well foreigners are insecure in your lands, simple as that, the case of foreigner is separate from poor india because foreigners unlike locals invest in your economy by paying heavy amount of dollars, if you cant secure them, then foreigners should be alerted of your tourist place and india must not be visited by them at all

You need to understand what goes on at these places, or go on a holiday to Brazil, Thailand, Greece or even Goa for that matter. There is a lot of things involved. If you read this particular news carefully, you ll see that the three women went to the beach ,with a male friend, after dark, when they were advised by lie guards not to go. Drugs is a major issue in Goa, like any other tourist spots frequented by young back packers.

So no need to single out Goa or India for that matter. As I said you don't see many rape cases in Pakistan cause you don't get many tourists.
