Obviously, with the above demographics people will elect independence or to join Pakistan. However, then the Hindus of Jammu are stuck in the same situation as the people of Kashmir at present. Hindu majority areas belong to India, others go to Pakistan. Problem solved.

Nope then you're being as fascist as the Indian government. Then why not combine Kashmir with the rest of India and then do the referendum? That unit will obviously elect to be part of India. By any moral compass, Hindus of Jammu cannot be forced to be part of Pakistan.
