Like dealing with the mafia, intelligence is quiet police work; following the money, figuring out the layers of leadership in the criminal organization, and employing legal means to end their ability to operate. Any stiffer opposition will then require calling in the army, but most of the work should be ideally dependent on local police (that know local people) and intelligence efforts (that have the technical means to find the miscreants).

The other need is to employ all aspects of the state against these elements, and part of that is a strong central and provincial government that is respected nationally but especially in KPK and Baluchistan, so drain any local sympathizer support the miscreants maybe enjoying.

To this end, should IK and the PTI come back to power it would go a long way towards both goals; reallocating resources to the interior ministry (once the economy is sorted out) to bolster police efforts, as well as have a genuine leader that enjoy respect especially in KPK and Afghanistan for his anti-war stance.

Pakistan should go full throttle against India in IOK.
