Any Israeli or US hostile moves towards Iraq will only result in Iraq moving closer to Iran as it strengthens groups like Badr Organization in Iraq's parliament, based on finally figuring that out the Saudi gov re-approached Iraq. Israel of course doesn't care if things escalate, the US has more to lose here but for Israel the more things escalate in Iraq and the region the more the US has to escalate against Iran and its allies.

Israel has always let the US do the work for them, they wouldn't be able to do it themselves.

PMU got regulated as a state security force, Iraq can legally buy and wield rockets and missiles given it's a state and it's not targeting Israel. Try to differentiate between different groups, they follow different commands.

Hiding behind proxies and let other countries to be blamed is what they do in Yemen , Syria and Lebanon. Now they they try to open another branch in Iraq.

The main reason is that they fail to protect their bases in Syria so they thought that in Iraq they would be out of reach. But apparently not.
