I remember they said that there was some TOT for drones and then they said that a 1 million dollar deal was signed(which is very low IMHO and probably is more of an assembly line rather than "full-TOT"). Nothing materialized until now.

I doubt that Saudi will get Full TOT. Maybe South Korea will send some kits and the final product will be assembled, but they won't give the Saudis tech on Radars or the missiles used in the system.
