ১৪ বছরে বহুবার চীনের সাথে নানান ইস্যুতে ডিল করতে হয়েছে, করতে পেরেছেন কিন্তু কখনও এত নিচা নামতে হয় নাই। নিচে ঝুকে কথা বলতে হয় নাই। এবার হয়েছে। কারণ বাস্তবত দুনিয়াতে বাংলাদেশের জন্য চীনই একমাত্র সমাধানদাতা অবশিষ্ট ছিল । চীন নিশ্চিত করেছে আমাদের টিকার প্রাপ্যতা ও সাথে বিনিয়োগ, টেকনিক্যালিটি ইত্যাদি যা যা লাগে সব যোগাড় করে দিবে। মনে হচ্ছে হাসিনার ইজ্জত চীন রক্ষা করে দিতে যাচ্ছে। হাসিনার কাছে এর চেয়ে বড় পাওনা আর কী!
তবু সর্বশেষ, ঘটনার শেষের দিক থেকে বলা শুরু করলে বলতে হয়, কয়েক ঘন্টা আগে সাংবাদিক সম্মেলনে মোমেন বাংলাদেশের মিডিয়া্র কূটনীতিক জগতকে একটা ভাল শিক্ষা দিয়েছে। একেবারে তুলে আছাড় মেরে দিয়েছেন। কারণ কেউ কোন দেশ কোনদিনই বাংলাদেশকে কোয়াডে যোগ দিতে অফার করে নাই। কোয়াড নিজেই যে ম্যাচুরিটিতেই এখনও যায় নাই, তাই। এই কঠিন সত্যির খবর না নিয়েই আমরা ……।
অতএব এসব কথিত সাংবাদিক-কূল তার সামনে কতটা নাদান তাই তিনি দেখিয়ে দিয়েছেন। হয়ত এই শিক্ষা তাদের জন্য পাওনা ছিল। এটা ইতিবাচক হবে। এখন তিনি যদি দয়া করে একটা ইস্কুল খুলেন আর মিডিয়ার সম্পাদকেরা যদি তাদের কথিত কূটনীতিক কর্মিদের সেখানে পড়তে পাঠান তাহলে মনে হয় আমরা সবাই একটা রাস্তা খুজে পাব! পেতেও পারি!
খুব অল্প কথায় বললে, প্রথম আলো ও তার রিপোর্টার প্রথম থেকেই দাবি করেছিল, “যুক্তরাষ্ট্রের নেতৃত্বাধীন ভারতসহ চারটি দেশের কৌশলগত অনানুষ্ঠানিক নিরাপত্তা সংলাপ বা কোয়াড নিয়ে চীন তার উদ্বেগের কথা” – এটাই নাকি বাংলাদেশকে আনুষ্ঠানিকভাবে চীন জানাতে এসেছিল। চীনা প্রতিরক্ষামন্ত্রীর ২৭ এপ্রিলে বাংলাদেশে কয়েক ঘন্টার সফরে নাকি তাই ঘটেছিল।
যদিও প্রথম আলোর ঐ রিপোর্ট পড়ে মনে হয় নাই যে “কোয়াড কী” সে সম্পর্কে রিপোর্টার জানেন বা খবর রাখেন।
যেমন ধরেন, ১। কোয়াড নিজেই কী এতটুকু সংগঠিত যার অন্তত একটা নিজস্ব ফাংশনাল সেক্রেটারিয়েট আছে?.জবাব হল – এটা অতদুরে সংগঠিত পারে নাই এখনও। কেবল বাইডেন আসার পর এই প্রথমবার কোয়াড এক যৌথ বিবৃতি দিতে সক্ষম হয়েছিল। অথচ কোয়াডের জন্ম নাকি ২০০৭ সালে, কেউ বলে এরও আগে।
২। কোয়াড কী সামরিক জোট না বাণিজ্যিক না স্টাটেজিক – না কি সবকিছু? এই ব্যাপারটা কী চাররাষ্ট্রের মধ্যে সেটেল্ড? তারা নিজেরা কথা শেষ করতে পেরেছেন নিজেদের মধ্যে? না, বরং এটা একেবারেই অনালোচিত। ফলে একটা সিদ্ধান্তে আসা দূর কা বাত। আর এটা সামরিক জোট হতে চাইলে ভারত সম্ভবত সবার আগে বের হয়ে যাবে, সেই সম্ভাবনা আছে।
৩। সবচেয়ে বড় প্রশ্ন, কোয়াড রাষ্ট্রগুলো কী নিশ্চিত তারা এই জোটকে বাড়াবে, মানে পঞ্চম কোন রাষ্ট্রকে ভিতরে নিবে? জবাব হল, তারা নিজেরা চারজনই যেখানে নড়বড়ে কে কতটুর থাকে ঠিক নাই, আবার কোয়াড নিজেই অস্পষ্ট যে সে কতদুর যেতে চায় সেখানে পঞ্চম রাষ্ট্রের যোগদান নিয়ে আলাপ কোথা থেকে হবে? এমন কথা বলার মানে এরা তো মফস্বলি সাংবাদিক হওয়ারও যোগ্য না।
তাহলে একেবারেই কী বাংলাদেশকে কেউ কোয়াড নিয়ে অফারই করে নাই? হা ঠিক তাই। মোমেন শতভাগ ঠিক বলছেন। “যে প্রতিষ্ঠানের (কোয়াড) কথা বলেছেন, সেই প্রতিষ্ঠানের লোকজন আমাদের কাছে এখনও অ্যাপ্রোচই করে নাই”। তাহলে?
কোয়াড নাকি ইন্দো-প্যসেফিকঃ
এমনিতেই ইন্দো-প্যসেফিক নিয়ে জোট বা আরেক উদ্যোগ যেটা আছে ওর সাথে আবার এই কোয়াডের সম্পর্ক কী তা স্পষ্ট নয়। এখনও পরিস্কার করে নাই তারা কেউ। আর গত বছর ট্রাম্পের উপপররাষ্ট্রমন্ত্রী স্তিফান বিগান অক্টোবরে যে বাংলাদেশ সফরে এসেছিলেন তখন ইন্দো-প্যসেফিক উদ্যোগে যুক্ত হওয়ার জন্য অফার করতে পারে বলে কথা শোনা গিয়েছিল। কিন্তু বিগান ঢাকার পৌছানোর আগের দুদিন ধরে মন্ত্রী মোমেন মিডিয়ায় যে কামান দেগেছিলেন সেটা থেকে সবকিছু আমাদের বুঝতে পেরে যাওয়া উচিত। তিনি আমেরিকাকে উদ্দেশ্য করে মিডিয়ায় বলেছিলেন – (অ্যামেরিকার স্তিফান এসে অফার দিলেও) আমরা কোন সামরিক জোটে যেতে পারব না, অস্ত্র কিনতে পারব না। কেবল অবকাঠামো খাতে যদি ঋণ দিবার মুরোদ থাকে (যা অ্যামেরিকার নাই) তাহলে কিছু আলাপ হতে পারে। এই ছিল তার সার কথা। আমার পুরান লেখায় দেখতে পারেন। এভাবে সরাসরি আর ফ্লাট এক অবস্থান আর প্রকাশ্যে তা মুখের উপর টাঙিয়ে রেখেছিলেন তিনি।
তাহলে কী অ্যামেরিকার সাথে “ব্যাপারস্যাপার” বলে বাংলাদেশের কী কিছুই ছিল না, নাই? হা, অবশ্যই আছে। মূল কথায় তা হল, বাস্তবতা হল গ্লোবাল অর্থনৈতিক নেতা হিসাবে আমেরিকা হেরে যাচ্ছে চীন উঠে আসছে। এই পটভুমিতে আমেরিকা-চীনের দ্বন্দ্বে কোন কোন রাষ্ট্র চীনকে ফেলে আমেরিকার পক্ষে যাবে এরই একটা ভাসা ভাসা জোটের ধারণা অবশ্যই আছে। ভাসা ভাসা বলছি এজন্য যে জাপান, অষ্ট্রেলিয়া ও ভারত এই তিন রাষ্ট্রই এখনও চীনের সাথে বাণিজ্য সম্পর্কের ইস্যুতে চীনকে একেবারেই ত্যাগ করে ফেলে আসতে রাজী তা একেবারেই না। তারা কেউ সিদ্ধান্ত নেয় নাই, নেওয়াটা বাস্তবেও খুবই কঠিন। বরং বলা যায় “অ্যামেরিকার দিকে চললাম” এমন সম্ভাবনার কথা ঝুলিয়ে রেখে এটাকে প্রচ্চন্ন হুমকির মত ব্যবহার করে তারা চীনের বিরুদ্ধে অ্যামেরিকার দিকে বা ভাইসভারসা উলটা আমেরিকার থেকে আরো বাণিজ্য বা অন্য-সুবিধা আদায়ের পক্ষপাতি। এবং তা পেলে একেবারেই অ্যামেরিকাকে হাত ছেড়ে চীনের সাথেও জুড়তে পারে। সে সম্ভাবনাও বাদ দেয়া যায় না।
আবার কোয়াড সামরিক জোটে রূপ নিতে গেলে সবার আগে ভারত বের হয়ে যাবে। এছাড়া বঙ্গোপসাগরে এখন আমেরিকা, চীন আর ভারত তিনপক্ষ যার যার নিজের অবস্থানের পক্ষে একা দাড়ানোর দিকে পরিস্থিতি যাচ্ছে। মূল কারণ আমেরিকান সেভেন্থ ফ্লিট বঙ্গোপসাগরে মোতায়েনের ইচ্ছা। তাহলে ইন্দো-প্যসেফিক বা কোয়াড – কিসের কী? তা আর থাকে বা টিকে থাকে কোথায়?
