2. Access to the Sea(coz it's always an awesome sight)
3. Transportation options(inter and intra)
4. Greenery
5. Cleanliness
6. Heritage

O.K. here's my parameter.

It's in Kerala, thus making any city within it boundaries crappy.

Every Non-Resident Keralite is.

Basically they wax lyrical about it to outsiders, but amongst ourselves you might as well compare Kerala to Congo.

I think for an outsider, even if he's a South Indian, the Keralite landscape still comes across as utopian-idyllic. Perhaps the daily grind of life there isn't all that easy, but where in India is it any easier?

It's hard for everyone in India. But the cities and towns in Kerala score pretty high on the metrics I provided. And that eases the passing by some measure.
