50% of Indians bribed babus last year: Survey

NEW DELHI: Almost five of 10 persons admitted paying bribes in the last one year to avail primarily government services and eight of those did so at local level to police, municipal officials and matters relating to property registration and VAT, according to a survey by an online platform.

LocalCircles, which conducted the India Corruption Survey, claimed the poll received one lakh responses to a set of eight questions with participants from 200 cities.

When asked how many times they had to grease palms, 25% said they did this several times and another 20% said they paid bribe once or twice in the last one year.

According to the survey, 84% respondents who paid bribes said they did so to local government or administration.

Another 9% said they paid bribe for works relating to provident fund, income tax, service tax, railways and for tenders. Over one-third of respondents said they felt paying bribe was the only way to get work done while about 20% felt saying no would have resulted in delay in service. The survey found that over half of the respondents felt state or local governments have not taken steps to reduce corruption in the last year.

About 42% respondents felt though some measures had been taken, these were ineffective.

Respondents admitted that reporting corruption is a tough job and only 9% respondents said their state government has a functional hotline.

If I say what is true, I will sound ridiculous. Let me talk about others.

My father is still today, forty years after he retired, as the last IP in the Bengal cadre, and one of four surviving all India, known for having been fiercely honest and totally uncompromising, especially with political pressure. When the then Chief Secretary under B. C. Roy asked him to cool down, his reply was that his fridge ran on kerosene, and so he couldn't care less! meaning transfers to remote locations didn't bother him. I grew up in Burdwan, Midnapore, Jalpaiguri, Darjeeling, Barrackpore....everywhere but Calcutta, and studied in local schools in the Bengali medium, until I went to the Sainik School.

My kid brother was in government service as a doctor, and resigned once he was qualified to get his full pension. The clerks asked him for twenty thousand to clear his dues in a day, but he refused, and soldiered on in private practice without it, for six years. Finally, they paid him out of embarrassment, as the news went around that this scandal was going on. Even today, the squirt refuses to pay a TT a tenner for a seat on a crowded train. Since all the passengers know him, he doesn't need to pay, and the TT also sheepishly gives him a good seat without any smart behaviour. He travels because he spends three days a week working for poor rural patients in a remote location, for one-tenth of the fees that he would charge in Calcutta. The other three days he works in Calcutta; the seventh day of the week - he is a radiologist - he spends on treating animals free of cost.

Next to these two, I am a weak reed. BUT I've never paid a bribe in my life, nor have my wife or daughter (as far as I know). Nor have we ever asked for favours for my daughter's schooling, or paid exorbitant 'donations' for her admission, and she studied in the best schools everywhere, without anyone's influence or any extra money, on her own merit.
 
Well just last week my manager was asked to pay 10k by a gov guy to pass the audit report... His only work was to come by the office and have a cup of coffee

every few people in modern world can stick to Morals like you, kudos.

my situation is different sir, since my Family had to flee kashmir valley we are living as Nomads/refugees all over India, as we lost everything there we also had to face hardship like majority of Indian middle class have never seen. as result only 3 things meters to me most. money, dharma and Ethnicity.

my father used to work in factory to clean Boilers with just piece of cloth since he was 6, no safety gloves provided. he used to attain school in morning and work in Factory in evening, till he reached 18. same with my uncle and other male family members.

I didn't have a choice. The old man had built a reputation. I've been terrified of letting him down; every action is governed by that fear.

It had its amusing side as well. I've run from situations where I was offered a bribe, as a result; when I was a fresh young manager, running a workshop in Ludhiana for the Tata Steel affiliate I worked for, a scrap dealer offered me 14 lakhs for accepting his bid for a large lot of scrap that had unexpectedly descended on me. That was in 1977. I ran to my local mentor, the head of Avon Cycles and unburdened myself, and he was vastly amused at my wholly impractical and Quixotic attitudes. A phone call to my super-boss and it was all arranged; I took the money in the company of one of his assistants, who was supposedly there to help count, and accepted the bid, and added the bribe amount to the amount finally banked. The scrap market thereafter looked at me with new eyes, and members kept dropping in 'to have a cup of tea' with me; somewhere in the conversation, there would be a delicate hint about a word in advance about the next consignment, and the goodies that would follow. They were very disappointed when I continued to travel to work by cycle rickshaw for two and a half hours each way, rather than buying a car (Ambassador or FIAT, those were the only two choices those days).

Well depends on what people they were surveying
If you need to avail any govt sponsored schemes, most of which targeted at poor people, they have to cough money either because they can't fight babus or to become eligible wrongfully.

Doesn't come as a surprise to me. Politicians want this disease to stay

we generally marry among our own community, if we marry outside we might not get accepted as Kashmiri/koshur anymore by other people and our own community. so we dont marry outside as our identity is only thing we have today.

have you even seen how RTO Works ? its one of the slowest working Government Department in our country, take forever for Photos and Online Signature on Application Forms. i had to wait for 3 Hours for same process when i applied for Learning Licence. servers were down for 1.5 hours and in middle of working hours employees took Break of 1 hour for lunch, those who worked for document Authorization. need less to say i went to Office at 10 Am and got out of it at 3 Pm.
