Vietnamese Refuees and Migrants

Since 1975, Hong Kong has received more than 200 000 people from Vietnam. Up to the end of 2003, more than 143 000 Vietnamese refugees had resettled in other countries and more than 72 000 Vietnamese migrants had been repatriated.

With the formal conclusion of the internationally agreed Comprehensive Plan of Action and in view of the changed circumstances in Vietnam, the HKSAR ended the 'Port of First Asylum' policy for Vietnamese with effect from January 9, 1998.

In practice, it means the special statutory provisions on the screening for refugee status and related review procedures for Vietnamese ceased to have effect on new arrivals from that date. These people are treated in the same way as illegal immigrants from elsewhere and will be repatriated as soon as possible.

On February 22, 2000, the Government announced a Widened Local Resettlement Scheme to allow some 1 400 Vietnamese refugees and eligible Vietnamese migrants to apply for settlement in Hong Kong. As a corollary, the last refugee centre (Pillar Point Vietnamese Refugees Centre) in Hong Kong was closed on June 1, 2000. Thus the Vietnamese programme on which Hong Kong had worked for 25 years was concluded in an orderly, peaceful and humanitarian manner. By the end of 2003, a total of 960 Vietnamese refugees and 437 Vietnamese migrants had applied under the scheme to make Hong Kong their permanent home.

Just curious...Did you ask this of the Soviet Union and China when they had no hesitancy about meddling in the affairs of other countries? Funny...Now that the Soviet Union is gone and the communist world fell to tatters...Boo-hoo-hoo...Poor CCP of China.

The suffering of the Vietnamese Boat people before Chinese save

them, feed them, most of all provide them a safe shelter.


When the Americans lost the Vietnam War there were many who did not wish to stay in Vietnam. Those with influence were airlifted out by the Americans but many had to make do with crowding onto leaky boats and making the journey from Vietnam to the gulf of Thailand. In doing so they unwittingly wrote themselves into modern pirate history.

Conditions were perfect for piracy. The local fishermen were poor and were looking for an easy means to supplement their income. The Vietnamese government did not care about them and the Thai government was not anxious to receive large boatloads of refugees. No one cared about the fate of the boat people so allegations of piracy were often ignored. It was only when the incidents became more shocking that pressure was brought to bear on the Thai government by maritime interests led by the Americans. By then thousands had been robbed, raped and murdered. What follows are some examples:

In the early eighties an American, Ted Schweitzer, landed on a pirate island and heard how 238 refugees had been shipwrecked there. Eighty had been killed and the women were raped and forced to dance naked. Schweitzer tried to stop this but was knocked unconscious. He was lucky to live. When he awoke he found dismembered limbs and evidence of cannibalism.
Ngoyen Phan Thuy booked a passage out of Vietnam with her mother, aunt and younger sister. After ten days at sea the boat was stranded and without food or water. They were attacked by pirates, who shot her aunt. An old man's gold teeth were ripped out of his mouth with pliers and a woman's baby was thrown into the sea. The survivors were made to strip and then landed on the beach and their boat was sunk. The women were lined up and Phan and a girl called Lien were selected and taken on board a fishing boat. Over the next three weeks both girls were repeatedly raped. Lien could not stand it and in the end the pirates could not stand her. She was thrown overboard. Phan was sold to a village brothel - "The Paradise Massage Parlour". She became pregnant but the baby was aborted with a bamboo stick. Eventually she escaped and was handed over to the UN.
In 1989 a boatload of 84 refugees were attacked by pirates. The women and children were transferred to the boats and never heard of again. The men were kept in the hold and brought up one by one to be clubbed to death. Eventually they panicked and tried to rush the pirates. The pirates rammed the boat to sink it. Some managed to escape but were pushed under water by poles. Thirteen survivors managed to escape by swimming away under cover of darkness.
In April 1989 seven pirates armed with a gun knives and hammers attacked 129 Vietnamese. The women were raped and all of them were slaughtered save one, Pham Ngoc Man Hung (seen pictured identifying the pirates), who survived by clinging onto a raft made out of three bloated corpses.
Eventually the Thai government was forced to take measures. Fishing boats had to be registered with a prominent number displayed on its prow. Boats were also photographed going in and out of port. This deterred many but those pirates who remained became more brutal and ruthless, ensuring there were no witnesses to identify them.

Pirate incidents petered out at the end of the eighties as the number of refugees decreased. It is fashionable nowadays for historians to assume that the barbarity of pirates was overrated and that pirates were basically career criminals. These more recent accounts are almost certainly not exaggerated and so it seems likely that many of those stories in the past were equally true.

I am sure that China's 60 aniversary parade, after a hugely successful Olympics, Space Walk, etc. China's metoric rise at large at all fronts on world stage has left someone far far behind, which has reasonablely driven some jealous wannabes to the verge of insanity, as we all witness here and there.


It's quite a fun to watch it though, since some of these lunatics usually managed to end up their gibberish to demean China's unrivaled achievements by putting up a forced smile like this: :lol:




Now that expression is officially insane!!! :cheesy:

anyone who believe china is (or still) communist knows little about socialism and the ideal of communism, neither could he understand what is going on and what will happen in this country that just played a leading role in saving the capitalist world from a financial crisis.

as the result, all he said about china and his criticize and judgement are no more than Quixotic fighting against a fake giant in his own imagination and have nothing to do with the world in which he himself lives nor have any value.

i don't care of this old western style prejudice and childish pride against china but i do feel a little bit sad and sorry. 'coz many pakistan friends who attracted by the title of the tread, which was suppose to post some more pics about the landscape of the 60th anniversary of the people's republic, i opened here, may felt disappointed by finding themselves run into this mass due to paranoid imagination.

Either China, like Japan and South Korea who bailed out Asia a while back, helped US who invested in China to help the country move out of the economic morass that is communism, or China can try to go alone and return to that economic morass.

This is not about the Chinese people but about a regime operating under an ideology that held back such a people. Odd that everyone insists on holding the US 'accountable' for everything under the sun but when it comes to the communist party in China, it is all...

US and even as a enemy of ?US, we can certainly live better in the future. US investment in china is not so large and consist only a very limited proportion in all foreign investment. Hong kong plays a leading role in the fdi in china at least 3 or 4 times larger than us 's share and even europe and japan invests more than us does. and the annually 100 billion fdi is dwarfed by civil investment in china.

again, it is not about the regime(obviously it is a pragmatic one gone long without THE ideology) IT IS ABOUT THIS THREAD BEING DISTURBED IMPOLITELY.you want to argue or criticize just go and open your own thread.

By the way, we are happy that Indian soldiers will be looking for female soldiers instead of Kashmir women for their desires and they will be infecting many of their fellow soldiers be eating from the same vessel. So its good news for us in many ways. ;)
