Re-read my posts from start - I am criticizing Afghan Transit Agreement which is the root cause of this. You guys dragged India in discussion.

You were not referring to India but the other dude was and his posts were too jingoistic for me to respond to, I just used your post to clear a few things here.

Pakistani industries have to pay custom duties Components import and no cost of manufacturing in Pakistan is not cheaper than India. IMO - only salt is thing which is cheap in Pakistan than India :undecided:

But in case of tea and tv i do not think we need to import much components, at least in tea. I heard here about your masala shan that they are very good. So i was expecting same thing about tea etc. Because tea is the part of human daily need.

I checked the Afghan Pakistan transit trade agreement that was signed on 2010 and it does not allow transit of indian goods to Afghanistan. Afghan can send their goods to India using their trucks all the way to Wagah border, but have to return empty handed or carry Pakistan goods on the way. They are not allowed to carry Indian goods on those trucks back to Afghanistan for security reasons. So, what duty fee afghan and nato transit are you talking about????

Usually governments are not involved in smuggling. Smuggling is done by those who wants to make black money by evading taxes/duties/fees; the benefits are limited to some participants. Just think of the volume of non-documented trade between India and Pakistan. Apart from Pakistan, is India not deprived of substantial wealth (from taxes/duties/fees)?

Smuggling practiced by individuals from all nations; performed bilaterally. In case of India and Pakistan, the opportunist are from both sides; as already mentioned governments are not encouraging this but individuals do.

Was there any need to extend MFN status to Pakistan some years back and granting of same from Pakistan? IMO this act was to help minimize illegal trade (smuggling) and boost trade for the benefit of both sides.

Not sure of the loss of revenue by taxes to India - the way I see it, it's a loss for the middle country or for the end user, but the loss is in the volume of business - direct trade would also have higher volumes plus will increase revenue in the way of taxes to Pakistan, so it's more desirable for Pakistan to fast forward opening trade directly with India - by the look of things Pakistan is dragging it's feet looking for other sops or benefits but it's only harming you more by delaying it.

See, There can not be any duty on Transit cargo, if we are letting them without any charges same thing is happening with our cargo what we are exporting to Tajikistan and other countries via AFghanistan.

Pakistan tried to get the duty amount at Karachi Port (It was a huge step to stop smuggling) on the behalf of Afghan govt but Afghan govt refused this proposal.

Right now they have introduced IG (Insurance Guarantee) system, you have to deposit 400 US$ in Karachi ATT Office and they return it to you when duplicate PK GD is signed and stamped by Afghanistan Customs. But 400 US$ is nothing if you compare the duty of cargo.

And Frankly our Karkhano Market in Peshawar is full with such Items, I saw the electrical-Jolt-device (I do not know what it is called) in Karkhano market Peshawar worth 600 PKR only. I went to Peshawar few days back and shopkeepers there were opening carton of TV while the destination written on Carton was Kabul..

So, What Pakistan must also follow the same treatment while using Afghan route - We must not allow few peoples to get rich on expense for whole nation. $400 for one container is a joke.

I agree, Afghan Transit Trade Agreement is the root cause, Pakistan offered Afghanistan that Pakistan will collect duty from Importers on the behalf of Afghanistan but they refused, the funny thing is, even AFghani importers play with their govt by not mentioning all goods on their GD (good declaration form) AKA Ilmo Khabar in Afghanistan. The offer of Pakistan was denied by the whole Importer Mafia in Afghanistan.

Tea is being smuggled in Pakistan not India - As we are not net importer of tea. I am not sure but i don't think latest LCD TVs are being manufactured in Pakistan.

Dude if you had the money or the inclination you would have constructed it already.

Direct shipments from India are not allowed.

Exactly, I personally have transported (as a transporter) Indian eggs in Afghanistan from Dubai.

I do not why they are paying more money to import EGGS, the cost of sea freight and Transportation was more than of cargo :D

So where are these investors now, nobody's stopping you from constructing the IP now - it's Iran who's willing to lend you 500 million $ for your end of the pipeline while they constructed it till their border without cost.

I am not talking of Pakistan not having the money( which by the looks of it, you don't seem to in reality) I said in my post that if India was part of the project, a lot of multinational lenders would have been interested due the huge increase in volume that pipeline would be used for to supply India's huge demand. Also the issue of guaranteeing ROI would have rested on India and partially Pakistan as Iran is under sanctions and doesn't have a say here other than supplying the gas and taking payment for it. This pipeline would have extended through India into other South Asian countries in the future - hence the whole project would have looked financially very attractive.

good demand for Indian goods most likely. Pakistani's themselves buy close to what 4 billion indirectly if I am not wrong.

On top of that these importers use paper companies in Dubai free zone to under invoice the goods to further evade taxes on duties and Mango men of both countries have to bear all the burden, but as of now Afghanistan is receiving billions of aid so Afghan citizen are not feeling the heat.

Partially agree, no one accepts a foreign Invoice in both countries. In Afghanistan as well as in Pakistan, customs has its own goods value in system / software, so it does not matter how much you reduce the cargo value on your submitted invoice.

Always remember this law if you ever want to import something in Pakistan :) If your invoice value is more than mentioned in software they will ask you according to your invoice :D
