Our constitution has no binding on the army chief in this regard.
He can address the nation specially when his command has won the nation's hearts and specially his command is a source of 'concern' and pain for the enemy state.
Our president likes to stay quite and our PM doesn't have the crede credentials to address the nation on the special occasion of defense day.

The issue of Kashmir has been buried for good. The United Nations has taken it out of the list of unresolved disputes in 2010.

So what's all this bellyaching about a lost cause? Pakistan needs to move on instead of treating the 'K' issue as the be-all and end-all of its very existence. It needs to start concentrating more on education, healthcare, poverty elimination, infrastructure, and improving the quality of life of the ordinary Pakistani. Will harping on Kashmir ad infinitum solve these problems? No!
