All good thoughts, but somewhere I heard that you need a very large market for a product locally, which you plan to sell overseas.
We can start with making doors or empennages or small panels once set up - and be a supplier for Boeing or Airbus. This is what India does now, commercially. Both Mahindra and Tata are in that business.
Indonesia set up Dirgantara in the 70's but had issues selling planes overseas. They are a very large market for commuter airliners, being how far flung their islands are.
@Indos, I don't want to speak for Indonesia or Dirgantara but hopefully you can.
Talking about competing Boeing and Airbus, actually Indonesia has already tried to do it since middle of 1990's with N 2130 project, but due to Asian Financial Crisis we need to borrow money from IMF and the condition from IMF is that government must stop funding Indonesian Aerospace, this is the reason 2 Indonesian ambitious program which are N 250 (has already flown 300 hours) and N 2130 are cancelled. N 2130 has already undergone wind tunnel testing during the end of 1990's.

The IPTN N-2130 was a proposed 80-130 passenger commuter airliner of original design by IPTN (now Indonesian Aerospace). The N-2130 was estimated to cost two billion US dollars. The project was cancelled in 1998 due to the Asian financial crisis. The aircraft has similarities with the Boeing 737 and Airbus A318.
