I wouldn't put too much faith into the F-35. It's a hardware and software marvel, and the scientists working on it should be commended for trying to make this..."fighter" work out like Lockheed promised, but it's problems are far too many. It's price is far too high for what it offers, and what it offers is questionable.
Trust me, it's less questionable than F22 :)
They have the more advanced tech, but not the experience to utilize them to their full potential.

The F-22's problem is lack of US motivation to upgrade it, which they should have done by now, otherwise it's a damn fine bird. The F-35 is worthless and I hope Canada pulls out of the project, especially since there is no need for such a fighter in the Royal Canadian Air Force.

It will still be better than any other plane in the region. However like you said it has many issues that have not been worked out yet and even if they are worked out it will still prove to be very expensive to operate. unfortunately it is the only realistic 5th generation fighter out there that we can get our hands. What other stealth jet could we acquire?

Maybe not. Correct me if I'm wrong, but doesn't Turkey have the TF-X program?
 
yes but we will have to wait until 2023 for that to be ready. Experts are doubting that it will even be ready by then.
The F-35 isn't going to be in Turkish hands (at least not in significant numbers) until 2020 anyways, so why not just take the money being poured into the F-35 project and put it into the domestic program instead?

Delivery time of first F-35's would be 2017-2018. We dont even know if TF-X will be ready by 2023. If we wait till 2023 then we will have an outdated air force. Russia will already have their PAK FA and other countries will have typhoons gripens etc.

To be fair, I said significant numbers, and the article says 100 fighters over 10 years, which means 10 a year. By the timeline presented, by 2020, Turkey will only have around 30-50 fighters, which is nowhere near enough.

Those 30-50 Fighters are very important considering that russia will be getting its stealth aircraft around the same time.

In the future theTurkish airforce will most likely be composed of 100 f-35, around 200 TF-X, and Block 50+ F-16's.

Notes:

1) Turkish F-16C I counted as 1.1/1.05 instead of 1/1, because they are mostly block 50.
2) According to WAF there is still no operational AEW in TuAF. If I add 1 Boeing 737 AEW then Turkish rank will grow to 1033 and if i add all 4 then to 1081.

Who says TF-X will be a success? Even if, we still have to wait for at least 3-4 decades to produce a significant amount of Fighters, in the end we try to produce a 5th gen fighter from scratch, while we cant even produce the smallest indigenous aviation engine yet...

The F-35 partnership is a good thing, we gained much know-how throught this project, not to meantion the fact that this jet is one of the best at the moment, no matter what pessimists say.

that is only one possible scenario.. you must consider every situaions and reality before ranking.. if italy wins over PAF in a direct conflict anyday in almost every situation means your ranking is wrong..

If that is the case, then Germans, French, or English will win over IAF anyday everyday....

Ranking is done based on the current present assets, not what "will" happen in a pressumed war.

F16s aren't block 30, 40, 50 anymore it's 210 CCIP + 30 Block 50+ only diffference is really CFTs they are all block 50+
