Concept of strategic depth is now largely obsolete in this age.
Most of Pakistan, including all it's major cities are within 200-250 km from Indian border as well.But that didn't prevent Pakistan from becoming a big sore point for you.

Military budget is not everything.A lot of Indian budget simply waste away.Otherwise, why India can't replace it's tanks and fighter plane, which mostly are old and rundown? Pakistan has 1/6th defence budget of India.But they are maintaining a balance.Saudi spend 4 times more money than Turkey, But Turkey is more powerful than Saudi.Our defence budget is rising fast.It trebled in last 7 years and will grow rapidly for years to come.Indian budget didn't trebled in that same time period.If we can bring the defence budget within 1/8 of India, than it will not be hard to attain 1/4th of naval power.
