Yes but one billion not enough to buy such high tech jets dont forget u have to buy supporting infastructure with the jet to keep it in air which is in itself expensive

U increase 2 billion a year in defence budget than it will be destributed between three forces equaly what airforce get is millions and out of it airforce has to maintain old systems
