A Respectful Indifference

Yes. That is exactly the case. If we forgo right of self determination for Kashmir, we axe the ideological foundations of Pakistan. Pakistan came into being on the basis of right of self determination of Muslims of Muslim-majority areas of subcontinent, which was exercised through elections of 1945-46.
But Kashmiris by and large betrayed us, be it in '47 or '65 or even now...Why are Abdullah and Mufti families even alive and thriving in Kashmir...

If these two families were in Afghanistan, some ghairat mand pukhtun would have walked right up to them and shot them and they wouldn't have seen the light of day...

Kashmiris lack that instinct, their psyche is passive and unmartial very similar to hindus and are more fit to suffer under the Indian hegemony they so dearly chose through their leadership who paid no consequences for it.
