I was talking about the kind of "street gangs" who you can find in Latin America (Columbia, Mexico, etc.) and in American cities like Los Angeles.

Those guys shoot up bystanders all the time, for no reason (no profit, nothing). Just mindless gang violence.

The Triads and the Mafia are much more organized, and therefore less problematic. They don't shoot up bystanders like the ones above do.
