Army chief to brief CCS on need for mountain strike corps

India will never dare to attack China. If China should attack India, then there will be a 1962 repeat with IA running further this time. This proposed Strike Corps will really be employed against us, BD.

There are already 80,000+ troops actively present in the state with more underway against the LAC border, just as a precaution.

The discussion is about mountain strike corps in other mountain border states as well because the border has been quiet for so long and with out proper manning.

BTW no on attacks with such less troops. I thought you had at least that level of basic understanding.

The CCS is made up of civilians- they know next to nothing about defence matters hence they need to be briefed by the military.

Of course the CCS has to be briefed about it. It's the civilian leadership that ultimately decides, because it is the civilians who pay for it. All strategic decisions are taken with the approval of the cabinet committee on security. It is the COAS' job to do it, and I am glad that all the institutions are working as they should.

And this is a big strategic move - this is like raising an entire british army (numerically) solely for mountain warfare. Huge in numbers, cost and the capabilities it brings to the table.

offcourse CCS has to be briefed on the matters. But COAS has to explain them the "need" of MSC then they definatly don't belong there.

I am not saying COAS should not brief CCS. I am saying he should not waist his time on explaining need when anyone with decent knowledge can tell our Eastern border need to be beef up. Instead he should have brief them on functioning and operation capabilies that would be achived by this move.

For Bolded part, mate these guies have support team of dozens of senior IAS officers each , who turned their hairs white in this job. So they definatly got filled up to the level of decision making.

Besides, the National Security Adviser, J.N. Dixit, will be an ex-officio member. The Army Chief often aids the CCS as do the chiefs of various intelligence agencies, as per the nature of urgency. During the Vajpayee Government, K.C. Pant, in his capacity as Deputy Chairman of the Planning Commission, was also a member of the CCS.

^^^ thanks for the info, but basically CCS consists of just these five persons, who have the final say. Also i reiterate my point, the issue is that raising a whole mountain strike crop will involve around Rs. 10000 crore, so GOI wants to know every detail about this project since it is already facing financial crunch.

Exactly^^^. That's what they (CCS) need to know and NOT the discussion on "Do we need a MSC or not ???" cuz by this time they must have understood we need dam two MSC in that area

A day after the Prime Minister Manmohan Singh-chaired Cabinet Committee on Security (CCS) gave its nod to the Army’s much-awaited proposal to raise a mountain corps along the border with China in North-East, External Affairs Minister Salman Khurshid on Thursday described it as a "pragmatic" decision.

"In national interest, we will do whatever needs to be done at the appropriate level. We work for peace as much as for tough times," Mr. Khurshid, who is also a member of the high-level CCS, said while welcoming the decision. He was speaking to reporters on the sidelines of an art exhibition here. He added that the government takes ``steps whenever necessary."

"We live in a world which combines principles with pragmatism... we also maintain a rational, decent balance in our policies," he said.

The CCS on Wednesday approved a proposal for raising of a mountain corps that would have nearly 45,000 additional troops along the border with China at a cost of around Rs 65,000 crore that would be spread over next seven years.

Sources indicated that there could be some forward movement on raising the mountain corps within next one year. The full-fledged corps would have equipment, weapons, artillery guns, helicopters and the next lot of C-130-J Super Hercules aircraft of the IAF, used for air dropping of troops, will be stationed at Panagarh in West Bengal that is most likely to be the headquarters of the corps.


The mountain corps will have two divisions, each with 15,000 men, of the infantry specially trained in mountain warfare. Location of the two divisions would also be decided later while the forward elements like Brigades could be located in Sikkim and Arunachal Pradesh, sources said.

The corps will have three artillery brigades, equipped with heavy guns like Bofors 155 MM as well as the ultra light howitzer which India is procuring from the US. Each of the two divisions will be allocated one artillery Brigade each while the third one will be held as reserve by the Corps. It will also have a back up mechanism of brigade of Engineers which will provide support for civil works, attend to machines and lay bridges.

Sources said that an aviation Brigade will also be part of the Corps, which will include attack and heavy lift helicopters and UAV’s for reconnaissance.
