14 Militants killed in Encounter were in Custody of agencies

We need to identify whether if the problem is at a prosecution level or something within the judicial level where the judges etc are either afraid to charge these terrorists or are abetting them.

Buddy we don't need to "identify" anything. We already know. Everyone in the country knows. Let me break it down for you;

1. Judges are corrupt to the core
2. Few honest ones are scared/threatened INSIDE the court room. Plenty of examples.
3. Remaining very very few ones who actually want to stand up for the law are left toothless when our competent police presents are a case so weak that the judge has to let the bad guys go free.

Short term solution: Extend military court system. This is not the West where institutions are developed. Let the military courts clean up this mess and then we can talk about judicial reforms. We can't afford to wait for judicial reforms while these killers get a free pass every time they get arrested.

ISI foils yet another major terrorist attack, this time in the southern city of Multan. A sleeper cell of Al-Qaeda was planning to stage a Charsadah like attack on Bahauddin Zakariya University Multan, but got intercepted and neutralized before it could actually mount the attack. The ring leader of this cell masterminded the Parade Lane massacre of 2009 as well as assasinated ISI's Brigadier Fazal Zahoor Qadri in Sargodha two years ago. All 8 members of the sleeper cell were killed during the raid. Good job guys !!!!

I don't disagree with you at all, and I have already stated that this a pertinent short term solution, however in the long term this cannot be sustained for if we really want to be build a modern state with functioning arms of the state we will have to come up with a long term solution that addresses the above mentioned points.

The fact that our security agencies have to deal with enemies of the state through extra judicial methods proves that there is a fundamental problem within the judicial system of our nation. Our state needs a thorough reformation at this level to be able to function properly in the near future to deliver a comprehensive system of arrest, trial and sentencing.

U have urself pointed out the problem and its solution and till the time there is no solution in place, let those morons be sent to hell directly.

Why for military courts for?

Because nowadays the suo motto machine of SC is functional only against military courts' verdicts and likes of Asma Jahangir are more than willing to take on such cases.
