Globalization main cause of corruption: AAP official

NEW DELHI: Former chief secretary of Madhya Pradesh S C Behar, who has been entrusted with responsibility to draft AAP government's Swaraj Bill, today said direct democracy is a "countervailing force" to globalisation which is "the main cause of corruption".

"Globalisation is the main cause behind the prevailing corruption as some people control things and lives of people, which leads to profit-making and from here comes crops of corruption. With Swaraj, people will have control over their own lives," he told PTI.

He said the Bill is being drafted keeping in mind three principles.

First, he explained, is making citizens empowered to solve their problems on their own, which is 'direct democracy.'

"Here people directly will have the power to take decisions and solve problems on their own and Mohallasabha is a model of that," he said.

Secondly, he said, "where this direct democracy cannot be implemented, participatry democracy comes to the scene where there is large public participation to solve issues and problems. The idea here is to bridge the gap between government, authorities and people."

"And where both these are not possible, there will be accountable representative democracy. Under this system, the person in charge will be accountable on a regular basis and not after five, ten years," he explained.

Behar, who met Delhi Chief Minister Arvind Kejriwal, and Education, PWD and Urban development Minister Manish Sisodia today and yesterday, said a team of five experts, including him, is working on the Bill and he is collecting various suggestions offered by people and various officials.

AAP has naxal affiliates like prashant bhushan,medha patkar and many but ideology is a subtle mix of marxism in an overview of populist socialism hidden by some urban elite ,i believe it's falling apart. their moral standing is backfiring eg

they accuse modi of snooping on the other hand they have almost legalised snooping in delhi amongst citizens directed by govt.
ppl are now questioning their economic policies.
i wont be surprised if they change AAP to CAAP(ML) -communist aam admi party(marxist/leninist).
 
AAP has to see that wrong people dont join it .......otherwise it will back fire and ultimately can be disastarous for India....

....after a long time ........politicians have been made to think about there image ....how they live .....how they behave ............

Punjab CM takes 2000 security personals with him..............maybe he could learn some from Delhi CM too.

BJP to Start 'Bijli Andolan' If Power Tariff Not Rationalised

Accusing AAP government of failing to bring any clarity on power tariffs, BJP today said it will launch a 'Bijli Andolan' if the issue is not addressed immediately.

"The BJP will launch a door-to-door campaign if power tariff is not rationalised for all sets of consumers. Also all the power metres should be corrected immediately and the power companies should be penalised for outages," Delhi BJP President Vijay Goel said.

He said the party will launch a 'Bijli Andolan' if corrective measures are not taken immediately."

Accusing Chief Minister Arvind Kejriwal of shifting the responsibility of power cuts on discoms, Goel said, "The AAP government has failed to bring any clarity on the issue. There is no step to repair the metres which are running fast.

"The Chief Minister has shifted the onus for power cuts on the power companies as Delhiites suffer from long and unscheduled power cuts."

"Those consuming above 400 units per month will continue to pay high tariff. Taxpayers money is being given to power companies in the name of tariff," he said.

He also slammed Kejriwal and his Cabinet colleagues for being "busy in making populist statements while the administration has come to a halt and there is complete chaos in every sphere of governance."

The Delhi BJP chief also alleged that instead of utilisng skills of officials they are being subjected to humiliation and arbitrary orders. "This has led to a grave crisis of governance," he added.

He said that people of Delhi have been handed over a raw deal by the AAP-Cong alliance Government so far. "The BJP will not tolerate this and will expose the unholy alliance between AAP and Congress," Goel said.

Somnath Bharti was indicted for 'tampering with proof'


NEW DELHI: Delhi law minister Somnath Bharti's track record as a successful lawyer involves an indictment for "tampering with evidence" by a Patiala house court.

This has emerged from an order passed by thenCBI Special Judge Poonam A Bamba in August last year when she hauled up Bharti and his client Pawan Kumar - facing prosecution on corruption charges - after the CBI accused them of influencing a prosecution witness by speaking to him on phone and discussing the case.

"The conduct of accused Pawan Kumar and his advocate (Bharti) is not only highly objectionable, unethical but also amounts to tampering with evidence," judge Bamba observed in her order cancelling Kumar's bail on the ground that he misused his liberty.

Kumar challenged the order in Delhi high court and the Supreme Court later through advocates Prashant Bhushan and Bharti but both courts refused him relief.

Despite several attempts to contact him on Monday, Bharti couldn't be reached for comments. His staff informed TOI the minister was busy in several functions.

The case relates to Kumar's prosecution by the CBI in three separate cases for his alleged acts of omission and commission while employed with the State Bank of Mysore since 2006. As one of the cases came up for trial, testimony of B S Diwakar, a prosecution witness was recorded in court. During his cross-examination, Kumar through Bharti told the court he wanted to confront Diwakar with an audio conversation and wanted to place the same on record.

A surprised court then learnt from Kumar that he/his advocate Bharti, had a telephonic conversation with Diwakar. Kumar claimed during the talk on phone, Diwakar expressed a different opinion relating to the corruption case than what he testified in court. This conversation was recorded by Kumar and Bharti argued his client should now be permitted to place the audio tapes on record to effectively confront the witness and to bring out the truth.

The CBI demanded that Kumar be sent back to jail, accusing him and Bharti of influencing a witness and trying to tamper with evidence. Judge Bamba rejected Kumar's prayer to take the audio tapes on record as evidence by reasoning that "the accused has ample opportunity to elicit facts/truth from the witness by questioning him during cross examination before the court." She followed it up with cancelling his bail.

Kumar soon moved HC, where in addition to Bharti, advocate Prashant Bhushan represented him. They sought quashing of all criminal charges against him or else clubbing of the three cases where he figures as an accused. Among other prayers, Kumar's lawyers also asked HC to transfer the case from Bamba's court and urged it to set up an "SIT to investigate the conspiracy and corruption surfaced in looting crores of public money..order the call records of the accused, their counsels and the public prosecutors of the cases to unearth the conspiracy as revealed by the witness Mr BS Diwakar."

However, the HC declined relief, pointing out that Kumar had already sought bail before the trial judge where his fresh application was pending. The court saw no merit in the demand for SIT and noted, "Since after due investigation, the charge-sheet was submitted by CBI and the trial is still pending, as such, no direction can be given for setting up of an SIT only on the basis of some tape-recorded conversation which, as per version of CBI is still unverified and has not even come on record."

Moreover, HC added, Kumar "has not assigned any reason as to why the case which is pending in the Court of Ms Poonam A Bamba be transferred to another Court." On the demand for call records of accused, lawyers and prosecutors HC again rejected it saying, "No reason has been disclosed in the petition as to why the call record is required."
