Nah. Trump tried to fully with draw, but the Pentagon used a loophole to keep troops there.

Still, the Kurds have a right to be angry. They were promised aid, and political support; the aid barely exists, and the political support is basically dead.

This is why you don't trust mere promises. Ask for the payment upfront, verify, and then trust.
