WASHINGTON, Oct 30, 2014 – The State Department has made a determination approving a possible Foreign Military Sale to Pakistan for GRC43M Cutters and associated equipment, parts, training and logistical support for an estimated cost of $350 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

Purpose:
The Foreign Military Sales (FMS) program is a form of security assistance authorized by the Arms Export Control Act (AECA) and a fundamental tool of U.S. foreign policy.
Under Section 3, of the AECA, the U.S. may sell defense articles and services to foreign countries and international organizations when the President formally finds that to do so will strengthen the security of the U.S. and promote world peace.
Under FMS the US Government and a foreign government enter into a government-to-government sales agreement. The international agreement is called a Letter of Offer and Acceptance (LOA).
Who:
Secretary of State determines which countries will have programs. Secretary of Defense executes the program.
Funding:
May be funded by country national funds or US Government funds.

As for the funding but: you may simply pay or, e.g. when the US owes you money, the US government may pay. Either way, it is not a GIFT.

By comparison....

FMF enables eligible partner nations to purchase U.S. defense articles, services, and training through either FMS or , for a limited number of countries, through Direct Commercial Contracts (DCC) channels.

Funding:
FMF is a source of financing and may be provided to a partner nation on either a grant (non-repayable) or direct loan basis.

The question is how the FMS will be funded.....

  • The status of the transfer and the date of the latest status change.
Purpose of the Program:
Transfers excess defense equipment to foreign governments or international organizations. Typically used for modernization of partner forces. Excess defense articles provided to partner nation at a reduced price (based on the condition of the equipment) or as a grant. Partner nations pay for packing, crating, handling, and transportation (PCH&T), as well as refurbishment if applicable – EDA is “as is, where is”.
Who:
The Military Departments identify excess equipment
Combatant Commands identify possible recipients to MILDEPS
DSCA facilitates coordination and approval of requests

Note: This wording strongly suggests a sale trough FMS is NOT a grant.

The Congress is where the real money games happen.
It has happened in the past that a recipient country was offered EDA equipment (e.g. Spruance destroyer to Pakistan) but that the recipient refused the equipment for one reason or another. Here too you have a situation where an administration proposes a transfer, which can only take place provided a) no objection by congress (they don't get to change the proposed deal) and b) approval/acceptance by the target country.

1.Once sold are we free to equip the boats as we see fit or are there any restrictions?
2. If we are what are the options that could be utilized? and
3. What weapons would be required to equip the platform?
By the way is this in any way related to the congress's "refusal" to supply us with OHPs and a gesture from the US government or is this a separate request by PN which the US has listened to sympathetically.
Response would be appreciated.

OHP and this are seperate. this is being purchased with PK funds. OHP were US grant-aid with PK to upgrade with own funds.
 
you seem to act as if you know something we dont. If that is the case then please present your views to be debated or are you going to continue to hide behind the veil of verbosity.

What verbosity? My posts are generally quite succinct.
 
Possible uses:
Interdiction of narco traffickers and smugglers
Fisheries Protection in an around Sir Creek
Interdiction of Human Traffickers both egress and ingress!

Now have we thought about why PN has asked for these boats specifically? Specially when the navy is cash strapped and in need of real firepower? I think what is not obvious is the fact the GoP/Armed forces think that there is a real problem of ingress or egress of unwanted and wanted individuals in and out of Pakistan!! ISIS/Daish etc.

Figure it out! Once again we are looking at things from the perspective of our friends on the Eastern borders.

Not to forget that ISIS/Daesh etc are likely to cause more grief to you, than your eastern neighbor.
 
What is special about the body of these ships , as the article stated these are made from some composite material ?
I don't understand what advantage or disadvantage it has between the body of the Cutter vs Frigates obviously I imagine the frigate body is more robust as its a war ship but just thought would ask

The ships look great for minor patrol duties
