It is very probably true.
If you check the history of talks with Turkey and the actions of USA, it is clear that they want to avoid weapons in hands of extremists . But indeed their own diplomatic policy (as shown in wikileaks for exemple) is a friend trusting: they trust some countries being "allies".
In the same time, there are many newspapers who strongly criticize the CIA : that they don't have anymore concern about people on "field" but to check on computer screens and trust other.
