Agreed. Azerbaijan might be willing to fight Armenia. But Azerbaijan don't dare to fight Russia. Hell, Georgia gave up after losing only 100 soldiers, a small fraction of the 900 soldiers Azerbaijan lost to Armenia so far. Azerbaijan don't mind losing men to Armenia, but Azerbaijan is not willing to lose a single man to Russia. Russia is world's biggest country. You don't mess with the world's biggest country. Just. More range. 100 km strike range compared to 10 km strike range. And pin point accuracy. Shells can miss by quite a margin.

ARM has artillery that can go 45 km and small rockets that go further. I think they are trying to not look like unprepared fools to their population.
