Sir,

MET can only be conducted in countries that actually provide funding for this program. US is the only country that does this very smart thing frequently. The Brits are too cheap and PA gets a bigger bang for the buck going over to the US. Out of pocket, PA funds officers to go to German Military Training Schools as these are considered to be extremely good.

The rest are excellent points. My own suggestion for Gen Kiyani, please stay out of politics and for VVIP protection roles, ask the GoP to fund something else and take this responsibility off the SSG.

A country which is not proud of its defenders dose not deserve to live. Pakistan is a country that deserves to live.

A most excellent suggestion! However I have always been proud of these defenders, past, present and the future. I only hope and pray that the Army is taken to newer heights with izzat inshallah.

blain2,

Are there plans to absorb interior security organizations into the Ministry of Defence? I remember issues and complaints that the FC, Rangers and other paramilitary organizations were not adequtely fulfilling their roles due to lack of equipment, dismal funding, misuse of helicopters by Ministry of Interior, ethnic issues among FC, etc?

Mark I would be lying if I said yes there are plans. As far as I am aware, the paramilitaries etc. will stay under Interior Ministry. There is a need to segregate these forces from the Armed Forces. As far as adequate equipment and funding, those cannot be resolved if they are brought under the MoD. That would result in money for the Armed Forces to be diverted.

The ideal solution is to have enough funding from GoP for such paramilitary assets. Training etc. is being done for these by the Army but equipment etc. has to be catered for by the Government and not MoD specifically.

Exactly, very true indeed.:tup::pakistan:

I would further recommend him or any other successor:
1- To build new grand Army head quarter at some point out skirts of Islamabad. Thus providing an excellent work environment and place reducing risks of sabotage activities. At least this will reduce travel for mutual meeting purposes. They should also consider building new cantonments around various cities.
Actually, Army should consider building a whole hi-tech city for them selves with all basic and advance amenities. This will also reduce there travel to and from home, enabling them to concentrate more fully to there job.
IMO this should have been done long ago. There will be many hidden advantages.
2- PA should also transform its organization in to some thing like where soldiers also undertake basic warfare and academic courses enabling them to get in to officer ranks at least up to the lieutenant/major level. I also don’t agree to the theory that every junior officer having servants. There should be a common services area and nothing more, they them self or there families should take care of all home work.
We are living in hi-tech and fast moving world, where cooking, washing and cleaning is really not that difficult. Infect it help to organize a person.
3- IMO Army chief must always keep an eye on politicians and constantly advise them.
4- He should develop the culture of delegation of responsibilities, in PA. He should work more to strengthen unity and chain of order among the army and make it impossible for politicians to seed disintegration to their personal advantage.
5- He should also consider developing new unit (not dedicated) who have the ability to hire, command and operate guerrilla warfare in situation like Iraq. They may go undercover when we begin to loose on conventional defense and those units take over and operate covertly.
6- IMO, every young man of this country must undergo some civil defense course and must hold some virtual ranks in relevance to their fields of education.
7- At present he should concentrate on intelligence gathering as who is behind the suicide attacks and if necessary should use hi-tech to bug every single politicians, news journalist, judges and madrassa’s. He should also request the parliament to legitimize the arrests on suspicion i.e. Indian TADA. (I trust the professionalism of PA and will never use such law on religious grounds as it happens in other countries)
In future he needs to raise intelligence wing to foreign states. It may be called as preemptive defensive measure or offence is the best defence measure!
8- He should use retired manpower to run social services i.e. schools or hospitals in order to reach out to public. He can arrange finances on no-profit and no loss basis.
9- Last not least, he should start preparing some one who may be able to deputize him effectively in his absence. As a rule both of them should never be physically together or should only meet in a secure zone. I believe retired general means loss of human resource and loss of in service general means loss of key block in organizational matrix.
Over all he should transform the whole organisation among modern lines and needs.
