NEW DELHI: In a first, India's annual conference of top military commanders, where national defence policy, doctrine and operational challenges are discussed threadbare, may be held outside the capital - onboard aircraft carrier, most likely INS Vikramaditya.

The annual apex meeting of military leaders from the three armed forces has traditionally been held in South Block but for the first time is scheduled to take place in the naval town of Kochi — a move initiated with PM Narendra Modi's personal intervention.

PM Modi, who mooted the idea of moving the annual conference first to sea and then to forward army camps and even air bases, is scheduled to address the meeting on October 10, officials familiar with preparations for the event told ET.

While final details are to be worked out, sources said the meeting could take place on an Indian aircraft carrier, most likely the INS Vikramaditya, which was commissioned into service in 2013 and is the flag ship of the Indian Navy. Several major warships are expected to be in the area during the conference.


"It is unprecedented. It is a historic first to have this meeting outside of Delhi and in an operational backdrop. Major preparations are on to ensure that things go off without a hitch," an official involved in organizing the event told ET. Officials shared that while speaking at the last edition of the conference in October 2014, Modi had said "commanders Conferences should be organized alternately on sea, in forward Army camps and at air bases, and not just in Delhi."

New Delhi: The Combined Commanders' Conference of the three services of defence will be held in Kochi next month, most likely on-board aircraft carrier INS Vikramaditya, and for the first time outside the national capital.


The move came after Prime Minister Narendra Modi, during his address at the Combined Commanders' Conference here in October last year, suggested that the armed forces could organise such conferences on ships at sea, or in forward area cantonments or air-bases, instead of only in New Delhi.

"The Combined Commanders' Conference will be held in Kochi against operational background on October 10," a Navy official said.
Sources said the meeting is likely to take place on INS Vikramaditya.

The conference is attended by Prime Minister, Defence Minister Manohar Parrikar and other senior members of the Cabinet.

The Combined Commanders' Conference, also known as the Unified Commanders' Conference, is crucial as national defence policy, doctrine and operational challenges are discussed in detail.

Asking the armed forces to be prepared for a "future where security challenges will be less predictable...Threats may be known, but the enemy may be invisible", Modi had last time said "full-scale wars may become rare, but force will remain an instrument of deterrence and influencing behavior, and the duration of conflicts will be shorter".
Meanwhile, Indian Navy's latest destroyer INS Kochi would be inducted later this month in Mumbai by the Defence Minister.

Can't really see the point to be honest. Clearly this has come from a politician because this serves no military utility and an aircraft carrier was never intended to be a conference room- pretty absurd really.

We all are aware about the ongoing situation in the region and this would be the first time in Indian history that top military commanders will discuss the most important issues related to national defence policy, doctrine and operational challenges of our nation. This shows that national security would be the most important issue.

Even Home Minister issued a very bold statement, Chhedenge nahi, par chhodenge bhi nahi (will not disturb anyone, but if disturbed, then won’t spare anyone),

I don't doubt the need for this meeting I am just questioning the venue- an aircraft carrier is not a conference centre. This vanity project/political stunt is going to be a massive logistical headache for the military, is going to take 50% of India's aircraft carrier fleet offline and add zero military utility.

well you are right....however gestures also have lot of significance....will this gesture be of any use is an open point to debate...

Add to that...to publicise this well ahead of the meeting is not a great idea either! That official who is involved in organising this event should be taken to task for opening his big mouth. Can't imagine we have these kinda insensitive morons handling such sensitive issues!

not sure what you mean...are you worried from security perspective or something i am missing...

Agreed. The IN's policy is to not publicise the movements of their warships ahead of time unless necessary (official port visits and public occasions) and especially not their aircraft carriers.

No brainer to tell entire world in advance that all our defence & national security establishment is going to be at one place at one time. Maybe they should have waited till the event is finished...& then a couple of pictures of Modi with all the team members onboard INS Vikramaditya would have served the purpose, should there be one!

Had it not been for Modi (his first visit to a military installation was the Viky last year), the IN would likely not have published any pics of the Vikramditya in the past 12 months.
