Assistant Director ISI is a 17 Grade Officer .. They are permanent Govt employees like others Assistant Commissioner (AC) and they are promoted as DY Dir, Dir up to Dir General rank (Grade 21).....

My youngest Bro also worked as 17 Grade Officer on Contract Basis with ISI & was selected as Assistant Dir later on permanent basis, but he resigned and continued his career as Telecom Engr .....

Of course MoD is just a tag and candidates only come to know about ISI once they been hired. Normally recruitment happens every year and even twice as well depends on numbers requirement. Yes Desk job starts from grade 17 but it depends on specific department as well. I have seen many officers in the field as well even though their ranks were above than 18 grade.

Yes, very openly --- uptil 2010 MoD (read ISI) itself was taking Entry test for the posts of ASI to AD --- however from 2012 onward they have outsourced the Screening test to NTS ---- , one recruitment phase was in start of 2014 ended in mid 2015 & now the current one was started in December 2015 and is in final phase ---

Many of the advertise posts under MoD are for ISI - but if it reads MoD GHQ division that means it is for Army ---- but that is very rare because Civilian posts for Army are advertised by FPSC while ISI recruits directly under MoD ----
16 yrs of education is the requirement for all BPS - 17 posts , why not apply --- also there are too Cadres for MoD - AD General & AD Technical --- mostly CS / SE / Telecom or Network Engineers are recruited for AD Tech ---
